CITY OF MURRIETA Thursday, May 2, 2024 Council Chambers Parks and Recreation 1 Town Square Commission Murrieta 92562 6:00 PM The City of Murrieta intends to comply with the Americans with Disabilities Act (ADA). Persons with special needs should call the Parks and Recreation Division at (951) 461-6187 or email at ROtis@MurrietaCA.gov at least 72 hours in advance. Present Chairperson Christopher Collopy, Commissioner Robin Gilliland, Commissioner John Hunneman, Commissioner Carmella Wood, and Vice Chair Paul Parker Absent None ROLL CALL Present Chairperson Christopher Collopy, Commissioner Robin Gilliland, Commissioner John Hunneman, Commissioner Carmella Wood, and Vice Chair Paul Parker Absent None PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Wood APPROVAL OF AGENDA Action: It was moved by Commissioner Hunneman, seconded by Commissioner Gilliland to approve the Agenda of the May 2, 2024 Regular Parks and Recreation Commission Meeting. The motion carried by the following vote: Ayes: Chairperson Collopy, Commissioner Gilliland, Commissioner Hunneman, Commissioner Wood, and Vice Chair Parker Noes: None Absent: None Page 1 of 4 Parks and Recreation Commission Meeting Minutes May 2, 2024 ADMINISTRATIVE UPDATE The Commission welcomed new Commissioner Robin Gilliland. Recreation Supervisor Victor Patino provided an update on the Youth Advisory Committee. Recreation Coordinator Joseph Baker provided and update on Senior Center programs and activities. Chair Collopy questioned the cost of the lunch program. Chair Collopy questioned seniors using B Street station for exercise. Recreation Supervisor Victor Patino provided an aquatics update. Chair Collopy questioned if there will be a gap in services moving to Vista Murrieta High School. Vice-Chair Parker questioned contractor being used. Commissioner Hunneman asked about funds for the Cal Oaks pool. Chair Collopy voiced transparency concerns regarding the Cal Oaks pool. Parks and Community Services Manager Lea Kolek provided an update on events for the remainder of 2024. Commissioner Hunneman voiced concerns about alcohol surcharge from Newman Hospitality Group and the starting time of event. Minutes Attachments: ATT 1 - March 7, 2024 Minutes Action: It was moved by Commissioner Hunneman, seconded by Vice-Chair Parker to adopt the Consent Calendar. The motion carried by the following vote: Ayes: Chairperson Collopy, Commissioner Gilliland, Commissioner Hunneman, Commissioner Wood, and Vice Chair Parker Noes: None Absent: None Page 2 of 4 Parks and Recreation Commission Meeting Minutes May 2, 2024 DISCUSSION 2. Field Allocation Policy Final Review Attachments: ATT 1 - Redlined Field Use and Allocation Policy ATT 2 - Clean Field Use and Allocation Policy (includes revisions) ATT 3 - Additional Prior Action Recreation Supervisor Victor Patino provided an update on language changes to the Field Use and Allocation Policy. There were no questions from the Commission. There were no public comments. Action: It was moved by Commissioner Hunneman, seconded by Commissioner Wood to approve staff's recommended updates to the Field Use and Allocation Policy and direct staff to bring the revised document before City Council for review and approval. The motion carried by the following vote: Ayes: Chairperson Collopy, Commissioner Gilliland, Commissioner Hunneman, Commissioner Wood, and Vice Chair Parker Noes: None Absent: None 3. Parks, Projects, and Maintenance Report Parks and Community Services Manager Lea Kolek gave an update on parks, projects and maintenance reports. There were no questions from the Commission. There were no public comments. 4. Recreation Activities and Events Report Attachments: ATT 1 - Park Ranger Report February 2024 ATT 2 - Park Ranger Report March 2024 Parks and Community Services Manager Lea Kolek gave an update on recreation activities and events. Vice-Chair Parker asked about food carts at Cal Oaks Sports Park. There were no public comments. 5. July 4, 2024 Commission Meeting Date Action: It was moved by Vice-Chair Parker, seconded by Commissioner Hunneman to cancel the regular Parks and Recreation Commission meeting on July 4, 2024 and schedule a special meeting for July 18, 2024. Chair Collopy expressed appreciation and welcome to Commissioner Gilliland. Chair Collopy asked about how to include items on upcoming agendas. Commissioner Hunneman asked for an update on the Park Naming policy. Commissioner Hunneman asked about commissioners being included at Council meetings.
