4. Consider approval of ALP scope items
The following are the items discussed to be included in the scope of the ALP drawings and or
Narrative and any other supplemental information:
Landside:
• Straighten access road to run parallel with Walmart property line.
• Build new access road extension from existing McKnight Park access road to new
McKnight Park entry road behind Chick-fil-A, Panda Express, etc. to ensure that Airport, its
customers, and emergency response has access to all facilities from one end of the airport
to the other.
• Build maintenance facility for all Airport equipment, tractors, barricades etc.
• Once existing fuel farm is removed create an outdoor area for people to sit, eat, and watch
aircraft. Include possible playground equipment and bike stands.
• Show places where future auto charging stations will be located.
• Show on ALP the sale of the property at Memorial Blvd and Airport Road.
• Show on the ALP the 5 acres that was transferred from McKnight Park to Airport.
• Ensure that there is adequate auto parking at various locations around the airport for
existing and future use. May need to identify auto charging stations at various locations on
the Airport.
• Further discussion is needed on the future need/use of Hangar 2 if that facility should be
removed with newer facilities located during the expansion of Hangar 3. Site could improve
auto parking needs as well as improve appearance of Terminal, Hangar 3 and provide
additional green space in the Terminal area.
Airside:
• Locate a helipad to create one known area and approach path for helicopters to enter and
depart the pattern.
• Show expansion of main ramp area south of the segmented circle and AWOS. Area south
of Taxiway C may possibly be included in that expansion. Expand area for aircraft tie-
downs, aircraft runup areas, designated helicopter pads and parking, transient aircraft
parking (no tie-downs).
• Show expansion of ramp area behind, west side, of Hangar 3.
• With the expansion of the ramp west of Hangar 3 include possible locations of various sized
hangars some with possible offices attached.
• With ramp expansion behind Hangar 3 see if ramp could be expanded north over existing
ditch to include 727 ramp area and field in front of MTSU Sim lab.
• Show phased approach of development of hangars on the Taxiway F development area
including storm water and utilities. Immediate needs: pads for Corporate Box Hangars, pad
for 100 X 100 hangar with offices, and pad and construction now of T-hangars. Show
development of north end of the area working south.
• When drawing and laying out hangars on the north end of the Airport try to straighten out
the layout of the facilities keeping them parallel with the runway even though property lines
are not parallel with the runway.
• With new fuel farm in place show a new south aircraft runup area.
• Show possible areas where additional runway areas can be located especially off of
Taxiway E and F.
• Site location for future Air Traffic Control tower.
• Maintain MTSU leased area for MTSU operations. Consider options for future uses which
may include some form of MTSU operations and options that do not include MTSU in years
8 and forward.
• Continue development of emergency and security access road around interior of airport.
• Show areas for customer automobile parking around existing and future hangar areas
include possible locations for charging stations.
• Extend water line in Taxiway F Development area for fire protection coverage and improved
water flow.
• Show displacement of Runway 36 threshold and then back to its current location in the
ultimate airport layout drawing. (Five years to clear approaches)
• Maintain B2 category airport. (Address what impact that has on the way current
approaches are designed)
• Develop more specific plans to acquire properties not owned by the City that are in the RPZ
on the south end of the airport.
• Show paved overrun on the north end of the runway to assist with displaced threshold.
Outstanding questions:
• Does the Airport Commission want to put an ALP review group together comprised of two
Airport Commission members (one to include Vice Mayor Bill Shacklett), two City staff
members, two airport customers (business and personal), and two members of the
community (non-aviators)? Or would the Airport Commission rather go through the ALP
process themselves and get input from an ALP public review event once the plans are at
the 60-70% complete phase?
5. Consider approval to pursue recommendations from Airport Capacity and Safety
Assessment.
The Quadrex Aviation Airport Capacity and Safety Assessment included several recommendations
most of which the Murfreesboro Airport has done or is in the process of completing. One of the
recommendations included in the Quadrex Aviation Airport Capacity and Safety Assessment was
the pursuit of the Murfreesboro Municipal Airport being included in the Non-fed Air Traffic Control
Tower Program. One of the concerns expressed by the Airport Commission was the cost of the
construction and maintenance of such a facility. Dr. Dave Byers has provided a copy of a recent
study and application that was completed for a tower. The document outlines the expected costs
for the design, construction, and maintenance of such a facility. The document breaks down the
various funding sources. Benson Hadley and various staff at Barge Design Solutions, who also
recently completed the application process and construction of a tower at Biloxi, MS reviewed
those figures and recommended some adjustments to reflect changes in costs today. As a side
note, Dr. Dave Byers was a part of that team with Barge Design Solutions that worked on that
location as well.
Benson stated that the total cost to design and build a tower, depending on the height and utility
costs could be in the $7 million range. With the FAA and State assisting with 95% of the cost the
local share is $350,000.
Maintenance of the facility is a local cost. It is estimated that it would take $50,000 to $55,000 to
maintain the facility. Costs include utilities, maintenance of building systems, ATCT equipment,
janitor and groundskeeping.
The ATCT would provide at least four new federal contract jobs with an estimated payroll of
$400,000. The Controllers salaries and benefits are paid for by the federal government non-fed air
traffic control program.
I recommend that the Airport Commission consider discussing with Barge and possibly Dr. Dave
Byers a Work Authorization to complete the application process to see how the Murfreesboro
Municipal Airport scores. If it scores well, the Airport Commission can decide if it would like to
further pursue entering into this program at this time. Understand that it may take close to five
years before a facility would be built and operational here.
