Report on Outstanding Bonds (Letters of Credit) Adjourn – 1 MEMORANDUM TO: The Munford Municipal-Regional Planning Commission FROM: Will Radford, AICP DATE: October 9, 2025 SUBJECT: Staff Recommendations for the October meeting of the Municipal- Regional Planning Commission. A. Maple Hill – Minor Subdivision Background A minor subdivision plat has been submitted on behalf Arthur Scott Jr., Larry Scott, Mark Scott, and Ann Scott Wilson to create three lots from 5.17 acre tract. The properties are located near 530 Maple Hill Drive. The property can be further identified as Parcel 83.00 on Tipton County Tax Map 111. The properties are zoned R-1 (Low Density Residential) District. The properties do not appear to be located in a federally identified flood hazard area. Analysis The new lot meets the lot area and setback requirements for the R-1 District. The Plat has the necessary certificates for approval. Recommendation Staff recommends approval plat. 2 B. Whitney and Bruce Hudgins – Joe Joyner Road Commercial Site Plan Background A site plan for a commercial business has been submitted for review by the Munford Municipal-Regional Planning Commission. The proposed site plan is located at 54 Joe Joyner Road and Joe Joyner’s intersection with U.S. Highway 51. The property can be further identified as Parcel 1.03 on Tipton County Tax Map 144. The property is zoned P-B (General Business) District. The property does not appear to be located in a federally identified flood hazard area. Analysis Staff has been advised that the purpose of this building will be a “Dog Grooming” Business. The Munford Municipal Zoning Ordinance has the following standards: Veterinarians and Animal 1 space per 300 sq. ft. of Hospitals total floor area Kennels 1 space per 1,000 sq. ft. of total floor area The site plan is showing 13 parking spaces. This is enough parking to comply with either standard above. Drainage and grading plans have been approved by the City Engineer. TDOT will seek assurances that no run-off will flow into the state right-of-way. The building appears to meet all of the setbacks and lot requirements of the P-B zoning district. This includes the required 30 foot front setback for all front yards. More information is needed on the site plan to determine compliance with the 10% landscaping requirement for parking areas in the PB district. Recommendation Staff recommends approval of the site plan after landscaping is addressed. C. Zaxby’s Master Signage Plan Background A master signage plan has been submitted for the proposed Zaxby’s restaurant. The property is located between the intersections of Munford Avenue and McLaughlin Drive on U.S. Highway 51 in Munford, TN. The property can be further identified as Parcel 5.00 3 on Tipton County Tax Map 111G, Group C. The property is zoned P-B (Planned Business) District. The property does not appear to be located in a federally identified flood hazard area according to FIRM #47167C0310F, effective on 12/19/2006. Analysis Attached Signs/Wall Signs are allowed 20% of the front wall. The proposed signs meet this requirement. The Freestanding sign is less than the 81 sq. ft. restriction of the P-B District. Recommendation Staff recommends approval of the Master Signage Plan. D. Pilot Shelf Storage – Site Plan Background A site plan has been submitted to build an addition to an existing mini-storage facility. The property is located 16259 Highway 51 South. (South of Simmons Road Intersection) The property can be further identified as Parcel 49.00 on Tipton County Tax Map 044. The property is zoned P-B (Planned Business) District. The property does not appear to be located in a federally identified flood hazard area. Analysis/Recommendation The original site plan appears to be approved by the Planning Commission in August, 2022 when it was on the agenda as “Wilkins Storage”. The Munford Fire Department has requested a 6 inch water line to be installed along U.S. Highway 51 and an additional 2 fire hydrants. Further information is needed on the site plan to make an adequate review by the staff planner and City Engineer. Staff will attempt to review the site in full prior to the Planning Commission meeting. Recommendation Staff is withholding a recommendation of approval at this time until more information is provided by the developer. 4
