Reports shall not exceed three minutes. The City Clerk will use the computerized timer. Received After Agenda Printed - Governing Body Reports PUBLIC COMMENTS At this time any person may address the governing bodies on any subject pertaining to City business, which does not relate to any item listed on the printed agenda. CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 7 All matters listed on the Consent Calendar are to be considered routine by the governing bodies, and will be enacted by one motion in the form listed. There will be no discussion of these items unless, before the governing body votes on the motion to adopt, specific items are removed from the Consent Calendar for separate motions. 1. Waive Reading of All Ordinance Adoptions on the Agenda and Read by Title Only Recommended Action: Waive reading, by title only, of all Ordinances and Resolutions. Minutes Recommended Action: Approve the minutes of the September 19, 2023, Regular Meeting. 3. Monthly Investment Transaction Report for August 2023 Recommended Action: Receive and file the Monthly Investment Transaction Report for August 2023. 4. Murrieta Supervisors’ Association Successor Memorandum of Understanding Recommended Action: Adopt Resolution No. 23-4706 entitled: A Resolution of the City Council of the City of Murrieta, California, Approving, Adopting and Implementing a Successor Memorandum of Understanding between the City of Murrieta and the Murrieta Supervisors’ Association for the period July 1, 2022, through June 30, 2024. 5. SC Commercial LLC Fuel Delivery Agreement for Murrieta Fire & Rescue and Murrieta Police Department Recommended Action: Approve an agreement with SC Commercial, LLC for fuel delivery to Murrieta Fire & Rescue Fire Station and Murrieta Police Department fuel tanks; Approve the agreement amount not to exceed $2,650,000; and Authorize the Mayor to execute the agreement. 6. Purchase of Equipment Truck for Murrieta Police Department SWAT Recommended Action: Approve the purchase of a 2023 Chevrolet Truck Express 3500 utility vehicle from Paradise Chevrolet Cadillac Temecula; and Authorize an exception to the procurement policy; and Appropriate $123,980 in the Operating Budget to 4040030-71060 for the purchase of the utility vehicle. 7. Five-Year Agreement with Motorola for Radio Purchases Recommended Action: Approve a five-year agreement with Motorola Solutions, Inc., in the amount not to exceed $1,222,876.30 for the purchase and replacement of critical police radios; and Authorize the Mayor to execute the agreement. Code Regs. Title 14) Section 15164; Introduce and conduct the first reading of Ordinance No. 597-23 entitled: An Ordinance of the City Council of the City of Murrieta, California, Approving and Adopting Amended Master Development Plan Mdp-2021-2430 on a 22-Acre Site to be Developed with 62 Single-Family Detached Lots with Related Improvements for Circulation, Infrastructure, and Murrieta Creek Located East of Murrieta Creek, West of New Clay Avenue, and South of “B” Street within the Residential Single-Family 1 (RS-1) Zone of the Downtown Murrieta Specific Plan (DMSP) Area (APN’s 906-193-001, 906-200-001, 002, 906-212-001, 906-221-001,002); and Adopt Resolution No. 23-4707 entitled: A Resolution of the City Council of the City of Murrieta Approving the Environmental Determination, Amended Master Development Plan 2021-2430, Revised Tentative Tract Map 2021-2428, and Revised Development Plan Permit 2021-2429 for Ivy House, a 22-Acre Site to be Developed with 62 Single-Family Detached Lots and Related Improvements for Circulation, Infrastructure, and Murrieta Creek Drainage Channel Located East of Murrieta Creek, West of New Clay Avenue, and South of “B” Street within the Residential Single-Family 1 (RS-1) Zone of the Downtown Murrieta Specific Plan Area. Amended and Restated Community Facilities District Goals and Policies Recommended Action: Adopt Resolution No. 23-4708 entitled: A Resolution of the City Council of the City of Murrieta, California, Adopting an Amended and Restated Community Facilities District Goals and Policies. 10. Discussion About Potential Benefits and Limitations Associated with Charter Cities Recommended Action: Hear the presentation about Charter Cities from Council Member Ron Holliday.
