AIRPORT COMMISSION MEETING Monday, December 4, 2017 at 4:30 pm Murfreesboro Municipal Airport Terminal /Administration Bldg. 1930 Memorial Blvd. Murfreesboro, TN 37129 MEETING MINUTES IN ATTENDANCE: COMMISSION MEMBERS: Steve Waldron , Chair George Huddleston Jr., Vice Chair Clay Cook Bill Shacklett, Council Rep. Butch Jones John Polk Gail Zlotsky GUESTS: Jim Gardner, Murfreesboro Aviation Mark Baker, Tenant Larry Williams, Guest Nick Lenczycki, MTSU Aerospace Department Mike Jones, Mike Jones Aircraft and Maintenance STAFF: Jim Crumley, Assistant City Manager David Ives, Assistant City Attorney Chad Gehrke, Airport Manager Jennifer Hurst, Airport Administrative Assistant Prayer given and Pledge of Allegiance lead by Steve Waldron 1. CALL THE MEETING TO ORDER: Steve Waldron called meeting to order. 2. CONSIDER APPROVAL OF August 14, 2017 AIRPORT COMMISISON MEEING MINUTES: John Polk moved to approve the minutes as is. Gail Zlotsky seconded the motion and all voted in favor. 3. CONSIDER APPROVAL OF HANGAR WAIT LIST PROCEDURE: Steve Waldron reported on the new proposed changes for the Hangar Wait List. Steve explained since there is no state funding is available for the construction of hangars, future hangar projects will need to be funded by the City. He stated that the Airport Commission has a long waiting list at this time that is very difficult to make any predictions or decisions with as to how many hangars are actually needing to be built. Given the dramatic change in funding we will need much more accurate information before making such a large investment. Chad Gehrke explained in detail these new procedures and policies going into effect. He stated that the new Wait List Policy requires a $250 deposit and have an airworthy aircraft or be under contract to purchase an aircraft to be allowed on the new Hangar Waiting List. George Huddleston, Jr. questioned the timeframe a new vs current tenant is given to be in compliance with an airworthy aircraft. He questioned that if the Airport Commission or the Hangar List hasn’t dictated what size aircraft can be in each hangar does this need to change. He also pointed out that having a legitimate waiting list has to be based on whether they have an aircraft or not. The Airport Commission discussed these points. John Polk made the motion that to be on the Waiting List one must own an aircraft. Gail seconded the motion. George Huddleston had a question regarding if an existing T-hangar customer already had a hangar with an aircraft but wants a second hangar, how should we handle that? Chad Gehrke discussed with the Airport Commission that current hangar customers would need to get on the waiting list like everyone else. Clay Cook stated we must have a timeframe that requires a time restriction on how long a new tenant has to get an airworthy aircraft in the hangar. Steve Waldron asked if we take the motion off the table since we have so much more discussion. Steve asked David Ives regarding legal issues asking current people already on the Waiting List to now complete an application and put down a deposit to be in compliance. David Ives responded stating that there are no legal issues regarding asking current wait list customers to put down a deposit to remain on the list. Steve Waldron wanted a vote with the current motion on the table. He restated the motion: To be on the Hangar Waiting List one the person must have a N# with an airworthy aircraft, you can sublease the remainder of their lease. Jim Gardner made the suggestion that a new tenant has 90 days to get an airworthy aircraft in the hangar or they must give up the hangar and go back on the Waiting List. George Huddleston agreed and amended his motion that if you don’t have an aircraft then you have 90 days to have an airworthy aircraft in the hangar. Gail seconded the motion and everyone voted in favor. Motion Passed. The Airport Commission discussed Application Fees. The question discussed was if a person on the Waiting List pays $250 is any of it refundable if they call to get off the list due to getting a hangar at another airport? If they decline the hangar and want to be removed from our list, administrative fee $50? Motion: D want to make the $250 an administrative fee? Yes, Gail moved that from the $250 application fee, $200 would be refundable if requested by the customer/applicant and there would be a $50 administrative fee. If the applicant declines the hangar, the $250 deposit is forfeited. To get back on the list the applicant must pay another $250 deposit and will go to the bottom of the list. Butch Jones seconded the motion. All voted in favor except George Huddleston. The motion passed. Gail Zlotky moved that the people on the current Waiting List would have to comply with the new Waiting List procedures. George Huddleston seconded the motion. Everyone voted in favor. Chad Gehrke confirmed with David Ives that the new procedure did not need to go before City Council. David Ives agreed that this was an airport administrative decision. The Airport Commission discussed the appropriate time to respond to accepting hangar: Clay Cook made a motion that 10 days would be an appropriate time to respond to either accept or decline available hangar. Butch Jones seconded and everyone voted in favor. Motion passed. The Airport Commission agreed that a current hangar customer will be given the first option to move to from their hangar to a larger or smaller hangar before a person on the Waiting List. Mark Baker asked about storage of items in hangars specifically leased to Commercial Operators. The Airport Commission discussed the use of T-hangars by Commercial Operators. Chad Gehrke reminded the Airport Commission that when the last group of hangars were built there were a large number of hangars without customers. Commercial Operators like Mike Jones and Executive Air ran out of room in their Box Hangars. The Commercial Operators were allowed to rent hangars to store aircraft and aviation equipment and aircraft parts. The Airport Commission discussed how many hangars were strictly used for parts. Mr. Gehrke reported that he believed there were two hangars. The Airport Commission discussed that Box Hangars were given priority to Commercial Operators vs public single aircraft owners. The Airport Commission discussed if a separate Box Hangar Wait List should be maintained. George Huddleston made a motion to keep a list for Box Hangars separate from the Hangar Waiting List proposed at this meeting. Clay Cook seconded the motion and all voted in favor. The Airport Commission Members discussed whether or not Commercial Operators should be treated differently from an aircraft owner and what is the appropriate number of T-hangars a Commercial Operator should be utilizing. David Ives suggested that the Commercial Operators could be treated differently. Mr. Gehrke stated that the problem will exist until additional hangars are built in the case of Mike Jones Aircraft Sales. Mr. Gehrke stated that Mr. Ives and he would come back to the Airport Commission with a plan for dealing with T-hangars rented to Commercial Operators for storage of aircraft parts and equipment and even aircraft storage. 4. REVIEW PROGRESS OF PROJECTS: Chad Gehrke stated that Rollins was working on the runway drainage system. He stated that the Airport had received a quote from Rollins to do a 500’ run North from the southeast corner of the runway and another 1000’ over to the woods in pipe and septic stone wrapped in material and covered in grass of $60-80K to complete this project. He stated that this work will satisfy the State. Mr. Gehrke stated that Staff will coordinate with Rollins as they work in the Runway Overrun Area for safety reasons. He stated that they can close the runway at night maybe some during the day and once they pass this overrun area they will be out of our safety zone and can work while the runway is open. 5. DISCUSS FUEL FARM CONCEPT AND PRIORITY: Steve Waldron asked to skip this item now and move forward to Item 6 6. AIRPORT MANAGER’S REPORT: Chad Gehrke stated that the Airport has about $220,000 of Federal Non Federal Entitlement Funds we need to spend by October 2018. Chad discussed the various options how these funds might be used. He stated that our first option: to renovate the blue hangars (A-D) either with painting or replacing all the metal, electrical upgrades and roof repairs as needed. He said that the second option was the South Ramp Development and finally paving the drive and future are in preparation of the future fuel farm. Mr. Gehrke described the existing plans for the new relocated and renovated fuel farm. He also described one possibility of adding a City automotive fuel and diesel fuel tank farm for the vehicles that are at the Airport, Parks and Recreation and other City vehicles such as Police cars and Fire trucks. Chad Gehrke and Clay Cook agreed that the various fuel farm construction plans and ideas will require a great deal more discussion. The Airport Commission discussed various aspects of the South Ramp Development Project, the Fuel Farm Project, and renovation of the oldest T-hangars. Mr. Gehrke stated that there was $553,000 in Federal funds available but the State was wanting us to use $220,000 by the end of October. Chad asked the Members of the Airport Commission what their recommendation was regarding the T Hangar renovation. George Huddleston suggested painting all of those hangars and repairing the roofs as needed. He recommended that the Airport Commission look at the cost and make a decision once estimates are in hand. Terminal Progress: Mr. Gehrke stated that Darren Duckworth with ATKINS was taking everyone’s comments from the Plans Review Staff comments and implementing them into the final design for the parking area. Terminal design is going before the City Planning Department for review on 12/20/2017 at 1pm. A) Status of T-Hangar Lease Agreement: Mr. Gehrke stated that some customers were still turning in copies of their aircraft annuals. He stated that six to seven customers had left their hangars for various reasons. A few because of the new Lease Agreement aircraft annual requirement. B) Review status of other projects: Chad Gehrke stated that ATKINS has the Taxiway F Development Planning contract and a State Grant was in place. C) TDK Hangar Construction Status Mr. Gehrke described that the TDK Hangar is still dealing with an issue regarding the appropriate fire suppression system given the size of the hangar, the height of the door, and the interior of the hangar bay with exposed metal beams. He stated that it still yet to be determined if a water based suppression system is required or a foam system is. D) Tennessee Aeronautics Capital Improvement Plan Mr. Gehrke stated that the State Capital Improvement Plan is in place which includes the Terminal, South Ramp and Taxiway F Development, following the Airport Master Plan including continued pavement maintenance. He also discussed the sale of the property on Memorial and Airport Rd. 7. CONSIDER ANY OTHER BUSINESS TO COME BEFORE THE AIRPORT COMMISSION: There was no other business to come before the Airport Commission. 8. CONSIDER NEXT DATE FOR AIRPORT COMMISSION MEETING: The Airport Commission agreed to meet Monday, January 23, 2018 at 4:30pm. 10. ADJOURNMENT: Gail Zlotsky moved to adjourn and Butch Jones second. All voted in favor.
