COUNCIL OF THE MUNICIPALITY OF MURRYSVILLE Reorganizational Meeting – Thursday, January 2, 2020 Council of the Municipality of Murrysville held its Reorganizational Meeting on Thursday, January 2, 2020, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Toni Brockway, Dayne Dice, Loren Kase, Jamie Lee Korns, Mac McKenna, Tony Spadaro, and Carl Stepanovich. Also present were Mayor Regis Synan, Chief Administrator, James Morrison, Finance Director, Diane Heming, Public Works and Parks Director, Bill Paiano, Director of Recreation, Carly Greene, and Solicitor, George Kotjarapoglus, Prior to the start of the Council meeting, Westmoreland County Judge Rita Hathaway, administered the oath of office to the following: Regis J. Synan, Mayor Jamie Lee Korns – Council Member Mac McKenna – Council Member Tony Spadaro – Council Member REORGANIZATIONAL MEETING CALL TO ORDER: Mayor Synan called to order the Reorganizational Meeting of Thursday, January 2, 2020. PLEDGE OF ALLEGIANCE: Mayor Synan led the audience in the Pledge of Allegiance. Pastor Dan Lawrence welcomed the new council and leaders and offered a word of prayer and invocation. DETERMINATION OF VOTING ORDER – ROLL CALL: Verdale Price determined the voting order and called the roll: Dr. Lee Korns, Mr. Kase, Mr. Spadaro, Mr. Dice, Mr. Stepanovich, Mr. McKenna, Ms. Brockway, and Mayor Synan. ELECTION OF COUNCIL OFFICERS: 4.A. ELECTION OF PRESIDENT OF COUNCIL: Dr. Lee Korns nominated Loren Kase for President of Council. Mr. Spadaro nominated Dayne Dice for President of Council. Hearing no further nominations, Mayor Synan closed the nominations. Upon a roll call vote: Dr. Lee Korns – Loren Kase, Mr. Kase – Loren Kase, Mr. Spadaro – Dayne Dice, Mr. Dice – Dayne Dice, Mr. Stepanovich – Dayne Dice, Mr. McKenna – Dayne Dice, and Ms. Brockway – Loren Kase. End tally was 4 votes for Dayne Dice and 3 votes for Loren Kase. Dayne Dice was elected President of Council for the Municipality of Murrysville for the Year 2020. 4.B. ELECTION OF VICE-PRESIDENT OF COUNCIL: Dr. Lee Korns nominated Loren Kase for Vice-President of Council. Mr. Dice nominated Tony Spadaro for Vice-President of Council. Hearing no further nominations, Mayor Synan closed the nominations. 1 COUNCIL OF THE MUNICIPALITY OF MURRYSVILLE Reorganizational Meeting – Thursday, January 2, 2020 Upon a roll call vote: Dr. Lee Korns – Loren Kase, Mr. Kase – Loren Kase, Mr. Spadaro – Tony Spadaro, Mr. Dice – Tony Spadaro, Mr. Stepanovich – Tony Spadaro, Mr. McKenna – Loren Kase, and Ms. Brockway – Loren Kase. End tally was 4 votes for Loren Kase and 3 votes for Tony Spadaro. Loren Kase was elected Vice-President of Council for the Municipality of Murrysville for the Year 2020. 4.C. PRESENTATION OF THE GAVEL: Mayor Synan presented the gavel to Council President Dayne Dice who then took control of the meeting. ANNOUNCEMENT OF UNLISTED AMENDMENTS: None CONSENT CALENDAR ITEMS: 7.A. December 18, 2019, Council Meeting Minutes Mr. Kase moved to approve the Consent Calendar Items. Dr. Lee Korns seconded. Upon a roll call vote: Dr. Lee Korns - yes, Mr. Kase - yes, Mr. Spadaro - yes, Mr. Dice - yes, Mr. Stepanovich - yes, Mr. McKenna - yes, and Ms. Brockway - yes. Motion approved. COMMUNITY INPUT: None COMMENTS BY MAYOR SYNAN: Mayor Synan stated that AARP Tax-Aide with 2020 tax preparation will be held Friday, February 7, and February 21, Friday, March 6, and March 20 and Friday, April 3 at the Murrysville Community Center from 8:30 a.m. – 1:00 p.m. Be sure to bring your photo ID, social security card or Medicare card, W-2s, 1099s, deduction forms and a copy of last year’s tax return. Please contact your local AARP office for more information. Christmas tree recycling for Murrysville residents will be Saturday, January 4 and Saturday, January 11 from 9:00 a.m. – 1:00 p.m. at the Windstream parking lot near the Giant Eagle. Please remove all decorations, lights, tree skirts, bags, etc. This event is hosted by the Murrysville-Export Rotary. For more information, contact Westmoreland Cleanways and Recycling. COMMENTS BY THE CHIEF ADMINISTRATOR: Mr. Morrison stated that Jason Varner, Murrysville’s newest police officer will be sworn in on Friday at 10:00 a.m. in Council Chambers. All are invited. 11.A. Upon a roll call vote: Dr. Lee Korns - yes, Mr. Kase - yes, Mr. Spadaro - yes, Mr. Dice - yes, Mr. Stepanovich - yes, Mr. McKenna - yes, and Ms. Brockway - yes. Motion approved. 12. Engineering and Plan Review Services – Select One (1): KU Resources Mr. Stepanovich moved to appoint KU Resources for Engineering and Plan Review Services. Mr. Spadaro seconded. Upon a roll call vote: Dr. Lee Korns - yes, Mr. Kase - yes, Mr. Spadaro - yes, Mr. Dice – abstained because he has done legal work for KU Resources in the past, Mr. Stepanovich - yes, Mr. McKenna - yes, and Ms. Brockway - yes. Chaplain – Select One (1): Pastor Daniel Lawrence Dr. Lee Korns moved to appoint Pastor Daniel Lawrence as the Municipal Chaplain. Mr. McKenna seconded. Establish Council Meeting Dates and Times Mr. McKenna moved to approve the Council meeting dates and times, with Council Meetings to be held on the first and third Wednesday of each month, with the Regular Business Meeting beginning at 7:00 p.m. Public Hearings will begin at 7:00 p.m., with the Regular Voting Meeting immediately following the Public Hearings. Ms. Brockway seconded. Upon a roll call vote: Dr. Lee Korns - yes, Mr. Kase - yes, Mr. Spadaro - yes, Mr. Dice - yes, Mr. Stepanovich - yes, Mr. McKenna - yes, and Ms. Brockway - yes. OLD BUSINESS: None NEW BUSINESS: None 7 COUNCIL OF THE MUNICIPALITY OF MURRYSVILLE Reorganizational Meeting – Thursday, January 2, 2020 OTHER BUSINESS: Mr. Spadaro stated that last week when he was off, he listened to the last Council meeting and could only hear about 50% of the meeting. The TV volume was up to 100. Most people are not talking into the microphone. Even when people from the audience are talking, they need pointed in the right direction. This is just a little housekeeping, if everyone could do better with speaking into their microphones and make sure the green light is on. ADJOURNMENT: Mr. Spadaro made a motion to adjourn the meeting. Mr. Kase seconded. All those present voted aye. Motion approved. The meeting was adjourned at 8:00 p.m. The Reorganizational Meeting was broadcast on local government Channel 19. A true and correct copy of the Council Meeting DVD is available for the public to purchase from the Municipality of Murrysville and is in the Murrysville Public Library for review. 8
