Adjourn City of Murfreesboro Historic Zoning Commission Staff Comments Special Meeting August 6, 2013 Election of Officers for 2013/2014 According to the Historic Zoning Commission Rules of Procedure terms for officers shall end on June 30 of each year. There was no regularly scheduled meeting for the month of July this year so the election of officers shall take place at the next meeting. This called meeting was advertised with the public notice that included the election of officers. City of Murfreesboro Historic Zoning Commission Staff Comments Special Meeting August 6, 2013 • 701 East Main Street, Central Magnet School, Rutherford County Board of Education – Requesting to construct soccer field shelters on the school campus This property is located on the Central Magnet School Campus with the shelters being proposed for an area on the east side of the soccer field behind the main building. The Central Magnet School Campus is not located in the East Main Street Historic District of the National Register of Historic Places but is located in the City’s East Main Street Historic District. Central Magnet School has been approached by parents of students and soccer players to construct two (2) shelters for the soccer field. Each shelter will be 40 feet in length by 8 feet in width. All materials and labor are being donated for the project. Hunter Sartain who is a senior at the school is also working for an Eagle Scout merit badge is overseeing the project. The shelters will be constructed with wood framing and T-111 as an exterior covering half way up the sides. Metal roofing will be used cover the shelters. Please see the agenda materials for drawings, photographs and materials that will be used for the shelters. According to the Design Guidelines, as accessory structures these shelters should be visually compatible with the environment to which they are related. Central Magnet School has many accessory structures on its campus with a variety of styles of architecture. These shelters are typical of what can be seen on school campuses throughout the school system. Additional drawings and/or photographs will be available at the meeting for your review. Hunter Sartain and the contractor will be in attendance at the meeting to answer any questions the Commission may have regarding the project. Location Map HISTORIC ZONING COMMISSION Regular Meeting June 18, 2013 MEMBERS PRESENT: ABSENT: Paul Cross, Vice Chair Deborah Belcher Gib Backlund Rick Cantrell Kirt Wade David Becker Jim Thompson Linda Anderson Marimae White STAFF PRESENT: Robert Lewis, Planner David Ives, Assistant City Attorney Brenda Davis, Recording Assistant Vice Chair Cross called the meeting to order at 3:30 p.m. and confirmed a quorum was present. Vice Chair Cross asked if there were any additions or corrections to the May 21, 2013 minutes of the Regular Historic Zoning Commission meeting. Mr. Backlund made a motion to approve the minutes as submitted. The motion was seconded by Mr. Wade and carried unanimously in favor. New Business 13-H-009 – 602 East Main Street, Nena and Eric Egli – Requesting to (1) repair and replace damaged porch materials; (2) replace vinyl siding with cement fiber board in the style that was found underneath; (3) replace windows on the north, west, and south sides of the house; and (4) paint house when project is complete. Mr. Lewis reviewed the application and staff comments contained in the Historic Zoning Commission agenda package. The applicants are present to answer any questions. Mr. Lewis passed out some additional information that reflected samples of the fish scale siding. Ms. Egli came to the podium and expressed instead of using the fish board fiberboard, there will be enough of the current, old fish scale intact to save. HZC Minutes June 18, 2013 Mr. Backlund asked if there were any photographs of the original porches. Ms. Egli said no. She said when some of the rotten material was taken down; you could see the slope of the fish scale on the trim so they are planning to follow that contour. Mr. Backlund asked if the roofline looked sloped after taking off the gabled pieces. Ms. Egli said the porch on the Main Street and University side is sloped and will be maintained sloped. She said the other porch roof looks flat. Mr. Thompson asked to review the photographs again. Mr. Lewis showed the east porch and said it was found to be damaged with water. He pointed out in the picture it is a slight gable pitch roof and not very steep. Mr. Lewis said the front porch faces East Main Street. He showed the sides of the house with the kitchen windows stating the applicants want to replace the double window with a larger window. Ms. Egli said the larger window would be consistent with the other windows on around the house. Mr. Lewis returned to the eastern porch showing where it gables down toward the house. He showed the southeast side of the porch that shows water damage from repairs made nine years ago. Mr. Lewis showed the front porch and some of the damage. This roofline is a gable roof. Ms. Egli said the front porch has some structural damage that needs to be repaired. Mr. Thompson suggested going through each item step-by-step and started with the east porch asking the type of roof and pitch of the roof. Ms. Egli said the roof would have a slight pitch for drainage. She said the roof would be a membrane-type roof. Mr. Thompson asked if the roof would be self-adhered or ballasted. Ms. Egli thinks the roof will be self-adhered and will be sealed with a coating that has texture to avoid a slippery surface. Mr. Thompson asked if some kind of insulation would be used to get the quarter-inch per foot for the membrane so that it pitches to the gutter. 2 HZC Minutes June 18, 2013 Ms. Egli said the roofing company has worked out how they would get the pitch. Mr. Thompson referred to the west porch (front porch) and asked what changes would be made. Ms. Egli said they would rebuild parts of the porch that have rotted but the appearance would not change. She said they were planning to install the same membrane on that roof because the slope of the roof, as it is now, does not conform to shingle manufacturer’s requirements for a guarantee. Mr. Thompson said to get the warranty is a crucial thing and that is one reason he wanted to talk about the roofs. He asked what color the roof would be. Ms. Egli said it comes in several colors and they are going to match the upper shingles as best they can in a grey / brown tone. Mr. Backlund referred to the east gable and asked if that was a room. Ms. Egli said the frat house enclosed the room and made it a TV room. Mr. Backlund asked when the photo was taken that was included in the HZC package. Ms. Egli said she didn’t know exactly but sometime in the early 70’s. Vice-Chair Cross asked Mr. Thompson what he thought the original roofing material was. Mr. Thompson said he thought the east porch was probably a metal roof. He said that is why he asked what type of roof she was planning to install. Mr. Thompson said his concern is the visibility of the roof. Ms. Egli agreed the visibility is also a concern of hers. Mr. Thompson said he has seen where they have put rolled asphalt roofing but he doesn’t know about the warranty. He thinks asphalt shingles have to have a 4 and 12 pitch to get a warranty. The EPM can get as flat as ¼ -inch or flatter, but his concern is the visibility. If mopping it and have some sort of texture, it will be come more monolithic. If it were self-adhered EPM, you are going to see every piece, little spots every so many feet that you nail it or screw it into the decking. Putting a mop-applied finish to the top will make it more monolithic and you won’t really see that. Ms. Egli said it is not suppose to be visible or have a shiny surface. She doesn’t think it will be very visible on the east side. 3 HZC Minutes June 18, 2013 Mr. Thompson said from looking at the photos, the existing roof looks to be stained or mildewed and will need to be replaced in the near future. Ms. Egli said that particular photo was taken before the more recent roof. The current roof is nine years old. Vice Chair Cross asked if the pitch of the roof would change from the pitch they are seeing today. Ms. Egli said the west side would be the same as it is now. Mr. Thompson understands the only porch that will be made flat is the east porch. Ms. Egli said most of the roof is flat; the front section has the gable and where the gable goes back all of that water has just poured into the corner of the structure. Mr. Backlund asked if it was in the corner, right above the door. Ms. Egli said yes. She said there is an old metal roof that covered up shingle roof and asphalt. Mr. Thompson said Ms. Egli just confirmed there was an old metal roof there at one time. Vice Chair Cross has a concern on how well Ms. Egli will like this. He is guessing it was a standing seam roof. He said from an aesthetic point of view, a standing seam roof would make her happier than some kind of laid down roof. Vice Chair Cross said if he were seeing it in this photograph, he would be able to see it again. He said he could not imagine anyway putting a flexible, sheet roof on the porch and being happy with the way it looks. Ms. Egli said she thinks she will be happy with the way it looks. Vice Chair Cross asked Ms. Egli if she has ever seen one. Ms. Egli said no but she has gone to the sites and looked at the materials. She said she also looked at a metal roof as an alternative and she is leaning toward the membrane roof for the fire rating, the warranty, performance and breath ability. She said there are some qualities the membrane roof has that appeal to her. Vice Chair Cross asked how the membrane would be attached where the roof meets the body of the house. Ms. Egli does not have the specifications. 4 HZC Minutes June 18, 2013 Mr. Thompson said it would probably have a termination bar that will turn up 8 inches and have a shiny, metal strip that they screw it in unless you put the siding over it. Ms. Egli said they are planning to bring it up the sides so the new siding could go on top of it and have a water impervious siding with a water impervious membrane. Mr. Thompson said he would rather see the standing seam metal roof but the mopped roof of a similar color would work. Ms. Egli said she is not going to pick something for the house that is totally congruent so she is keeping with the appearance of the house. Mr. Thompson made a motion to approve taking down the east porch roof to a near flat, sloped roof with an applied membrane to where it will not be visible. The motion was seconded by Mr. Wade. The vote was 4 for the motion and 1 against the motion (Vice Chair Cross). Mr. Thompson said there needs to be a motion on the west porch. Ms. White verified the Commission just approved the motion on the east porch for the material the applicants were proposing. Mr. Thompson said yes, the roof will be flat and will not be visible from the right-of-way. Ms. White asked if the west porch has approximately the same slope. Mr. Thompson said the west porch would have a substantially steeper slope. Ms. Egli said she had to cross the street and stand on her neighbor’s sidewalk to see it well. She said she didn’t think driving by could see it. Mr. Thompson was proposing that the east post could go to being low slope or near flat roof because it would be flatter than the side west and north porch roof and you would not see it. This porch is going to be visible. Ms. Egli said it is not very visible for her when looking at the picture. Vice Chair Cross asked if there would be shingles on the pediment part of it. Ms. Egli said no because that is where one of her big water problems is. Mr. Thompson asked if the gable at the entrance would have shingles. 5 HZC Minutes June 18, 2013 Ms. Egli said no. Mr. Thompson asked what she would have there. Ms. Egli said the membrane roof. Mr. Backlund asked what the surface is now. Ms. Egli said the surface now is asphalt shingles. Mr. Thompson understands she can’t go back with asphalt shingles because they will not be able to get the warranty on it because it is too flat. Ms. Egli said those should not have been shingled. Vice Chair Cross said putting a membrane roof on that segment of the porch is a mistake. It would have had a standing seam metal roof, which is standard in a situation where you have a house like this where the porch around the front of it is put to where it has a slope. He said that would have been the only thing they would have had access to. That would have worked when the house was built. Vice Chair Cross told Ms. Egli she is doing a wonderful thing in restoring the house and taking all the vinyl off of it and putting the shingle-look back the original. The fact the applicant is thinking of covering existing shingle siding is tremendous. From his point of view he does not think it will look correct and you will see it. Most likely the surface, maintaining a consistent color on an EPM surface is virtually impossible. Ms. Egli asked if there was anyway, short of waiting for the next meeting next month, she could find out what the options were for finishing that. Mr. Thompson made a motion to approve a standing seam metal with a sample of the metal roof to be submitted to the Commission before the next meeting before final approval. Ms. Egli said she could not move forward with anything until she gets a roof on her house. Mr. Thompson said that is why he is making a motion for a metal roof so approval can be granted before the next month’s meeting. The sample could be submitted to Mr. Lewis to schedule a special meeting. Mr. Ives said unless staff can approve, a special meeting would need to be called. Mr. Thompson said his concern about the metal roof is that some people could interrupt it to be 5V metal roof, which is what he calls barn roofing. He said many metal roofs that are out there that claim to be standing seam metal roofs and they are as unattractive as they can possibly be. 6 HZC Minutes June 18, 2013 He said the metal roof would be visible enough to the point that doing the right material would be best. Mr. Thompson repeated the motion again as follows: Mr. Thompson made a motion to approve a metal roof with final approval in a “called meeting” to see what the materials themselves are going to be. Without seeing it, it is hard to approve the exact material unless the Commission wants to defer this until we have a “called meeting” then approach it then. Mr. Ives said it would make sense for the applicant to get some samples. He suggested Ms. Egli give the samples to Mr. Lewis who would then schedule a special meeting. Vice Chair Cross asked how much notice needs to be given for a special meeting. Mr. Ives said reasonable notice. He asked Ms. Egli when she might have the sample materials. Ms. Egli said she would look for them the next day. Mr. Lewis said a three-day notice needs to be given if we need to advertise for a special meeting. Mr. Ives said a three-day notice is what has been done in the past. He asked if a date and time could be set now so this meeting can be continued until the next scheduled date. Vice Chair Cross asked if there would be any objection to Mr. Lewis approving the standing seam metal roof. Mr. Lewis said he could take a look at the sample. Mr. Thompson amended his motion to approve a standing seam metal roof with administrative review of the final product. Vice Chair Cross if everybody understood the motion. Ms. White asked Ms. Egli how she feels about prospect of a standing seam metal roof. Ms. Egli said she had considered a standing seam metal roof. She said she would need to go out and look as standing seam metal roofs make her think of barns. Ms. Egli said she likes the look of shingles, but shingles are not an option. Either approach is not what she had in her mind when she started. Ms. White asked Mr. Thompson if the standing seam metal roof is the right direction. Mr. Thompson said yes, it warrants having the appropriate material because of the visibility of the roof. The appropriate material would be a standing seam metal roof. 7 HZC Minutes June 18, 2013 Ms. Egli was in favor of the standing seam metal roof if she can be convinced it would be installed and not leak. Mr. Thompson said if it were installed properly, there would not be a problem. Vice Chair Cross said anything other than a standing seam metal roof would change color over the next year and not look the same. He said any other type of material would be a distraction to this restoration. Mr. Lewis verified the two areas in discussion are the gable to the front porch and the side porch on the west side. Mr. Thompson and Vice Chair Cross said yes. Vice Chair Cross asked for a second to the motion. The motion was seconded by Mr. Backlund and carried unanimously in favor. Mr. Thompson referred to the siding of the house and asked if Ms. Egli plans to remove all the vinyl / metal covering around the entire house. Ms. Egli said yes and they will probably go section by section in progression because they don’t know what is under the existing siding. Mr. Thompson asked if she plans to leave the original fish scale. Ms. Egli said yes. Mr. Thompson asked what she would do to the damaged fish scale. Ms. Egli said they would replace damaged fish scale. Mr. Thompson asked if the fish scale were true rounded edge or dog-eared. Ms. Egli said the fish scale is dog-eared. She is interested in repairing the house in a cost- efficient manner. Mr. Thompson verified with Ms. Egli that she intends to remove all the siding, expose what is there, remove all the normal clapboards and trim then go back with cement board. Ms. Egli said yes. 8 HZC Minutes June 18, 2013 Mr. Thompson asked if the clapboards would have the same exposure. Ms. Egli said yes. Mr. Thompson verified that Ms. Egli plans to keep the dog-eared pieces but if there are not enough, she plans to go back to fish scale. Ms. Egli agreed. Mr. Thompson asked if she would like to go back with siding clapboards instead of a rounded fish scale. Ms. Egli said she would not want to put a rounded next to the dog-eared fish scale. Mr. Thompson asked if the finish would be textured or smooth. Ms. Egli said she would like a smooth surface but the cement board was only available in the textured. She said she felt fine with that being the contrast element but hoped that wouldn’t be an issue. Ms. Egli added the lap siding and trim would be smooth. Mr. Lewis asked if there would be two types of fish scale siding. Ms. Egli and Mr. Thompson both answered no. Mr. Thompson made a motion to remove all of the trim and siding (vinyl and/or metal) including the eaves. Replace with smooth face clapboards of the same exposure or weather. Reuse the existing wood, dog-eared shingles band course between the first and second floor. Because there are deteriorated sections, take existing shingles from a less important side (possibly the east side). Replace those areas with smooth face clapboards to match the rest of the house. This renovation would affect all four sides of the house. The motion was seconded by Ms. White and carried unanimously in favor. Mr. Thompson asked if gutters and downspouts would be added. Ms. Egli said the gutters are going in now. Mr. Thompson asked if the style would be changing. Ms. Egli said the new gutters are larger. Mr. Thompson asked if it were an OG face style gutter with rectangular downspouts. Ms. Egli said yes. 9 HZC Minutes June 18, 2013 Mr. Thompson said that is an administrative approval since she is replacing what is already there. Mr. Thompson referred to the next item, windows. He asked Ms. Egli to review the windows that would be replaced. Ms. Egli said the large window facing Main Street does not have the original glass so they want to make it the same style, double hung, wood window with more noise dampening. The windows located upstairs facing Main Street and facing University would also be changed for identical size, wood, double-hung windows. She said the downstairs windows facing University all have the old glass in them. Ms. Egli is planning to add exterior wood storm windows to the existing windows that do not need to be replaced and the replacement windows will be Marvin windows. Mr. Thompson referred to two sketches in the agenda package, which show an “M” for replacement with Marvin windows and an “ISW” for interior storm windows. Mr. Thompson verified Ms. Egli is keeping the sash and putting in exterior wood frame for storm windows. Ms. Egli said yes. Mr. Thompson verified a wood storm window would be installed over the existing kitchen windows. Ms. Egli said yes. Mr. Thompson verified the rest would be replaced with Marvin windows of the same configuration. Ms. Egli said yes. Mr. Thompson asked if the windows were insulated Marvin windows and verified everything around them would be wood. Ms. Egli said yes. She said when previous renovations were done inside the house there were closets that were built in around where the weight system is located, so they can’t access the windows to rehab them. Now they cannot raise and lower the windows. Those windows are located on the University Street side of the house that gets the most noise. By using those windows upstairs they would have 1) the look; 2) noise reduction; and 3) be able to use them. Mr. Thompson talked about the rehab of the kitchen window. He was concerned with the changes being proposed, as the window is currently located over a sink area. 10 HZC Minutes June 18, 2013 Ms. Egli said they are planning to change the configuration of the kitchen so it is a straight galley so there would be nothing in front of that kitchen window. Mr. Thompson asked if the current window is original. Ms. Egli said no. Mr. Thompson asked if the current window was an original opening. Ms. Egli said she does not know but will find out once the vinyl comes off the walls. Mr. Thompson was concerned with the change in the kitchen windows, as that would change the appearance of the house. Ms. Egli felt like it would make that section of the house look better. They wanted to go with something that looked traditional instead of trying to recreate a replacement window. Vice Chair Cross asked if the siding were removed and you discovered there was a window there, would you install what the evidence showed was there originally. Ms. Egli said yes unless it ends up going behind kitchen cabinets. Mr. Thompson said if they don’t find any evidence that a window was originally there would it be appropriate to enlarge the window that is there now. Vice Chair Cross said he would be amazed if the applicant found that window to be original to the house. Mr. Thompson said he does not have any concern about this window being larger. He just wanted the Commission to see the change. Vice Chair Cross said he does not have any concern with what the applicant has proposed to do with that window. Mr. Backlund made a motion to approve the replacements of the windows as described in the proposal. The motion was seconded by Mr. Wade and carried unanimously in favor. Mr. Thompson encouraged Ms. Egli to find the best windows that would last a long time. Vice-Chair Cross verified the Commission would not review the consolidation of the weather heads. Mr. Lewis said that would be Building and Codes issue. 11 HZC Minutes June 18, 2013 Mr. Thompson thanked the Ms. Egli for restoring the house, stating it is a beautiful house. Vice Chair Cross expressed appreciation for how they are applying themselves to this project. It is a huge shot in the arm to see what they are doing in the District. Staff Reports and Other Business Mr. Lewis said the election of officers would take place at next month’s meeting. The election of officers should have taken place at today’s meeting but he failed to send a 30-day notice, as required. Mr. Lewis said the election of the officers would take place at the beginning of the meeting next month. Mr. Thompson asked if a nominating committee needed to be established. Mr. Ives said the Commission did not have a nominating committee last year as they had nominations from the floor and voted. Mr. Thompson made a motion to adjourn.
