The City Council of the City of Murfreesboro, Rutherford County, Tennessee, met in special
session for a joint meeting_with Planning Commission in the Business Center of the Murfreesboro
Airport, 11 :50 a.m. Thursday, June 13, 2024, following the City Council Workshop Session.

Planning Commission. Chair Kathy Jones called the meeting to order for the Planning
Commission and determined a quorum was present.
Discussion
Mayor McFarland identified the purpose of the meeting was to discuss recent construction
projects in and near the City Core Overlay (CCO) District, the CCO zoning regulations, and the City's
vision for the CCO.
Planning Director Ben Newman stated that the purpose for the meeting was to review and
discuss the City Core Overlay (CCO) and downtown area to address policy direction and
development standards on housing developments or other development types. Mr. Newman stated
Planning Staff would like Council input regarding the possible need to modify development standards
regarding density, setbacks, building height, parking, site layout, lot coverage, buffers, and amenities
within specific City Core Overlay district. The feedback from this meeting will be used to create a
unified vision for the CCO for both the City Council and Planning Commission.
Principal Planner Holly Smyth was acknowledged by City Council and Planning Commission
and provided a PowerPoint presentation on project overviews for four different developments in the
CCO which had been approved and completed.
Planner Joel Aguilera then began a question-and-answer dialog with City Council and
Planning Council requesting feedback from members on the vision for the CCO.
Planning Director Ben Newman explained the next steps would include a multi-layered
approach, including:
• Updating zoning regulations to reflect updated vision;
• Identify development intensity areas; and
• Further workshops with developers.

City Council. There being no further business, Mayor McFarland adjourned the special
meeting for the City Council at 1:50 p.m.

Summary
Review City Core Overlay (CCO) development characteristics, including density,
building height, parking, site layout, buffers, setbacks, lot coverage and amenities, and
determine what standards, policies and guidelines need to be created or modified to
carry out City Council’s vision.
Background Information
On May 28, 2024, the Planning Commission toured the CCO and downtown to view
newly constructed projects and discuss development characteristics. Planning
Commission’s discussion points have been collected and incorporated into each of the
four projects.
Council will provide feedback to the Planning Commission on their mobile workshop
assessment regarding setbacks, building height, density, parking and open space on
projects in and near CCO for the purpose of establishing new standards or amending
existing standards, policies and guidelines.
The Council’s long-term goal is to facilitate the creation of clear and concise standards,
policies and guidelines specific to the criteria identified above for application to future
projects reviewed by the Planning Commission within the CCO.

This workshop will develop long-range planning criteria and standards to address,
properly zoned land for economic development opportunities while maintaining the
community as a desirable place to live and invest.

(Mixed Use). Along South Maney Avenue, there are various commercial uses, with some older homes
