New Business: H-17-009 – 2255 Middle Tennessee Boulevard, Jeff Davis - Requesting to add a decorative black metal fence to enclose the front yard and a portion of the driveway This property is located on the west side of Middle Tennessee Boulevard, just three lots north of the intersection at East Main Street. The house was constructed circa 1910 in the Tudor Revival architecture made of stone quoins, brick, stone, and stucco with a gable roof. This house is a contributing structure in the East Main Street Historic District of the National Register of Historic Places. The property in question is located at 2255 Middle Tennessee Boulevard. The owner, Mr. Jeff Davis, is requesting to extend the black metal fence from the side of their home to the front sidewalk, which will enclose the front yard and a portion of the driveway for security purposes. The fence will have a gate at the sidewalk leading to the home and another at the driveway. The fence will be 20’ft from the edge of the roadway for sight distance. A hand drawn site plan and pictures of the fence to be constructed are included in the agenda packet. Photographs of the neighboring houses on both sides of the subject property have also been submitted for the Commission’s review. The applicant will be in attendance at the meeting in order to answer any questions the Commission may have regarding the request. Subject Property Property to the north of the subject property Property to the south of the subject property  HISTORIC ZONING COMMISSION Regular Meeting June 20, 2017 MEMBERS PRESENT: ABSENT: David Becker, Vice-Chair Jim Thompson, Chairman Rick Cantrell Paul Cross Linda Anderson Jennifer Garland Debra Belcher Gib Backlund Marimae White STAFF PRESENT: Joe Ornelas, AICP Planner David Ives, Assistant City Attorney Brenda Davis, Recording Assistant Vice-Chair Becker called the meeting to order at 3:30 p.m. Ms. Anderson made a motion to approve the minutes from the March 21, 2017 meeting as submitted. The motion was seconded by Ms. Belcher and carried unanimously in favor. New Business: H-17-008 – 550 East Main Street, Ken Stone – Requesting to expand the kitchen where a portion of the existing porch is located and replace the outdoor stairs with a spiral staircase. Mr. Ornelas reviewed the application and the Staff comments contained in the HZC agenda package. Mr. Steve James, Architect Representative representing Mr. Ken Stone, the owner was present to answer questions. Mr. James came to the podium and said Mr. Stone wants to increase the size of the kitchen by pushing the kitchen out to the existing porch, move the stairway, add a new deck and spiral stairway to access that area. He was available to answer questions. Mr. Ornelas added the materials of the addition would match the existing home and the windows will also be wood composite to match what was approved. He said the door that currently exists today will be moved to the outside adding this is the original door to the home. Ms. Anderson asked the size of the deck. HZC Minutes June 20, 2017 Mr. James said the new deck will be about the same size as the deck that is currently there. He said the deck covered the porch area and the stairs attached to that will be removed. When the kitchen is moved out, a new deck area will be built with a door to access the area. Mr. James said the spiral staircase will replace the current staircase. Ms. Anderson asked if the spiral staircase will be wooden. Mr. James said the spiral staircase will be metal. Ms. Anderson asked if the spiral staircase will be black metal. Mr. James said the color of the metal is currently being discussed. Ms. White verified the spiral staircase won’t be visible from Main Street. Mr. James agreed and said it won’t be visible from Main Street. Vice-Chair Becker said the spiral staircase will be visible from University Street. Mr. James agreed. He also said the kitchen extension will not be the full kitchen since there is an offset left in the kitchen that shows in the drawing. He said the offset is for the existing air conditioning unit that sits there. Mr. Cantrell made a motion to approve a request to expand the kitchen where a portion of the existing porch is located and replace the outdoor stairs with a spiral staircase. The motion was seconded by Ms. Belcher and carried unanimously in favor. Election of Officers Mr. Cantrell said since the Historic Zoning Commission did not meet every month during the last 12-month term, he made a motion to maintain Jim Thompson as Chairman and David Becker for Vice-Chair.
