CITY MANAGER - ADMINISTRATIVE UPDATE
City Manager Administrative Updates is the opportunity for the City Manager to present
Department specific updates as well as general community updates.
GOVERNING BODY COMMISSION/COMMITTEE/BOARD (CCB)
REPORTS/ANNOUNCEMENTS
Governing Body CCB Reports is the opportunity for the City Council to provide a brief report
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.
Reports shall not exceed three minutes. Governing Body Announcements is the opportunity
for the City Council to provide miscellaneous reports and announcements. Announcements
shall not exceed two minutes. The City Clerk will use the computerized timer.
PUBLIC COMMENTS (NON-AGENDA)
At this time any person may address the governing bodies on any subject pertaining to City
business, which does not relate to any item listed on the printed agenda. Normally no action
may be considered or taken by the governing bodies on any matter not listed on the agenda .
Each speaker will be limited to three minutes.
CONSENT CALENDAR - APPROVAL OF ITEMS 1 – 8
All matters listed on the Consent Calendar are to be considered routine by the governing
bodies, and will be enacted by one motion in the form listed. There will be no discussion of
these items unless, before the governing body votes on the motion to adopt, specific items

1. Waive Reading of All Ordinance Adoptions on the Agenda and Read by Title Only
Recommended Action:
Waive reading, by title only, of all Ordinances and Resolutions. Said Ordinances and
Resolutions which appear on the public agenda shall be determined to have been read by title
and further reading waived.
2. Minutes
Recommended Action:
Approve the minutes of the March 18, 2025, Regular City Council Meeting.
3. Check Register February 2025
Recommended Action:
Adopt a Resolution No. 25-4817 entitled: A Resolution of the City Council of the City of
Murrieta, California, Ratifying the Check Register for the Month of February 2025 in the amount
of $5,147,455.20 (Check Numbers 163267-163651).
4. Agreement with Disability Access Consultants, LLC.
Recommended Action:
Approve a three-year agreement with Disability Access Consultants, LLC for a not-to-exceed
amount of $72,800;
Authorize the exemption from bidding requirement; and
Authorize the City Manager to execute the agreement and future amendments not to exceed
the contract amount.
5. Murrieta Fire Management Association Successor Memorandum of Understanding for
the Period July 1, 2023, through June 30, 2026
Recommended Action:
Adopt Resolution No. 25-4818 entitled: A Resolution of the City Council of the City of Murrieta,
California, Approving, Adopting and Implementing a Successor Memorandum of Understanding
between the City of Murrieta and the Murrieta Fire Management Association for the Period July
1, 2023, through June 30, 2026.
6. Award a Contract to Hi-Top Roof, Inc. for Installation of a Silicone Roofing Application
for City Hall
Recommended Action:
Award a contract to Hi-Top Roof, Inc. for the installation of a Silicone Roofing Application for
the City of Murrieta City Hall Roof Repair Project, Capital Improvement Project (CIP) No.
10027, in the amount of $155,000, plus a fifteen percent (15%) contingency; and
Authorize the City Manager to execute the agreement and other related documents.

7. Acceptance of Various Grants for Homeless Services and Award of Multiple Outreach
Agreements
Recommended Action:
Accept Encampment Resolution Funding (ERF) from the County of Riverside Housing and
Workforce Solutions for homeless outreach activities in the amount of $6,655,713.60;
Approve an Agreement for homeless outreach activities between the City of Murrieta and
Kingdom Causes, Inc. dba City Net (City Net) in an amount not to exceed $5,734,829.53;
Accept Homeless Housing, Assistance and Prevention (HHAP) Grant Funding from the County
of Riverside Housing and Workforce Solutions for Rapid Rehousing assistance in the amount
of $144,000;
Approve an Agreement for Rapid Rehousing assistance between the City of Murrieta and City
Net in an amount not to exceed $144,000;
Amend the Fiscal Year (FY) 2024/25 Operating Budget, as described in the Fiscal Impact
statement; and
Authorize the City Manager to execute all agreements.
8. Construction Contract for Pedestrian Safety Enhancement Projects, CIP No. 13044
and CIP No. 13046
Recommended Action:
Award the construction contract for the Fiscal Year (FY) 2022/23 Pedestrian Safety
Enhancement Project, Capital Improvement Plan (CIP) No. 13044, and the FY 2023/24
Pedestrian Safety Enhancement Project, CIP No. 13046, to LC Paving & Sealing, Inc., in the
amount of $907,067.75;
Authorize a fifteen percent (15%) construction contingency of $136,060.16;
Amend the CIP Budget for FY 2024/25, and the FY 2024/25 to 2028/29 CIP to establish
appropriation as described in the fiscal impact statement; and
Authorize the City Engineer to approve contract change orders not to exceed fifteen percent
(15%) of the contract amount.
PUBLIC HEARINGS
9. Public Hearing for Fiscal Year 2025/26 Citywide User Fee Schedule Update
Recommended Action:
Conduct a Public Hearing updating the City’s User Fee Schedule; and
Adopt Resolution No. 25-4819 entitled: A Resolution of the City Council of the City of Murrieta,
California, Approving the City’s Updated User Fee Schedule for Fiscal Year 2025/26.

10. Formation of Community Facilities District No. 2025-1 (Safety Services) of the City of
Murrieta
Recommended Action:
Continue the public hearing to a date certain of May 6, 2025.
11. Formation of Community Facilities District No. 2025-2 (Maintenance Services) of the
City of Murrieta
Recommended Action:
Continue the public hearing to a date certain of May 6, 2025.
12. Formation of Community Facilities District No. 2025-3 (Discovery Village) of the City of
Murrieta
Recommended Action:
Continue the public hearing to a date certain of May 6, 2025.
DISCUSSION
13. Fleet Vehicle Procurement Authority Ordinance
Recommended Action:
Conduct the first reading and introduce Ordinance No. 617-25 entitled: An Ordinance of the
City Council of the City of Murrieta, California, Amending Chapter 3.08 of the Murrieta
Municipal Code Granting the City Manager Authority for Fleet Purchases within Budget Limits.
14. Discussion of Direction for Support for Tour de Murrieta
Recommended Action:
Review the anticipated cost for providing staff support for the 2025 Tour de Murrieta Signature
Event; and
Provide direction to staff on next steps.
