Beer Permits Payment of Statements Other Business from Staff or City Council Adjourn . . . creating a better quality of life CONSENT AGENDA August 4, 2015 Honorable Mayor and Members of City Council Subject: Letter of Support for Cason Ridge Apartments City Council approval is recommended to authorize Mayor McFarland to sign a letter in support of the Cason Ridge Apartments, a proposed new, affordable, multi-family housing development. Huff Development of Opelika, AL has requested the letter of support for the project to complete their application for a 15-year Payment in Lieu of Tax (PILOT) agreement from the Industrial Development Board of Rutherford County. Background In the City of Murfreesboro’s Consolidated Plan, the City identifies the need for affordable housing; particularly identifying affordable multi-family housing as a high priority. This project proposes to develop 112 units of new housing on a currently vacant 10 acres of a larger 52-acre site. The development would provide 13 one-bedroom units, 67 two-bedroom units, and 32 three-bedroom units for family households with household income at 50% and 60% of the area median income. Six of the 112 would be reserved for persons with disabilities, further meeting a need identified in the Consolidated Plan. In the most recent funding cycle, the Cason Ridge Apartments project was one of only three projects in Murfreesboro to be awarded a Low-Income Housing Tax Credit project from the Tennessee Housing Development Agency (THDA). In the project’s application for THDA funding, Huff Development stated that the proposed development “is expected to compete well on the rental market, given the proposed rents, amenities and location” and “is not expected to have a negative impact on the existing and competing multifamily rental housing.” Moreover, the development proposes to provide more or similar amenities for less rent than comparable existing properties in the area. The amenities for the proposed development include attractive landscaping; permanent playground equipment; appropriately sized computer room containing at least 1 computer with free internet access for each 50 total units; a covered mailbox center; and clubhouse with offices for on-site management. All project amenities will meet Americans with Disabilities Act standards for accessibility. Unit amenities will include washer and dryer connections; Energy-Star appliances; ceiling fans; large closets; and patios or balconies. Fiscal Impact The letter of support does not commit any city funds to the project. The proposed development on a currently vacant 10-acre site is expected to generate more local revenue than its current use. The project is eligible, under Tennessee law, for a PILOT for 15-years, it being apportioned to the City of Murfreesboro and Rutherford County using current tax ratios. The PILOT would not produce property taxes lower than the property is presently generating to the City and County governments. . . . creating a better quality of life Recommendation Staff recommends City Council approve and authorize the Mayor to sign a letter supporting the Cason Ridge Apartments in their application for a 15-year PILOT from the Industrial Development Board of Rutherford County. July 14, 2015 To Whom It May Concern: As Chief Executive Officer of the City of Murfreesboro, Rutherford County, Tennessee, I support additional workforce housing to serve the citizens of Rutherford County. Cason Ridge Apartments, to be located on the east side of Cason Lane, Tax Map 114, Parcel 00400, Murfreesboro, TN, would be an addition to the city’s workforce housing, and has my support. The Tennessee Housing Development Agency has selected the project for a Low-Income Housing Tax Credit in the amount of $1,050,340. The project is expected to cost approximately $15,487,689 to build and become fully operational, and will create 112 units of family housing in Murfreesboro, Tennessee, in addition to the economic impact the investment will bring to Murfreesboro and Rutherford County. Under Tennessee law, the development is eligible for a 15-year Payment in Lieu of Taxes, to be apportioned to the city and county using current tax ratios. The PILOT would not produce property taxes lower than the property is presently generating to the city and county governments. Housing Rehab – 1544 Boone Court Background The homeowner at the subject address has applied for and is eligible for assistance through the City’s Housing Rehabilitation Program. Two bids were received and opened on July 28, 2015. Eversole Construction $26,530.00 Stoner Construction $27,550.00 Both bids exceed program limits on maximum expenditures per property. In consideration that the City had previously performed work on this home under provisions of the Emergency Repair Program, along with the homeowner’s and low bidder’s approval, Item #27 HVAC was removed from the scope of work. Removing the item reduced both bids, but has failed to bring either bid under the maximum allowable under program policies and procedures (the low bid still exceeds the limit by $1,220.00). Eversole Construction $19,130.00 Stoner Construction $20,350.00 In the best interest of health and safety, primarily due to the presence of mold in two bathrooms and the absence of working smoke detectors, staff recommends City Council approval to waive the cap and accept the low bid of $19,130.00 from Eversole Construction. Fiscal Impact The FY 2015-2016 Community Development Department budget allocates $175,000.00 in CDBG funds for housing rehab projects. Accepting the low bid of $$19,130.00 would leave a balance of approximately $155,870.00 remaining in uncommitted funds for this line item. Concurrences The homeowner has accepted the low bid and is available to meet with the contractor on August 4, 2015, to sign the contract. Recommendation Staff recommends City Council approve the project and authorize the Mayor to sign the construction contract on behalf of the City. Due to the type of services being solicited, factors in addition to price must be considered as a result a CSP is required. Background Purpose To perform a nationwide search for candidates for the City Attorney position, and obtain a list of candidates interested in the position who possess the qualities, experience and training defined by the City. Scope of Work 1. Purpose The purpose of the City issuing this CSP is to solicit proposals from qualified executive recruitment firms, and to evaluate their methodologies and their overall effectiveness as an executive search. Internal recruitment efforts did not yield as many candidates initially projected. 2. Services Services consists of the selected firm developing a strategy to accomplish the recruitment, including outreach to qualified candidates who might not otherwise express an interest, whether currently employed or not, and to encourage applicants from diverse backgrounds to apply. 3. Coordination The selected firm will work closely with the Mayor and City Council to ensure their objectives, timeframes, and candidate types are consistent with the City’s goals.
