CS1 Conference with Labor Negotiator
The City Council will conduct a closed session, pursuant to Government Code section
54957.6, with the City Manager, the City Attorney, and the City's negotiators, regarding
labor negotiations with Management and Confidential (M&C).
CS2 Conference with Real Property Negotiator
The City Council will conduct a closed session, pursuant to Government Code section
54956.8, to enable the City Council to consider negotiations and to give direction to its
negotiators regarding that certain real property, Olivewood Professional Building 24620
Jefferson Ave., Murrieta, CA with Alphonzo Hicks of Medical Asset Management. The
City’s real property negotiators, the City Manager, Assistant City Manager, Director of
Economic Development, and City Attorney, will seek direction from the City Council
regarding the price and terms for this property.

GOVERNING BODY COMMISSION/COMMITTEE/BOARD (CCB) REPORTS
Governing Body CCB Reports is the opportunity for the City Council to provide a brief report
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.
Reports shall not exceed three minutes. The City Clerk will use the computerized timer.
PUBLIC COMMENTS
At this time any person may address the governing bodies on any subject pertaining to City
business, which does not relate to any item listed on the printed agenda. Normally no action
may be considered or taken by the governing bodies on any matter not listed on the agenda .
Each speaker will be limited to three minutes.
CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 8
All matters listed on the Consent Calendar are to be considered routine by the governing
bodies, and will be enacted by one motion in the form listed. There will be no discussion of
these items unless, before the governing body votes on the motion to adopt, specific items

1 Waive Reading of All Ordinance Adoptions on the Agenda and Read by Title Only
Recommended Action:
Waive reading, by title only, of all Ordinances and Resolutions. Said Ordinances and
Resolutions which appear on the public agenda shall be determined to have been read by title
and further reading waived.
2 Minutes
Recommended Action:
Adopt the June 20th, 2023 Regular Meeting and June 28th, 2023 Special Meeting
minutes as presented.
3 Check Register May 2023
Recommended Action:
Adopt Resolution No. 23-4694 entitled: A Resolution of the City Council of the City of Murrieta,
California, Ratifying the Check Register for the Month of May 2023, in the amount of
$4,190,132.84 (Check Numbers 154327-154773).
4 Amendment of Murrieta Municipal Code to Add Power and Duty of City Manager to
Settle Certain Claims
Recommended Action:
Conduct the second reading and adopt Ordinance No. 592-23: Amending Section 2.08.060 of
the Murrieta Municipal Code to Add a Power and Duty of the City Manager to Authorize the
Settlement of Certain Claims by the City.

5 Approval of Joint Recipient Cooperation Agreement with the County of Riverside for
Community Development Block Grant for Fiscal Years 2024/25, 2025/26, and 2026/27
Recommended Action:
1) Adopt Resolution 23-4695 entitled: A Resolution of the City Council of the City of
Murrieta, California, Authorizing Participation in the County of Riverside’s Urban County
Community Development Block Grant Program for Fiscal Years 2024/25, 2025/26, and
2026/27; and
2) Approve the Joint Cooperation Agreement with the County of Riverside for participation
in the Community Development Block Grant Urban County Program.
6 Approval of Library Grant - eBooks for All California Collection Development
Recommended Action:
1) Authorize the Library’s grant application for the eBooks for All California Collection
Development Grant in the amount of $40,000; and
2) Authorize the City Manager to establish a revenue and expenditure budget, amending the
Fiscal Year 2023/24 Operating Budget based on the actual award amounts.

7 Acceptance of Public Improvements in Tract Map 36629
Recommended Action:
1) Accept the Public Improvements in Tract Map 36629 located south of Murrieta Hot Springs
Road and east of Whitewood Road in the Creekside Village Specific Plan (FPM-15); and
2) Direct the Department of Public Works to perform continued maintenance on the
aforementioned public improvements in conformity with the City of Murrieta’s maintenance
standard.
8 Measure A Regional Arterial Improvements Agreement for the Murrieta Hot Springs
Road Improvement Project, CIP 8079
Recommended Action:
1) Approve the Measure A Regional Arterial (MARA) Improvements Agreement with
Riverside County Transportation Commission for $3,000,000 for the Murrieta Hot
Springs Road Improvement Project, CIP 8079; and
2) Appropriate the $3,000,000 of the Measure A Regional Arterial funding into CIP No.
8079 for construction expenses.

Recommended Action:
1) Hold a public hearing; and
2) Receive input and testimony on the City Council voting district boundaries relating to the

10 Speed Zone Ordinance Update
Recommended Action:
1) Conduct a public hearing; and
2) Introduce Ordinance No. 593-23 entitled: An Ordinance of the City Council of the City of
Murrieta, California, Amending Chapter 10.16 of Title 10 of the Murrieta Municipal Code
Regarding Changes to Speed Limits on Certain Streets in the City of Murrieta, Pursuant to
State Law.
11 2022 Delinquent Refuse Service Charges
Recommended Action:
1) Hold a public hearing; and
2) Adopt Resolution No. 23-4696 entitled: A Resolution of the City Council of the City of
Murrieta, California, Affirming the Report of Delinquent Refuse Charges and Directing their
Collection on the Fiscal Year 2023/24 Property Tax Roll.
DISCUSSION
12 Appointment of the Transactions and Use Tax Citizens Oversight Committee
Recommended Action:
1) Authorize the term expiration of December 31, 2028, to align with scheduled Commission,
Committee, and Board Appointments; and
2) Make appointments, as recommended by the Commission Appointments Subcommittee, to
the Transactions and Use Tax Citizens Oversight Committee as follows:
Heather Penko, Regular Member (Resident)
Liz Jones, Regular Member (Resident, business owner, and financial background)
Rahoof Oyewole, Regular Member (Resident and financial background)
15 Consideration to Reinstitute the “Santa Stops” Program as Requested by Council
Member Holliday
Recommended Action:
1) Direct staff to proceed in planning, along with a community volunteer group, Santa Stops,
for December 2023, and approve an additional appropriation to fund the relaunched
program; or
2) Direct staff to discontinue planning Santa Stops for December 2023 and focus on planning
alternative holiday programming.
13 Sixth Amendment to City Manager Employment Agreement
Recommended Action:
Authorize a Sixth Amendment to the City Manager Employment Agreement.
14 Amending the Comprehensive Salary Schedule for Fiscal Year 2023/24
Recommended Action:
Adopt Resolution No. 23-4697, entitled: A Resolution of the City Council of the City of Murrieta,
California, Amending the Comprehensive Salary Schedule for Fiscal Year 2023/24.
