3.a. PUD Amendment application [2013-428] for approx. 2.0 acres in the
Indian Hills PUD to be used for a restaurant along S. Church Street at
Calumet Trace, Mr. Bill Huddleston on behalf of Indian Hills LLC
applicant.
The subject property is located along S. Church Street on the southeast corner with the
intersection of Calumet Trace. The property is a portion of the Indian Hills Golf Course
and is zoned PUD along with most of the remainder of the original Indian Hills
development and golf course. The applicants desire to amend the PUD zoning to remove
an approximately 2.0 acre lot from the golf course and to allow it to be developed and
used as a “high quality sit down restaurant”.
Included with the agenda materials is a copy of a program book that explains the
proposed amendments to the PUD zoning. It includes a description of the proposed
zoning as well as a concept site plan based on site plans for other similar restaurants.
The Planning Commission needs to conduct a public hearing after which it will need to
discuss this application. A recommendation will need to be prepared for the City
Council.

The Indian Hills Planned Development is adjacent to The Stones River to the north and east with H-I (Industrial) and undeveloped land on the other side of
the river. Commercial zoning (CH, CF and CL) borders the west side of the site along South Church Street (a commercial arterial) and RS-12 with existing
single family homes borders the south side of the site. An existing commercial restaurant and a city fire hall flank both sides of the south entrance to the

• The Proposed Restaurant site will be
approximately 2.0 acres in size.
• Access is proposed to connect to both
South Church Street and Calumet Trace
giving the site good accessibility.
• The existing entrance for the Indian
Hills Neighborhood (including the
monument signs and landscape) will
remain in place. The parking and
landscape for the proposed restaurant
will be designed to integrate around the
existing entrance features.
• Tee boxes on the 12th hole will
require an adjustment to allow for the
restaurant site to fit. This will change
the 12th hole from a par 4 to a par
3 design. There will also be some
modifications to re-route the cart path
around the restaurant site. The new
route will improve the safety of the cart
crossing at Calumet Trace. All other
aspects of the golf course will remain
unchanged.

be approximately 425’ from the back
corner of the closest homes to the south
and 140’ from the back corner of the
closest homes to the north.

• The existing entrance monument sign, walls and
landscape planting at the main entrance to Indian Hills
will remain undisturbed with the proposed restaurant
development.
• The berm and landscape on the south side of the
entrance shall help to screen the restaurant from view
as you enter the neighborhood.
• Planting on the proposed restaurant lot will be
integrated into the entrance landscape and add seasonal
color and texture.

Proposed Restaurant Features
• The Proposed Restaurant at Indian Hills
is intended to be a quality service, family
oriented establishment. It is proposed to offer
a sit down dining experience with a full lunch
and dinner menu.
• The proposed architecture will relate to
the surrounding context of the Indian Hills
neighborhood in both quality of materials
and scale of building. The proposed restaurant
architecture and site design will require
specific review and approval through the City
of Murfreesboro Planning Department at the
time of site plan approval.
• Maximum Floor Area: 6,400 s.f.
• Maximum Building Height: 35’
• At least 75% Masonry (Brick, Stone or
Cement Board Siding) on all four sides
of the building
• No drive thru service shall be permitted
• Site lighting intensity shall be limited to half
a foot candle at the commercial lot boundary
• All garbage collection and HVAC units shall
be fully screened from public view

4.a. Proposed amendment to Murfreesboro City Code, Chapter 22 Planning
Commission [2013-805] to designate the Planning Commission as the
City’s design review commission.
In October of this year the Planning Commission conducted a public hearing to consider
comprehensive amendments to the zoning ordinance Section 24, Article III. GDO,
GATEWAY DESIGN OVERLAY DISTRICT. These amendments were proposed by
staff to improve the functionality of the regulations and to make them more user friendly.
The GDO regulations have been in place since early 2004 and the Planning Commission,
staff, property owners, and design community have now had significant experience in
applying them. After the public hearing the Planning Commission took action to
recommend approval of the amendments to the City Council. These amendments are
now pending for a public hearing before the City Council on December 5, 2013.
As the City’s Legal Department prepared the actual ordinance to amend Section 24,
Article III. GDO, GATEWAY DESIGN OVERLAY DISTRICT it brought to the
attention of the Planning Staff that in 2008, subsequent to the City’s adoption of the GDO
regulations, the state legislature passed enabling legislation to allow a municipality to
create a design review commission (DRC) to develop design guidelines for the exterior
appearance of nonresidential property, multiple family residential property, and entrances
into nonresidential development. The legislation also allows a municipality to designate
the Planning Commission as the DRC.
It appears that with the comprehensive amendments to the GDO it would be an
appropriate time for the City Council to formally designate the Murfreesboro Planning
Commission as the City’s design review commission. Accordingly, the City Legal
Department is preparing an ordinance to be consideration by the City Council
immediately prior to considering the ordinance adopting the amendments to the Section
24, Article III. GDO, GATEWAY DESIGN OVERLAY DISTRICT. Staff expects to
provide copies to you at the December 4 meeting.
