City Council

April 16, 2020 The City Council of the City of Murfreesboro, Rutherford County, Tennessee, consistent with the Governor’s order and the Declaration of Emergency with the City, members of the City Council are all participating by electronic means as has been determined necessary to protect public health, safety, and welfare in light of the coronavirus pandemic at 6:00 p.m. on Thursday, April 16, 2020, with Mayor Shane McFarland present and presiding and with the following Council Members present and in attendance, to wit: Madelyn Scales Harris Rick LaLance Ronnie Martin Bill Shacklett Eddie Smotherman Kirt Wade The following representatives of the City were also present: Craig Tindall, City Manager Adam Tucker, City Attorney Melissa Wright, City Recorder/ Finance Director Darren Gore, Assistant City Manager/ Utility Enterprise Erin Tucker, Budget Director Pam Russell, Human Resources Director Chad Gehrke, Airport Manager Mr. Martin commenced the meeting with a prayer followed by the Pledge of Allegiance. Mayor McFarland proclaimed that, in the City of Murfreesboro, April 18, 2020 would be known as “National Lineman Appreciation Day”. The following letter from the City Manager was presented to the Council: (Insert letter dated April 16, 2020 here with regards to extension of Emergency Pay Policy.) Mr. Craig Tindall, City Manager, presented the request to extend the Emergency Pay Policy for an additional twenty days to provide for the continuation of employee pay for a limited time under a declared emergency. Mr. Shacklett made a motion to extend the Emergency Pay Policy for an additional twenty days. Mr. Wade seconded the motion and all members of the Council voted “Aye”. The following letter from the City Manager was presented to the Council: (Insert letter dated April 16, 2020 here with regards to refinancing of City General Obligation & Water Resources Variable Rate Debt.) The following RESOLUTION 20-R-08 was read to the Council and offered for adoption upon motion made by Mr. Shacklett, seconded by Mr. Smotherman. Upon roll call said resolution was adopted by the following vote: Aye: Madelyn Scales-Harris Rick LaLance Ronnie Martin Bill Shacklett  April 16, 2020 Page 2 Eddie Smotherman Kirt Wade Shane McFarland Nay: None (Insert RESOLUTION 20-R-08 here authorizing the issuance of General Obligation Refunding Bonds of the City in the aggregate principal amount of not to exceed $46,300,000.) The following letter from the Airport Manager was presented to the Council: (Insert letter dated April 16, 2020 here with regards to MTSU Temporary Parking Transient Use Agreement.) Mr. Chad Gehrke, Airport Manager, presented the request from the Airport to approve the Transient Use Agreement with MTSU to provide temporary auto parking at their Airport Campus for a five-year term with rent of $10,036 a year. Mr. Shacklett made a motion to approve the Transient Use Agreement. Vice-Mayor Scales Harris seconded the motion and all members of the Council voted “Aye”. The following letter from the City Recorder/Finance Director was presented to the Council: (Insert letter dated April 16, 2020 here with regards to Beer Permit Application for Chipotle Mexican Grill #3442 at 2113 Memorial Boulevard, Suite A.) Mr. Martin made a motion to approve the Beer Permit for Chipotle Mexican Grill #3442, 2113 Memorial Boulevard, Suite A (New Location). Mr. Wade seconded the motion and all members of the Council voted “Aye”. The City Recorder/Finance Director announced that there were not any Board or Commission appointments nor any statements to be considered.
