3.a. Major Thoroughfare Plan [2017-S-102], City of Murfreesboro
applicant.
The City is currently conducting planning for the City’s future transportation
needs in the development and presentation of the proposed 2040 Major
Transportation Plan (MTP). This long-range transportation planning effort is a
continuation of Murfreesboro 2035, a comprehensive planning effort for the City.
The Murfreesboro 2035 Comprehensive Plan was recently adopted by the
Murfreesboro Planning Commission with the exception of “Chapter 3: Mobility
(Transportation)”. Before Chapter 3 can be written, the City needs to adopt an
updated Major Transportation Plan.
Background
According to the Federal Census, the population of Murfreesboro was
approximately 68,816 in 2000 and 108,755 in 2010. The US Census estimates
the population of the City of Murfreesboro to have been 131,947 in July of 2016.
The existing Major Thoroughfare Plan (2025 Major Thoroughfare Plan) was
ratified in 2003. It was later updated in 2005 to reconcile the Plan with
Rutherford County’s Long Range Transportation Plan, and finally in 2008 to
realign Manson Pike/Fortress Boulevard. The City’s current 2025 Major
Thoroughfare Plan has served the City well and, as with previous MTPs, it needs
to be revisited in order to continue to be an effective transportation plan. The
proposed 2040 Major Transportation Plan represents a collaborative effort over
the past year between Neel-Schaffer, Inc. and Kendig Keast Collaborative. The
Murfreesboro 2035 Comprehensive Plan’s recommended future land use map
served as the underlying land use for the transportation planning effort. That
land-use information coupled with 2014 traffic counts and projected traffic volume
growth was evaluated for impact on our existing roadway network. Future
transportation projects were evaluated for their potential benefit to address
transportation network deficiencies. The resulting project recommendations are
included as the 2040 Major Transportation Plan. The proposed 2040 Major
Transportation Plan will incorporate many of the unbuilt street projects from the
existing 2025 Major Thoroughfare Plan as well as adding new street projects.
The 2040 Major Transportation Plan is a tool to be used by the City and
developers to reference when preparing subdivision plats and development plans
to see if right-of-way should be dedicated. When the plan is adopted, the official
map will be available to real estate companies, developers, engineers, and the
general public via the Register of Deeds Office, the Library, and in the Planning
Department.
Public Input
The City was divided into four different zones and a public meeting was held in
each quadrant to gain public input about the proposed plan and the
transportation improvements that need to be done throughout the community.
The City’s Transportation Department, Engineering Department and Planning
Department attended these meetings and provided guidance to Neel-Schaffer
throughout the outreach process.
Next Steps
The Planning Commission needs to conduct a public hearing on the proposed
2040 MAJOR TRANSPORTATION PLAN and consider adoption of the
recommended plan. The purpose of the public hearing is to get the public’s input
about the recommended road improvement projects. If adopted by the Planning
Commission, the City Council will be asked to pass a resolution in
acknowledgement and support of the 2040 Major Transportation Plan, which will
then be recorded in the Register of Deeds Office.
After the Planning Commission adopts a new Major Transportation Plan, Neel-
Schaffer and Kendig Keast Collaborative will write “Chapter 3: Mobility
(Transportation)” of the 2035 Comprehensive Plan which will be considered for
ratification at some time in the future. A separate public hearing will be required
for Chapter 3 before it can be ratified.
