III. New Business:
H-17-006 – 138 Cherry Lane, David and Mary Sevier- Requesting to replace existing
broken wood windows with new wood windows
This property is located on the east side of Cherry Lane, three lots north of East Main Street.
The house is in Murfreesboro’s local Historic District but is not a contributing structure in the
East Main Street Historic District of the National Register of Historic Places.
The applicants have stated that they have several broken windows on the home that they would
like to replace. The material of the windows will be wood or wood composite to match the
existing windows. Below are pictures of the home with up close pictures of the broken windows
and pictures of the neighboring houses on both sides of the subject property for the
Commission’s review. Also included are examples of the proposed windows and the
specifications of the windows to be ordered.
The applicants will be in attendance at the meeting in order to answer any questions the
Commission may have regarding the request.

Chairman Thompson called the meeting to order at 3:30 p.m.
Ms. Anderson made a motion to approve the minutes from the February 21, 2017 meeting
as submitted. The motion was seconded by Ms. Belcher and carried unanimously in favor.
New Business:
H-17-005 – 550 East Main Street, Ken Stone – Requesting to: (1) demolish an existing
detached garage and replacing it with a new detached garage; (2) Add a screened sunroom on the
west side of the home where the existing porch is located; and (3) Remove existing sunroom
windows and replace the space with three windows and wood siding.
Mr. Ornelas reviewed the application and the Staff comments contained in the HZC agenda
package. Mr. Steve James was present to answer questions.
Mr. Steve James of James and Associates Residential Designers came to the podium. He is
representing Ken Stone on a renovation / remodel at 550 East Main Street. Mr. James said there
is an extensive amount of remodeling going on at the same time with the outside changes. He
said the bathroom, closet, and sitting area in the existing sunroom has been changed internally so
that is why a lot of the windows need to be replaced.
Chairman Thompson suggested separating the three requests with discussion and vote on each.

Garage
Chairman Thompson asked Mr. James to describe the changes to the garage.
Mr. James said the existing garage will be torn down as it is in bad shape and about ready to fall-
down. He said they plan to take the existing structure down and build a new garage in its place.
They plan to go with a 2-car garage which will also encompass the drive-thru area of the existing
garage. There will be storage above, no living area just storage and will be accessed by a
stairway. Mr. James said they will match the details of the house with what is existing. He said
there is a drainage problem they plan to address with this renovation.
Chairman Thompson asked Mr. James to describe the materials they are planning to use.
Mr. James said they are matching everything from the house, the cedar shacks, the existing cedar
shakes, the fish scale, the horizontal and vertical wood siding that is original.
Chairman Thompson asked if it would be the same exposure of the clap-boards and everything.
Mr. James said it will be as close as they can possibly get it.
Chairman Thompson referred to the gabled ends and asked what the finish of the large area is
that is not rendered, and asked if it was a stucco-like finish.
Mr. James said he thinks it is horizontal and vertical siding.
Chairman Thompson verified it is not overlapping.
Mr. James said it looks like a b-board and passed around a bigger picture of the area in question.
After looking at the picture, Chairman Thompson determined the area to be painted b-board. He
asked if this would be a wood-material.
Mr. James said yes.
Chairman Thompson said there are no cut-sheets for the windows and doors so he asked Mr.
James to describe the materials.
Mr. James said they are planning to match the garage windows as close as they can to the
original window which will be either a wood window or a composite window. He said they
haven’t selected the windows yet but they will either be a Marvin or Pella-type window.

Chairman Thompson verified it will be a wood window and asked if it would be single or
double-paned.
Mr. James said yes, the window will be wood and probably use a double-pane window.
Chairman Thompson noticed the garage doors themselves will be specified by the owner and
asked what that means.
Mr. James said the garage doors are pretty much a selection process and will try to get something
as close to what they have represented.
Chairman Thompson asked if the garage doors would be made to look like a pair of carriage
doors.
Mr. James said yes.
Chairman Thompson said the HZC normally requires cut-sheets of windows and doors to review
and make sure it’s something they like.
Ms. Anderson asked if the garage doors would be wood.
Mr. James said he would prefer to not use a wood door for the maintenance issue but does plan
to do a wood door.
Chairman Thompson said the doors are not so big since they are single-car garage door and
won’t start to sag like some wooden doors would. He said wood garage doors would be
preferred.
Chairman Thompson asked is the trellis-like design over the garage door is made of wood.
Mr. James said yes.
Vice-Chair Becker made a motion to approve the demolition of the existing garage and
replacing it with a new detached garage as submitted. The motion was seconded by Ms.
Garland.
Mr. Backlund commented the type of garage doors has not been determined yet.
Chairman Thompson suggested the applicant submit cut-sheets of the doors and windows to Mr.
Ornelas for final approval.

Mr. Ornelas said the applicant told him the garage doors will look like the submitted rendering
but hasn’t decided on the color yet.
Chairman Thompson said the color would not need approval from the HZC.
Chairman Thompson asked if the south elevation would have a fence in front of it.
Mr. James said that is the rear of the property so they didn’t show any detail back there.
Chairman Thompson asked again if there is a fence immediately next to it.
Mr. James said yes, there is a fence.
Chairman Thompson said the fence basically hides that side of the house.
Vice-Chair Becker amended his motion to include the following condition of approval:
1) The applicant will submit cut-sheets for the doors and windows of the garage to Mr.
Ornelas for distribution to the Historic Zoning Commission for final approval.
The motion carried unanimously in favor.
Mr. James said the applicant will make a choice as soon as he gets back in town.
Screened Porch
Mr. James said the screened porch was changed two days prior to the submittal date by
increasing the size. He said there is an existing pergola that will be removed along with the deck
and the new floor system will be rebuilt. He said there will be brick around the bottom and
screened area around the side. He mentioned it is a screened area and not a sunroom which was
stated earlier. Mr. James said an existing window on the house will be turned into a door.
Chairman Thompson complemented the use of pierced-brick foundation.
Mr. James said this matches exactly what is on the front of the house.
Chairman Thompson asked if there was a half-round column baluster on each end of the
screened porch west elevation.
Mr. James said yes stating they have used that before on other renovations done on Main Street.
Chairman Thompson asked if it were only used on that elevation, verifying it is not a 3-quarter
column but a half column.

Mr. James agreed.
Chairman Thompson asked if they considered every other space would be a half-round column
instead of just the ends.
Mr. James said no, not really, as costs were involved.
Chairman Thompson thought it would break up that area and look more like the front porch.
Chairman Thompson asked if a silhouette baluster was being used, a flat board cut to look like a
baluster and they are just butted side-by-side-by-side.
Mr. James said yes.
Ms. Anderson asked about a railing-looking depiction located on the outside of the screened-in
porch on the west elevation.
Mr. James said it is the railing at the lower portion of the porch on the outside.
Ms. Anderson said she did not understand what it is.
Mr. James said it is similar to the photograph beside the picture that shows the railing and
screens behind it.
Ms. Anderson said she understood.
Chairman Thompson said the rendering showed an external frame in the silhouette baluster and
the boards are on the inside face and not the outside face. He asked if that was the case.
Mr. James said they are on the outside.
Chairman Thompson asked if the silhouette balusters were on the outside.
Mr. James said yes.
Chairman Thompson asked what type of insect screening would be used.
Mr. James said fiberglass. He said they have used metal screen on other Main Street projects
and had terrible results. He said the metal screen is difficult to stretch and it is very wavy
looking. Mr. James said he would like to use fiberglass as it will stretch and comes in various
colors.

Chairman Thompson said the fiberglass screen seems to rip easily.
Mr. James said from talking with Builders, they all prefer the fiberglass screen because they
can’t stretch the steel.
Chairman Thompson asked what color would be used.
Mr. James said they will get as close to the color as what they can match, probably a gray or
black. He passed around some photographs of other projects where metal screening was used.
Chairman Thompson verified the porch is 4-foot longer and about the same depth.
Mr. James said yes.
Chairman Thompson verified they are converting a window into a door and asked what that door
will look like.
Mr. James said they are trying to find a door.
Chairman Thompson said without the cut-sheets for the windows and doors, it leaves the
Committee in an awkward position as far as reviewing and approval. He doesn’t want to give
approval and then the applicant can’t find a door that everyone likes.
Mr. James said they are looking for a ¾ or ½ glass door that matches with the existing house.
Chairman Thompson said the renderings show two vertical panels below a ½ glass (on page 4).
Mr. James said that it is similar to what they are looking for.
Chairman Thompson verified the silhouette baluster will match exactly the one on page 3.
Mr. James said yes.
Vice-Chair Becker asked what kind of material would be used on the flat roof.
Mr. James said rubber roof which will only be visible from the interior of the house.
Chairman Thompson asked if there would be gutters and downspouts.
Mr. James said yes.

Vice-Chair Becker made a motion to approve a screened porch on the west side of the
house where the existing porch is located with the following condition:
1) The applicant will submit cut-sheet for the door that is replacing the window to Mr.
Ornelas for distribution to the Historic Zoning Commission for final approval.
Mr. James said because of the screen, the door will probably not be visible but they will submit
the cut-sheet when one is chosen.
The motion was seconded by Ms. Belcher and carried unanimously in favor.
Windows
Chairman Thompson said there are a lot of changes to what was the former sleeping porch which
had a bank of windows on the second floor that was open air below with a lot of lattice. He said
there is an adjoining high deck over a one-story entry cover into the rear of the building. He
asked Mr. James to discuss.
Mr. James said the existing site plan is attached in the agenda package. He said Code requires
them to be 5-feet from the property line. The existing garage is on the property line so they
adjusted and moved the new garage 5-feet off the property line. To do that, he said they would
have to remove part of the existing deck to be 5-feet from the existing structure. Mr. James said
they are rearranging the back of the deck by taking one section off to give the 5-foot clearance
around the house. Mr. James referred to the 2nd floor addition with the existing sunroom stating
they have extensively redone the bathroom, added a large walk-in closet and used the remainder
of the sunroom as a small sitting area off the master bedroom. He said the house now has
existing windows, continuous all the way around adding they are not spaced equally. He said the
header height if different on each window and the interior look is awesome. Mr. James said they
are redoing the header heights and ceiling in that section to get the windows all the same height.
Chairman Thompson understands the short end, facing the side street, would go from four
windows to three windows. He asked if one of the windows was previously a door.
Mr. James said the referenced previous door will be removed because that is where the tub /
shower will be located.
Chairman Thompson asked if the lower portion of the 2-story porch railing would be changed
out to the silhouette balusters.
Mr. James said the applicant would like to replace the lattice with shutters that fold out.
Chairman Thompson asked if the lattice would be a silhouette baluster to match the sunporch.
Mr. James said yes.

Chairman Thompson said this is the first time, that he is aware of, shutters hinged from the top
have been allowed in the historic district. He said he would call those Bermuda Shutters instead
of Plantation Shutters. He asked if they considered doing the shutters in the traditional fashion.
Mr. James said he had another design scheme but went with what the owner wanted.
Chairman Thompson asked Mr. James to describe the improvements of the upper deck, lower
entrance, and the stairs coming down to the rear door on the “L”. He said it looked like the same
thing, just changing out the railing.
Mr. James said changing out the railing will be the only change in that area.
Vice-Chair Becker asked if the new shutters would be located on the 2nd floor.
Mr. James said they will be located on the 1st floor.
Mr. Backlund asked if they were shutters that enclosed the open porch.
Mr. James said yes.
Mr. Backlund asked if the shutters were solid or can you see thru them.
Mr. James said the shutters are louvered.
Chairman Thompson added the shutters also surrounds where the stairs are located on the side of
the “L”.
Mr. Backlund asked if the louvered shutters were removable or fixed.
Mr. James said they are stationary.
Chairman Thompson said this is the first time the HZC has allowed shutters hinged at the top.
He said they can be undone and removed quite easily as it is not a major structural change to the
building.
Vice-Chair Becker said you will only be able to see the she shutters from University and doesn’t
have a problem with them.
Ms. White verified that area is not screened.
Chairman Thompson agreed.

Mr. Backlund made a motion to approve removing the existing sunroom windows and
replacing the space with three windows and wood siding as submitted. The motion was
seconded by Ms. Belcher.
Vice-Chair Becker said they appreciate Mr. Stone being in the neighborhood and what he is
doing to this property.
Mr. James said Mr. Stone is looking forward to being there.
The motion carried unanimously in favor.
