THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, October 2, 2019 Council of the Municipality of Murrysville held a Regular Voting Meeting on Wednesday, October 2, 2019, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Toni Brockway, Dayne Dice, Loren Kase, Josh Lorenz, Tony Spadaro, Carl Stepanovich and Mayor Synan. Also present were Chief Administrator, James Morrison, and Solicitor, George Kotjarapoglus. Council member Jamie Lee Korns was absent. REGULAR VOTING MEETING AGENDA ROLL CALL/VOTING ORDER: Tony Spadaro, Dayne Dice, Loren Kase, Toni Brockway, Josh Lorenz, Carl Stepanovich, Jamie Lee Korns - absent, and Mayor Synan – arrived after the roll call. PLEDGE OF ALLEGIANCE: Mr. Lorenz led the audience in the Pledge of Allegiance. UNISTED AMENDMENTS: None Mr. Dice moved to approve the agenda as presented. Ms. Brockway seconded. All present voted aye. Motion approved. CONSENT CALENDAR ITEMS A. September 18, 2019 Council Meeting Minutes Mr. Stepanovich moved to approve the consent calendar item. Mr. Spadaro seconded. All present voted aye. Motion approved. MAYOR’S COMMENTS: Mr. Morrison presented upcoming events on the Mayor’s behalf. Chili Oktoberfest will be held Saturday, October 12, at the Murrysville Volunteer Fire Company Pavilion from 1:00 – 5:00 p.m. $15 tickets support the Rotary’s many programs and can be purchased through Eventbite, a Murrysville-Export Rotary member, or the Recreation Department. There will be a TV set up showing the college football games that day. The 5th Annual Murrysville Halloween Parade will be Saturday, October 26, at 11:00 a.m. Registration is at 10:30 a.m. at Mother of Sorrows Church lower parking lot. For children six years old and under, line up will be at First Presbyterian Church, North Hills Road. The Trick or Treat on the Trail at Westmoreland Heritage Trail will also be Saturday, October 26, from 2:00 – 4:00 p.m. Thursday, October 31th is official Halloween night trick or treat this year from 7:00 – 9:00 p.m. Fall and Winter Programs begin October 16th and are available to Murrysville residents through the Recreation Program. Go to www.murrysvilleparecreation.com for a listing of events and activities. vmp -1- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, October 2, 2019 Congratulations to all of the residents of Murrysville for being named the Best Traditional Neighborhood in the Pittsburgh Area by Pittsburgh Magazine. Murrysville had some stiff competition, which included Cranberry, Peters Township and all of the suburban communities within Allegheny County. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Morrison stated that Sargent Wilhelm will be retiring after 35 years of service to the Municipality. A farewell party will be held October 8th in the Police Station. Sargent Wilhelm had several roles here, including training of the officers. He will be missed. October 26th from 9:00 a.m. – 2:00 p.m. will be Glass Recycling at Veterans Field parking lot. Flyers will be going out to the community this week. Murrysville Watch has appealed the Zoning Hearing Board decision to Common Pleas Court. The Zoning Hearing Board found in favor of the Municipality. The Municipality received notice of the appeal over the weekend. Mr. Morrison noted that between the Zoning Hearing Board hearing and legal representation, and legal representation of the Municipality, $40,000 has been spent to date. COMMUNITY INPUT: Mr. Lorenz stated that this is the opportunity for members of the community to speak to Council about anything they’d like to talk about, as long as it is three minutes or less. This is not for the public hearing Titan Well Pad issue. There was no community input. LIAISON COMMENTS AND COMMITTEE REPORTS: Mr. Spadaro: The Planning Commission met last night and had a Public Hearing for a re-zoning request for MAGAM Investment Associates, LP, Application No. Z-1-19, located at the intersection of Kistler Road and Route 22. The parcel is 3.65 acres. The applicant wanted to change the zoning of the property from B- Business to MU-Mixed Use for apartments and businesses. The Planning Commission moved that onto their voting meeting, approved the re-zoning, and forwarded it on to Council. The Planning Commission also had a discussion on a proposed ordinance regulating small wireless antennas. Mr. Morrison had presented the Commission with some right-of-way designs and some ordinances to look at. Crown Castle wants to be treated as any other utility company for their 5G service. The Planning Commission decided that they would like to have a presentation from Crown so that they can ask questions about their concerns. Mr. Morrison noted that Council had discussed this a little bit at the last Council meeting, but he is having a difficult time finding experts for the impact of the radio waves. If anyone has any knowledge of someone that can address that issue, please contact him. Mr. Stepanovich: The Environmental Advisory Committee did not meet in September. Parks and Recreation meets next week. Mr. Kase: He was unable to attend the Medic One meeting, but was informed that there was nothing out of standard operations to report. Mr. Dice: FTMSA met at the end of September. The planning module to abandon the Bel Aire Pump Station was submitted to the DEP. The manhole repair and location continues. To date they have found about 3,000 of the total estimated 5,000. The contractor State Pipe has begun its job of repairing all vmp -2- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, October 2, 2019 manholes with FTMSA making any emergency repairs. The contractor Red-Zone is continuing with televising all of the interceptors and, in that same vain, FTMSA is currently engineering some planned repairs to the Heather Highlands interceptor where there are some alignment problems. FTMSA has inspected every pump station and will do the necessary repairs. This will be added to the capital projects which might be the next bond issue. Regarding the COA, which has been approved by all municipalities, the FTMSA has come up with a spreadsheet that provides dates when those repairs should be started. The first progress report under the COA is due March 2020. Ms. Brockway: The Library Board is grateful to those who attended the annual joint meeting of the Murrysville Community Library Board of Trustees and Foundation on September 24th. There was a wonderful turnout of community members. The October featured artist of the month from East Suburban Artist League is Bob Bickers. His work is on display for the entire month. Saturday, October 5th at 2:00 p.m. is Raven about Poe, a book discussion celebrating the life and death of Edgar Allen Poe. Light refreshments will be available. Colonel Nancy Anderson of the United States Marine Corps will present a talk on Monday, October 14th at 6:30 p.m. about her book, The Very Few, The Proud: Women in the Marine Corps, 1977 - 2001. You can register on line, over the phone, or stop by the circulation desk. Consider approval of S-4-19, Powers Subdivision, a two lot subdivision located at 4913 Logan Ferry Road, tax parcel 49-03-00-0-023, R-R Zoning Ms. Brockway made a motion to approve S-4-19, Powers Subdivision, a two lot subdivision located at 4913 Logan Ferry Road, tax parcel 49-03-00-0-023, R-R Zoning. Mr. Dice seconded. Mr. Morrison stated that this is a minor subdivision application subdividing one existing tract located at 4913 Logan Ferry Road into two lots. Total acreage of the property is 28.38 acres. No new land development is proposed at this time. A CONTINUATION OF PUBLIC HEARING FOR CU-1-18 CONDITIONAL USE AND CU-2-18 MAJOR EXCAVATION FOR CONSTRUCTION AND OPERATION OF THE TITAN WELL PAD, 6189 BOLLINGER ROAD A Public Hearing was held at 7:20 p.m. for CU-1-18 Conditional Use and CU-2-18 Major Excavation for construction and operation of the Titan Well Pad, located at 6189 Bollinger Road. Stenographer, Ms. Frost, recorded the proceedings. The Public Hearing closed at 9:15 p.m. The Regular Voting Meeting and Public Hearing were broadcast on local government Channel 19.
