Requesting to remove the existing balcony on top of the sunroom to
restore the sunroom to the original condition and replace the balcony
doors with windows. Second request is to replace the concrete
sidewalk with a stamped concrete sidewalk.

III. New Business:
H-17-001 – 116 N. Bilbro Ave, Melissa and Ted Cassidy - Requesting to demolish existing
carport/garage and construct a new garage and carport in its place.
This property is located at 116 North Bilbro Avenue on the east side of North Bilbro Avenue
across from Central Magnet School. The house was constructed circa 1952 and is not a
contributing structure in the East Main Street Historic District of the National Register of
Historic Places.
The property currently has an existing carport in which the applicants would like to demolish and
construct a new garage with a carport in the existing location. The structure will have brick on
the front and fiber cement siding (hardi-board) on the other three sides. Photographs of the
current carport have been submitted as well as building elevations for the proposed garage and
carport. Photographs of the neighboring houses on both sides of the subject property have also
been submitted for the Commission’s review.
The applicants will be in attendance at the meeting in order to answer any questions the
Commission may have regarding the request.

Please be advised that at a regular meeting held on December 19, 2016, the Murfreesboro
Board of Zoning Appeals voted to approve a five (5) foot Variance from Section
25(E)(1)(a) of the Murfreesboro Zoning Ordinance, which requires that accessory
structures on interior lots in residential districts be located a minimum of five (5) feet
from side and rear property lines, for property in the Single-Family Residential (RS-10)
district located at 116 North Bilbro Avenue.

III. New Business:
H-17-002 – 205 N. University Street, Dan and Pam JoaQuin – Requesting to remove the
existing balcony on top of the sunroom to restore to the original condition and replace the
balcony doors with windows. Second request is to replace the concrete sidewalk with a
stamped concrete sidewalk.
This property is located at 205 North University Street on the west side of North University
Street across from Central Magnet School. The house was constructed in 1940 in the Colonial
Revival and gabled roof style of architecture and is not a contributing structure in the East Main
Street Historic District of the National Register of Historic Places.
The property owners would like to remove the existing balcony on top of the sunroom and
restore it to the original condition. The applicants would also be replacing the existing balcony
doors with windows that will match the other windows on the home. The materials used for the
windows will be wood to match the other existing windows on the home.
The second request by the property owners is to replace the existing concrete sidewalk with
stamped concrete. The applicant will provide samples for this proposal during the meeting.
Photographs of the current condition of the balcony have been submitted as well as pictures of
the house with the original sunroom prior to the balcony being added. Photographs of the
neighboring houses on both sides of the subject property have also been submitted for the
Commission’s review.
The applicants will be in attendance at the meeting in order to answer any questions the
Commission may have regarding the request.

Chairman Backlund called the meeting to order at 3:30 p.m.
Mr. Backlund referred to the minutes from the special meeting held on February 23, 2016 stating
the word “Pewter” should be removed and replaced with “Tudor” on the 3rd page, 3rd paragraph
in the description of the house.
Mr. Becker made a motion to approve the minutes from the special meeting on February
23, 2016 with the above correction. The motion was seconded by Ms. Anderson and
carried unanimously in favor.
New Business:
H-16-001 – 117 North University Street, Dr. Ronald and Laura Nelson – Requesting to
construct a front porch, rear porch and garage addition to their newly acquired property
fronting on East College Street.
Mr. Lewis reviewed the application and the Staff comments contained in the HZC agenda
package. Dr. Ronald and Laura Nelson were present to answer questions.
Mr. Becker verified the materials would be wood and brick.
Dr. Ronald and Laura Nelson came to the podium and said yes.

Ms. Anderson asked why the two lower windows on the proposed garage addition have the arch
detail above them.
Mr. Thompson was the design architect for this project and said the windows were designed to
try and relieve the plainness of the façade because it would be like the pool house front. He said
it is a slight detail in the brick work as it will be painted and not a change in the material.
Chairman Backlund asked what years the two structures were built.
Ms. Nelson said the residence was built in 1911 and Dr. Nelson said the pool house was built in
1949. He said the pool house was originally built as a duplex and reconfigured to a single-family
home before they purchased it.
Chairman Backlund asked if the residence was a contributing structure on the National Register.
Mr. Lewis said the principal structure is on the National Register and the proposed pool house
was not a contributing structure, at least when the district was created in 1984.
Chairman Backlund asked when the pool house was remodeled.
Dr. Nelson was not certain but thinks the renovations took place between 1995 and 2000.
Chairman Backlund asked if the exterior was changed during that timeframe.
Dr. Nelson said he was not sure what or if anything other than the awning being added was
changed on the outside.
Mr. Becker said originally there were two entrances into the house and thinks the changes took
place sometime around 1999 when he first joined the Historic Zoning Commission.
Chairman Backlund said the reason he asked is because the Commission has dealt with some
other non-contributing structures and thinks it is important to recognize the National Register
District was created some years ago. He said many of the structures were not 50 years old and
when the Commission addresses issues about those structures and the historic district is re-
evaluated, many of the non-contributing structures at the time may become contributing if it
were done today. Chairman Backlund said if the Commission makes drastic changes to them, it
would alter their historic character. He said it is important for the Commission to consider the
possibility that they will re-evaluate structures that are in the District for future eligibility in the
National Register District. Chairman Backlund asked if the additions and changes would affect
the future eligibility of this structure.

Mr. Thompson said he feels it would be a case-by-case basis. He referred to the Ramsey’s house
on Park Circle stating a porch was added to the front and carport to the left side. Mr. Thompson
said that particular house was built in the 1970’s and soon it would be eligible. At this point, Mr.
Thompson said the subject house hasn’t been re-evaluated to meet the criteria since it is still
considered a non-contributing structure. He was not sure if these changes would de-list the
structure in the future.
Chairman Backlund said one of the reasons there is a Historic District is to help retain the
character of a historic place. He said a lot of characteristics go into what makes something
historic and historic districts add to property values. Chairman Backlund said it is worth
considering the changes approved today to ensure they retain historic character.
Ms. Nelson said the front porch will make the home be more in character with the neighborhood.
She said all the other homes on that street have front porches.
Chairman Backlund agreed the front porch would look better than the canopy.
Chairman Backlund asked if the columns were square or round.
Dr. Nelson said the columns would be square.
Chairman Backlund asked what type of material would be used on the windows.
Dr. Nelson said the windows would be clad wood.
Mr. Thompson asked if the windows are metal clad or vinyl clad.
Dr. Nelson said the windows would be pre-finished aluminum clad windows.
Chairman Backlund was interested in the exterior of the cladding, not the interior.
Ms. Anderson verified wood windows are currently in the house.
Dr. Nelson said yes.
Chairman Backlund asked if the Commission should approve clad windows in the Historic
District.
Mr. Thompson said he thinks the Commission had approved clad windows in the past.
Chairman Backlund said clad windows have been mistakenly approved in the past.

Mr. Thompson gave an example of a detached garage on East Main Street that was approved
with metal clad windows. He said they viewed it differently because it was a new structure and
not attached to the old structure.
Mr. Lewis asked if all the windows would be the same material at the end of the project.
Mr. Thompson said the existing windows will remain as they are and the new windows on the
garage addition will be changed.
Mr. Becker made a motion to approve the request to construct a front porch, rear porch
and garage addition to newly acquired property fronting on East College Street. The
motion was seconded by Mr. Wade.
Mr. Thompson recused himself from voting as he was involved in the architectural portion of
this project.
The motion carried unanimously in favor.
Ms. Anderson said the neighbors are glad to have the Nelson’s in the neighborhood.
Staff Reports and Other Business:
Mr. Lewis said Staff sent letters out to all property owners and tenants in the Historic
District. He said there were only a few letters returned to the office which were not
deliverable. Mr. Lewis said he has received a few phone calls thanking him for the
information.
Ms. Anderson complimented Brenda Davis on a job well done. The information was
well received by the residents.
Mr. Lewis announced Chairman Backlund is planning to retire from his job on April 29,
2016, but will still remain on the Historic Zoning Commission.
Chairman Backlund reminded the Commission members of the Preservation Conference
in Nashville scheduled to start on March 24, 2016 at The Inn in the Opryland Gaylord
Hotel.
Mr. Thompson made a motion to adjourn. The motion was seconded by Mr. Wade and
carried unanimously in favor.
