Call to order. Vice-Chairman Ken Halliburton called the meeting to order at 1:00 p.m. 2. Determination of a quorum. Vice-Chairman Ken Halliburton determined that a quorum was present. 3. Public Comments. Vice-Chairman Ken Halliburton announced that no one signed up to speak up during the Public Comments portion of the agenda. 4. Waite’s Creek Crossing, Section 4 [2024-2097] final plat for 21 lots on 4.2 acres zoned RS-A1 located along Barringer Lane, Chip Loyd developer. Waite’s Creek Crossing, Section 5 [2024-2098] final plat for 47 lots on 9.6 acres zoned RS-A1 located along Barringer Lane and Elmcroft Avenue, Chip Loyd developer. Northridge Park [2024-2100] final plat for 83 lots on 35.9 acres zoned PRD located west of Memorial Boulevard, Brightland Homes of Tennessee, LLC developer. Stephenson, Resubdivision of Lots 3-5 [2024-2095] final plat for 3 lots on 86.25 acres zoned H-I located along General Mills Way, General Mills Operations, LLC developer. Enclave at Vine [2024-3171] site plan review for 4 single-family attached dwelling units in 2 buildings on 0.56 acres zoned PRD (#2024-407 Enclave at Vine PRD) located along East Vine Street, Big Red Holdings, LLC developer. GDO: On Motion Fairfield by Marriott [2024-3158 & 2024-6008] final design review and site plan review for a 65,000 ft2 4-story hotel on 2.69 acres zoned MU and GDO-1 located along Robert Rose Drive, Pradeep Agnihotri developer. Mr. Brad Barbee presented the Staff Comments regarding this item, a copy of which is maintained in the permanent files of the Planning Department and incorporated into these Minutes by reference. Mr. Bill Huddleston (design engineer), Ms. Lidija Lazendic (architect), and Mr. Pradeep Agnihotri (developer) were in attendance representing the application. There being no further discussion, Mr. Shawn Wright made a motion to approve the final design review and site plan review subject to all staff comments; the motion was seconded by Mr. Bryan Prince and carried in favor by the following vote: Aye: Jami Averwater Tristan Carroll Ken Halliburton Bryan Prince Shawn Wright Nay: None 6. Mr. Matt Taylor (design engineer) and Mr. Thomas Rowe (CEO, Murfreesboro Housing Authority) were in attendance representing the application. There being no further discussion, Mr. Tristan Carroll made a motion to approve the site plan subject to all staff comments; the motion was seconded by Mr. Bryan Prince and carried in favor by the following vote: Aye: Jami Averwater Tristan Carroll Ken Halliburton Bryan Prince Shawn Wright Nay: None Titan Material Handling [2024-3169] site plan for 23,346 ft2 office and warehouse use on 3.14 acres zoned L-I located along West Rutherford Boulevard, Titan Material Handling, Inc. developer. Ms. Holly Smyth presented the Staff Comments regarding this item, a copy of which is maintained in the permanent files of the Planning Department and incorporated into these Minutes by reference. Mandatory Referral [2024-730] to consider the abandonment of a portion of a sanitary sewer easement located on property east of Cason Lane, SEC, Inc. on behalf of AR Nashville, LLC applicant. Mr. Richard Donovan presented the Staff Comments regarding this item, a copy of which is maintained in the permanent files of the Planning Department and incorporated into these Minutes by reference. There being no further discussion, Mr. Bryan Prince made a motion to approve the mandatory referral subject to all staff comments, including the recommended conditions of approval listed in the staff report, the motion was seconded by Mr. Shawn Wright and carried in favor by the following vote: Aye: Jami Averwater Tristan Carroll Ken Halliburton Bryan Prince Shawn Wright Nay: None 5  MINUTES OF THE MURFREESBORO PLANNING COMMISSION JANUARY 15, 2025 Mandatory Referral [2025-701] to consider miscellaneous easement actions associated with the Town Creek Project along Northwest Broad Street and Hickerson Drive, including the abandonment and dedication of various utility and drainage easements and the dedication of a conservation easement, City of Murfreesboro Planning Department applicant. Mr. Gabriel Moore presented the Staff Comments regarding this item, a copy of which is maintained in the permanent files of the Planning Department and incorporated into these Minutes by reference. There being no further discussion, Ms. Jami Averwater made a motion to approve the mandatory referral, as presented, subject to all staff comments; the motion was seconded by Mr. Tristan Carroll and carried in favor by the following vote: Aye: Jami Averwater Tristan Carroll Ken Halliburton Bryan Prince Shawn Wright Nay: None Mr. Matthew Blomeley explained there would not be a night meeting on Wednesday, February 5, 2025; due to there not being any public hearings scheduled.
