GDO: On Motion North Church, LLC, Lot 2 (Holiday Inn Express) [2022-6005 & 2022-3056] final design review & site plan review of a 60,000 ft2 hotel located on 3.3 acres zoned MU and GDO-1 located along Medical Center Parkway and Robert Rose Drive, Pradeep Agnihotri developer. Ms. Margaret Ann Green presented the Staff Comments regarding this item, a copy of which is maintained in the permanent files of the Planning Department and is incorporated into these minutes by reference. Mr. Bill Huddleston (design engineer), Mr. Pradeep Agnihotri (developer), and Ms. Lidija Lazendic (architect) were in attendance representing the application. Ms. Green distributed the applicant’s material boards to the Planning Commission members for their review. Mr. David Magner (Project Executive) was in attendance, representing the application. He made a brief presentation regarding the specifics of the plan. New Business: Scheduling Public Hearings Zoning Ordinance amendment [2022-804] regarding amendments to Chart 3 pertaining to parking space and aisle design requirements, City of Murfreesboro Planning Department applicant. Ms. Margaret Ann Green presented the Staff Comments regarding this item, a copy of which is maintained in the permanent files of the Planning Department and is incorporated into these Minutes by reference. Mr. Gabriel Moore came forward to further explain the updated changes. He said that this proposal would improve traffic flow and remove elements that no longer work. 6 MINUTES OF THE MURFREESBORO PLANNING COMMISSION JULY 20, 2022 The Planning Commission discussed the proposed amendments and wanted something in place to make certain the parking space width would not be too small. In addition, parking lots should be designed to allow parking on both sides of the driveway aisle in order to discourage vehicles driving in the wrong direction. There being no further discussion, Mr. Rick LaLance moved to schedule the public hearing on August 3, 2022; the motion was seconded by Mr. Shawn Wright and carried by the following vote: Aye: Kathy Jones Ken Halliburton Jami Averwater Rick LaLance Warren Russell Chase Salas Shawn Wright Nay: None Zoning application [2022-415] for approximately 89.2 acres located along Veterans Parkway, Blackman Road, and Lyle McDonald Court to be zoned GDO-1 (in addition to the existing CH and CF zoning), City of Murfreesboro Administration Department applicant. Ms. Marina Rush presented the Staff Comments regarding this item, a copy of which is maintained in the permanent files of the Planning Department and is incorporated into these Minutes by reference. Ms. Jami Averwater requested there be something in writing from the property owners stating they were in favor of this zoning application. Ms. Rush said that she would take that message back to the City Administration Department before the public hearing. 7 MINUTES OF THE MURFREESBORO PLANNING COMMISSION JULY 20, 2022 There being no further discussion, Vice-Chairman Ken Halliburton moved to schedule the public hearing on August 3, 2022; the motion was seconded by Mr. Chase Salas and carried by the following vote: Aye: Kathy Jones Ken Halliburton Jami Averwater Rick LaLance Warren Russell Chase Salas Shawn Wright Nay: None Zoning application [2022-414] to remove the GDO-4 zoning on approximately 31.6 acres located along Medical Center Parkway between Northwest Broad Street and Memorial Boulevard, City of Murfreesboro Administration Department applicant. Ms. Margaret Ann Green presented the Staff Comments regarding this item, a copy which is maintained in the permanent files of the Planning Department and is incorporated into these Minutes by reference. The Planning Commission began discussing the proposal and wanted to know what was driving this application. Ms. Green said that she thinks it is an effort to help small business owners with existing buildings have less restrictions if they would ever want to update their property. Mr. Rick LaLance, Mr. Shawn Wright, and Ms. Jami Averwater expressed their concerns not to remove the GDO-4 zoning, as there have been several property owners in the study area who had to develop their properties under the GDO standards. 8 MINUTES OF THE MURFREESBORO PLANNING COMMISSION JULY 20, 2022 Mr. Sam Huddleston asked for the Planning Commissioners to consider scheduling a public hearing so they could hear from the landowners, business owners and allow the public to provide their comments. There being no further discussion, Vice-Chairman Ken Halliburton moved to schedule the public hearing on August 3, 2022; the motion was seconded by Mr. Chase Salas and carried by the following vote: Aye: Kathy Jones Ken Halliburton Chase Salas Warren Russell Nay: Jami Averwater Rick LaLance Shawn Wright Zoning application [2022-419] to remove the GDO-3 zoning on approximately 51.9 acres located along Medical Center Parkway (approximately 24.6 acres) and West College Street (approximately 27.3 acres), City of Murfreesboro Administration Department applicant. Ms. Margaret Ann Green presented the Staff Comments regarding this item, a copy of which is maintained in the permanent files of the Planning Department and is incorporated into these Minutes by reference. Mr. Sam Huddleston came forward to provide some additional background and to provide the reasoning for the request.
