THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, October 21, 2020 Council of the Municipality of Murrysville held a Regular Voting Meeting on Wednesday, October 21, 2020, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Toni Brockway, Dayne Dice, Loren Kase, Jamie Lee Korns, Mac McKenna, Tony Spadaro, Carl Stepanovich and Mayor Synan (arrived later). Also present were Chief Administrator, James Morrison, Director of Finance, Diane Heming, and Solicitor, George Kotjarapoglus. PUBLIC HEARING FOR THE TRANSFER OF A LIQUOR LICENSE R-14228 ISSUED TO PALOMBO’S BAR AND RESTAURANT, INC., 1085 INDUSTRIAL BOULEVARD, DERRY TOWNSHIP, WESTMORELAND COUNTY TO 5549 OLD WILLIAM PENN HIGHWAY, LLC, A RESTAURANT FACILITY LOCATED IN THE MUNICIPALITY OF MURRYSVILLE LOCATED AT 5549 OLD WILLIAM PENN HIGHWAY A Public Hearing was held at 7:03 p.m. concerning the transfer of a liquor license R-14228 issued to Palombo’s Bar and Restaurant, Inc., 1085 Industrial Boulevard, Derry Township, Westmoreland County to 5549 Old William Penn Highway, LLC, a restaurant facility located in the Municipality of Murrysville. Chris Nichols, on behalf of the applicant Chris Juricich, stated that this deals with a liquor license agreement from Palombo’s Bar and Restaurant in Derry. Under the Liquor Code, anytime there is a transfer of a liquor license between municipalities, the receiving municipality must first approve that transfer before an application to the Liquor Board can begin. Mr. Juricich is trying to obtain this liquor license to accommodate his guests. The establishment is a pizza and Italian restaurant located on Old William Penn Highway, a newer building, which will be open from 11:00 a.m. – 9:00 p.m. weekdays and 11:00 a.m. – 10:00 p.m. on Fridays and Saturdays. There is not a bar in the establishment, just a service bar. Right now only beer and wine will be served. Mr. Stepanovich asked if just beer and wine – not liquor, is a choice or can he later on provide liquor. Mr. Nichols stated that under the Liquor Code, he will be getting a restaurant liquor license which allows beer, wine and liquor to be sold. However, Mr. Juricich’s intentions right now are just to serve beer and wine. Mr. Juricich stated that right now they plan on using all local breweries and wineries. He would like to offer beer and wine with dinners. This is a family restaurant with a service bar. Mr. McKenna asked if there were other locations of this restaurant. Mr. Juricich stated that this is a new restaurant. Mr. McKenna asked what the capacity of the establishment was right now. Mr. Juricich answered that there are fifty seats in the dining room and there will be outdoor patio seating in the front and in the back. Mr. Spadaro asked if there will be a six-pack shop or beer to go. Mr. Juricich stated that most will be on tap, but there will be some beer in bottles to go. There was no public comment. Mr. Spadaro moved to close the Public Hearing. Mr. Kase seconded. All present voted aye. Motion approved. The Public Hearing was closed at 7:11 p.m. vmp -1- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, October 21, 2020 PUBLIC HEARING FOR THE HILLSTONE VILLAGE PRD, A PLANNED RESIDENTIAL DEVELOPMENT PROPOSING TO SUBDIVIDE AND DEVELOP A 37 ACRE TRACT LOCATED ALONG HARRISON CITY ROAD CURRENTLY IDENTIFIED AS WESTMORELAND COUNTY TAX PARCEL 49-20-00-0-026 A Public Hearing was held at 7:12 p.m. concerning the Hillstone Village PRD, a planned residential development proposing to subdivide and develop a 37 acre tract located along Harrison City Road currently identified as Westmoreland County Tax Parcel 49-20-00-0-026. Bruce Corna, Vice President, A. Richard Kacin, Inc., stated that he and Greg Kourniotis, from the engineering firm of Mitall Division of KU Resources are here tonight to present Hillstone Villages, otherwise known as the Torrance Farm located on Harrison City Road at Claridge Road. Mr. Corna stated that they are proposing a PRD plan within the R-2 Zoning District. The plan consists of 20 single family homes and 22 carriage homes. Homes will be from 2,000 – 3,000+ square feet or 1/3 acre with a price range from $400,000 to $600,000 and above. There is a need in Murrysville for single family homes with a tighter development for people who already live in Murrysville and want to downsize. Hillstone would have a clubhouse, sidewalks, recreation area, pocket park, all maintained by a Homeowners Association. By using the PRD Ordinance, they will only be disturbing about 16.15 acres of the 37 acres and preserving as much of the green land as possible. None of the wetlands will be disturbed. There are all public utilities for the site. The streets will be proposed to the Municipality to be accepted. The detention basins will be retained by the Homeowners Association who will also maintain them. The Municipal Ordinance calls for 30% of the property to be open space. There is about 36% proposed. Mr. Corna presented a drawing of the plan. Landscaping will be a lot of trees along Harrison City Road, some fencing and some low vegetation. Trees will be planted around the detention basin. Street lights will be on each property as a post light. A traffic assessment and study has been submitted to the Municipal Engineer. They have submitted an application to the county for a HOP permit for Harrison City Road. All required plans and reports have been submitted to the Municipality. There are a few modifications they are asking for. One is a reduction of Clubhouse Drive from 28 feet to 26 feet. They are also looking for reduction in setbacks on all lots to 20 feet, side yards on carriage homes to 10 feet on each side for a total of 20 feet, and side yards on the single family homes to 15 feet for a total of 30 feet. Average frontage on each lot is around 90 feet. Rear yard setback would be 20 feet. Under the PRD concept, you are trading lot size for preservation of the environment. People don’t want big lots anymore and they want ranch homes. All homes will be built by Kacin. There was no public comment. Mr. Stepanovich moved to close the Public Hearing. Mr. Kase seconded. MAYOR’S COMMENTS: Mr. Morrison stated that the Murrysville Community Library will recognize retiring children’s services librarian Carol Siefken with an October 24th car parade with a medieval theme celebrating Siefken as “The Queen of Storybooks.” The parade will begin at 2:00 p.m. in the library’s parking lot, 4130 Sardis Road in Murrysville. Trick or Treat will be Saturday, October 31st from 5:00 – 7:00 p.m. Adhere to social distancing guidelines. Please turn off porch lights if you don’t want to participate. Be safe and have fun! Firefighters Christmas Brunch sponsored by Murrysville Woman’s Club will be Saturday, November 14th at 10:00 a.m. at Lamplighter Restaurant, Route 22, Delmont. Price is $25. The Murrysville Woman’s Club raises funds each year and distributes to the three volunteer fire companies here in Murrysville. The Franklin Regional School District Boys Golf Team beat defending WPIAL and PIAA champion Fox Chapel by three strokes. This is the first team title in school history. Congratulations to Michael Wareham, Chuck Tragesser, Luke Kimmich, Nolan Shilling, Jeff Anderchak, Zach Abdallah, Coach Traphagen, and Coach Earl. The team now turns their attention to the PIAA tournament which will be held at Heritage Hills in York, PA on October 26th. Go Panthers! Proclamation declaring October 24, 2020 as Carol Siefken Day: Mr. Dice read the Mayor’s Proclamation declaring October 24, 2020 as Carol Siefken Day. Carol began her journey with the Murrysville Community Library as the Coordinator of Youth Services in June of 1987 and after 33 years of service is retiring. Carol successfully created thirty-three Summer Reading Programs and an average of sixty-two programs per summer inspiring a love of reading through joy, positivity, encouragement, and a costume wardrobe coveted by so many. Carol formed a lasting relationship with the Municipality and Recreation Department, fostered programs in the parks, and built unbreakable community relations while watching children grow, learn and read. Carol thanked Council for their unending support and stated that she loved every day of her job. It is her wish, for whoever is the lucky person to replace her, that they will have a percentage of the joy that she has felt serving this municipality. Carol expressed her grateful thanks to her friends in the audience representing the Murrysville Community Library Foundation, the Library Board, and all that they have done to enable children and families to enjoy a library such as the Murrysville Library and the mission to become lifelong learners. vmp -3- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, October 21, 2020 CHIEF ADMINISTRATOR’S COMMENTS: Mr. Morrison stated that Fall Cleanup is November 7th, 21st and December 5th. Call Republic Services for pickup. Westmoreland Cleanways will have a Household Hazardous Waste Collection on Saturday, November 21st from 9:00 a.m. – 1:00 p.m., 355 Pleasant Unity Mutual Road, Greensburg. Call to pre-register at 1-866-815- 0016. Demonstration of a ladder truck that Murrysville Volunteer Fire Department is contemplating purchasing will be on October 29th at 5:00 p.m. at the station for any Council members who would like to attend. A national company, Advisor Smith, annually rates the safest towns in America. Murrysville was listed as the 8th safest midsize city in Pennsylvania. Thank you to the volunteers of Olympus Energy who did a cleanup of the Riparian Buffer at MCP. We are looking to make this an annual event, if not semi-annually, and hope they will adopt the facility going forward. The Municipality has applied to Westmoreland County for a $30,000 grant through the CARES Act for reimbursements of COVID related expenses. We are waiting to hear back. COMMUNITY INPUT: None LIAISON COMMENTS AND COMMITTEE REPORTS: Mr. McKenna: Parks and Recreation Board did meet this month. Trick or Treat on the trail is October 31st. Registration is full. If any businesses or organizations would like to participate to hand out treats to the 200 children, please contact the Recreation Department. The Oktoberfest event with Murrysville-Export Rotary held on September 25th went extremely well, even with the COVID limitation in place. There are already 2021 plans for this event. Thank you to everyone supporting this event. The Drive-In Fireworks on September 26th to celebrate Murrysville were beautiful and enjoyed by all in attendance. Thank you to Mayor Synan, staff, and the wonderful private contributors. The Duff Park Stewardship Program has been completed. The Commission members will begin work on the next park stewardship, which according to the acquisition timeline, it should be Kovalczik Park. Ms. Brockway: Just a reminder that if you’d like to show your personal support for Carol Siefken and all she has done for you and the community, the car parade is Saturday, October 24th, 2:00 p.m., at the Library. Mr. Stepanovich: Planning Commission will meet at 7:00 p.m., Tuesday, November 3rd on Election Day. Mr. Spadaro: Medic One met last Thursday. They went over a lot of their conduct procedures like who should attend board meetings or not attend board meetings. During the past month, they had 1,439 trips; 155 was Washington Township. They also helped out Apollo and Vandergrift. They had 588 wheelchair calls and 155 911 calls. Medic One crews are all healthy with no COVID. They are getting a lot of calls from senior homes; some COVID, some the flu. Their next meeting will be the end of November. A Discussion concerning PRD-1-20, the Hillstone Village PRD, a planned residential development proposing to subdivide and develop a 37 acre tract located along Harrison City Road currently identified as Westmoreland County Tax Parcel 49-20-00-0-026 Mr. Morrison stated that if Council is prepared, this can be brought back to the November 4th meeting for consideration of approval of the preliminary plan. The only thing we are waiting on is the stormwater management review. Mr. Dice asked if Council agreed that this be brought back next meeting. Council agreed. 11.B. A Discussion concerning Resolution # 727-20, a Resolution authorizing the transfer of a liquor license R-14228 issued to Palombo’s Bar and Restaurant, Inc., 1085 Industrial Boulevard, Derry Township, Westmoreland County to 5549 Old William Penn Highway, LLC, a restaurant facility located in the Municipality of Murrysville located at 5549 Old William Penn Highway Mr. Morrison stated that this will be brought back by resolution at the November 4th meeting. Mr. Morrison stated that this Ordinance consolidates all these past Ordinances and sets up the Policies and Procedures for not only the acquisition of fire equipment but also the maintenance of that fire equipment. That equipment is in the name of the Municipality. The reinstatement and consolidation includes the establishment of a fire equipment committee, equipment purchasing procedures, equipment maintenance policies and procedures and insurance requirements. Ordinance No. 1029-20 does not propose real estate tax millage for this fund to increase in 2021 and does not propose an update to the Municipality’s support to Medic One. This will be proposed later in a separate ordinance.
