The Murphy Planning and Zoning Commission reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072 City Council (discussing purchase, exchange, lease or value of real property); §551.074 (discussing personnel or to Mayor Scott Bradley hear complaints against personnel); and §551.087 (discussing economic development negotiations). Economic & Community Development February 19, 2026 ISSUE: Review and discuss the proposed draft of the Murphy Master Plan and provide direction on any proposed amendments to the plan and any proposed Ordinance amendments to assist in implementation. Reagan Rothenberger, AICP, Director of Community & Economic Development SUMMARY: The draft Master Plan will be available for public view at www.PlanMurphy.com by close of day, February 13, 2026. In November of 2024, the City of Murphy embarked on a significant effort to review components of its Comprehensive Plan, namely the Land Use Plan, Thoroughfare Plan, and Economic Development Plan herein referred to as the Master Plan. Additional components of the city's comprehensive planning efforts such as the existing Parks and Recreation Master Plan, Capital Improvements Plan, and the Strategic Plan focus on the public side of community goals and development. Master Plans have been a major part of many cities for decades - including Murphy - which adopted its first Master Plan in 1973. Neighboring cities such as Sachse and Parker have adopted their own updated plans in the past year. The City of Murphy's last revision was in 2008. It is good practice to review and revise such a plan no less than once every five years. This document does not in and of itself change zoning on properties. It is rather a policy document that helps to guide staff, governing bodies, and private property owners toward sustainable and conscientious development within the community over the course of many years. There have been many opportunities for community engagement and project awareness:  On November 7, 2024, a large number of elected and appointed city leaders such as members of City Council, Planning and Zoning Commission, and other boards met in a combined Work Session at City Hall to discuss the need of a new long-range plan for Murphy. The attendees overwhelmingly agreed it was time to embark on such a plan. No large-scale planning effort had been attempted since 2008.  On May 6, 2025, after staff carefully reviewed nine qualified respondents to a Request for Qualifications, the City Council approved a professional services agreement with LJA Engineering, Inc., a full-service multi-state engineering firm. The firm provided a "kick- off" presentation at this meeting, and at the subsequent Planning and Zoning Commission meeting on June 5, 2025.  The Master Plan Advisory Committee comprising of nine individuals from across the city were established to provide hands-on resident guidance through the process. The MPAC met at three crucial points during the process to ensure the Master Plan was on the right track for the community. These meetings have been open to the public and were held at City Hall on July 9th, September 10th, and November 12th, 2025. Page 3 of 5 Agenda Item 4. A.  PlanMurphy.com was created and dozens of comments were left by residents as to key ideas for improvement in the community.  The 2024 Community Survey data was reviewed and many comments and concerns raised in this effort were included in the Master Plan.  On July 26, 2025, a large Community Forum was held at the Murphy Activity Center. Approximately 200 residents participated to provide feedback as to their desires for the community.  On November 20, 2025, a virtual Community Forum was held online to provide the community an update on the progress. A Q&A session was held during this time.  Key moments of the process were promoted on multiple social media platforms, the city's website, and PlanMurphy.com. Flyers were also placed at all Murphy facility entrances throughout the process. The Murphy Monitor provided stories throughout the process to raise awareness. Since the virtual Community Forum in November of 2025, the consultants have been working on the draft which is presented tonight for your review. This is the community's plan, and we expect that it will be amended over time and not become stagnant like the 2008 plan. Tonight is a request to discuss the draft, not to formally adopt the plan. Future adoption of this plan does not mean every item or recommendation within it will be carried out, however, it will over the long-term serve as a guide to implement best land-use practices for the community. OTHER CONSIDERATIONS: Murphy Home Rule Charter; Article 9.04 (1) The Comprehensive Plan shall include*, but not be limited to, the Future Land Use Plan, the Thoroughfare Plan, and Parks and Open Space Plan. The Commission shall seek input from all appropriate boards and commissions in the development of the Comprehensive Plan. Additions to and amendments of the Comprehensive Plan shall be by ordinance or resolution, but before any such revision, the Planning and Zoning Commission shall hold at least one (1) public hearing on the proposed action. (2) ... The City Council shall hold a public hearing and shall adopt or reject such proposed revision or any part thereof as submitted within sixty (60) days following its submission by the City Manager. If the proposed revisions or any part thereof are rejected by the City Council, the City Council may request the Planning and Zoning Commission to make other modifications and again forward it to the City Manager for submission to the City Council. *In addition to those plans listed, the Capital Improvements Plan, and the Strategic Plan are components of the Comprehensive Plan of the City. ACTION REQUIRED: Review and discuss the proposed draft of the Murphy Master Plan and provide direction on any proposed amendments to the plan and any proposed ordinance amendments to assist in implementation. Formal adoption of the Master Plan and any related ordinance amendments will be considered at a future date. ANALYSIS: Page 4 of 5 Agenda Item 4. A. Perhaps the most notable component of the Master Plan are the Murphy Opportunity Districts, or "MODS". These small subdistricts provide a more detailed vision to help guide staff and City Council during future zoning deliberations. Note that these MODS and the general Land Use Plan are not zoning changes. These are used as guides for future zoning changes and development plans. All zoning changes require respective Public Hearing notification requirements before development begins. Page 5 of 5
