Beer Permits Board & Commission Appointments Payment of Statements Other Business from Staff or City Council Adjourn  . . . creating a better quality of life CONSENT AGENDA February 2, 2017 Honorable Mayor and Members of the City Council: As an item for consideration under the Consent Agenda, it is recommended that the City Council approve the following items: 1. Re-Allocation of Emergency Solutions Grant Funds 2. Emergency Repair Program – 205 Richardson Drive 1. Re-Allocation of Emergency Solutions Grant Funds Background As a result of terminating a Subrecipient Agreement, the City has $27,549.52 available for re-allocating to a nonprofit organization for use in eligible homeless assistance projects. For several years, Doors of Hope has received an ESG allocation from the City to assist with rapid re-housing. This year the organization submitted an application directly to Tennessee Housing Development Agency’s for funding. That application was not successful. Doors of Hope has indicated it would be able to re-institute its rapid re-housing program quickly if the City provided funding and has suggested a funding amount of $24,000.00. Fiscal Impact There would be no fiscal impact to the City since the proposed re-allocation would not affect the overall size of the City’s Emergency Solutions Grant from THDA. Allocating $24,000 to Doors of Hope would leave a balance of $3,549.52 available for re-allocating should a need should arise later in the program year. Recommendation Staff recommends awarding and Emergency Solutions Grant for $24,000.00 to Doors of Hope for the fiscal year ending June 30, 2017, and authorizing the Mayor to sign the Subrecipient Agreement on behalf of the City. 2. Emergency Repair Program – 205 Richardson Drive Background The homeowner at the subject address has applied for and is eligible for assistance through the City’s Emergency Repair Program to have a tree removed. Ordinarily a project of this type would be handled through the Tree Removal Program. Because the Urban Environmental Department identified the tree in question as an imminent threat to the health and safety of both persons and property, staff decided to Community Development 211 Bridge Avenue * P. The income for Emergency Repair Program applicants must be 50% or below the area median income. Following program procedures, the Community Development Department solicited bids on Wednesday, January 18, 2017, to remove the tree and grind the stump. The specifications were emailed to four contractors. One replied by the deadline (3 p.m., Tuesday, January 24, 2017): AJ’s Tree Service, Inc. $3,850.00 Assistant City Manager Jennifer Moody approved the project on January 24, 2017, and authorized the Community Development Department to issue a Notice to Proceed to AJ’s Tree Service Inc. The Notice to Proceed was issued January 25, 2017. Fiscal Impact The Community Development Budget as amended allocates $285,946.04 for housing rehab projects. After deducting the cost of this project from the housing rehab projects line, approximately $158,000 available and uncommitted. Recommendation Assistant City Manager Jennifer Moody approved the project on January 24, 2017. With this letter, staff is notifying the City Council of this project. Sincerely, John Callow Community Development Director 2 . . . creating a better quality of life January 26, 2017 Honorable Mayor and Members of City Council: As an item for the Consent Agenda, it is recommended that City Council approve the donation of a kitchen play set to Wee Care Day Care Center. Background The Parks and Recreation Department no longer needs a wooden kitchen play set and would like to donate the set to Wee Care Day Care Center, which is adjacent to Patterson Community Center. City policy requires that the donation of any item worth more than $100 be approved by City Council. Fiscal Impact There is no fiscal impact to the City. The play set was purchased several years ago for Patterson Community Center and is no longer needed. Concurrences The proposed donation has been reviewed by the Fixed Assets Manager, Vicki Massey, who concurs with our recommendation to donate the play set. Recommendation It is recommended that City Council approve the donation of the wooden kitchen play set to Wee Care Day Care Center. Background The Parks and Recreation Department has proposed the replacement of 8 sets of bleachers at Star*Plex ball fields. The bleachers are available from Dant Clayton Corpo- ration through the National Joint Powers Alliance (NJPA) Contract 100814-DCT. Fiscal Impact The cost of the 8 sets of bleachers including installation is $35,564.56. Funds are avail- able in the 2010 CIP fund. Concurrences Staff concurs that the bleachers are essential to the operation of Star*Plex and need to be replaced as soon as possible. Recommendation Staff recommend the purchase and installation of 6 sets of bleachers per NJPA contract at a cost of $35,564.56. That, from and after the effective date hereof, the area depicted on the attached map shall be zoned and approved as Planned Commercial Development (PCD) District, as indicated thereon, and shall be subject to all the terms and provisions of said Ordinance applicable to such districts.
