COUNCIL OF THE MUNICIPALITY OF MURRYSVILLE Reorganizational Meeting – Monday, January 4, 2021 Council of the Municipality of Murrysville held its Reorganizational Meeting on Monday, January 4, 2021, at 7:00 p.m. in the Municipal Building and via Zoom. Present at the meeting were Council member Carl Stepanovich and Chief Administrator, James Morrison. Attending via Zoom were Council members Toni Brockway, Dayne Dice, Loren Kase, Jamie Lee Korns, Mac McKenna, and Tony Spadaro, along with Mayor Regis Synan, and Solicitor, George Kotjarapoglus. REORGANIZATIONAL MEETING CALL TO ORDER: Mayor Synan called to order the Reorganizational Meeting of Monday, January 4, 2021. PLEDGE OF ALLEGIANCE: Mayor Synan led the audience in the Pledge of Allegiance. DETERMINATION OF VOTING ORDER – ROLL CALL: Verdale Price determined the voting order and called the roll: Mr. Dice, Mr. Spadaro, Mr. Kase, Ms. Brockway, Mr. McKenna, Mr. Stepanovich, Dr. Lee Korns (joined the meeting after Item 4.A), and Mayor Synan. ELECTION OF COUNCIL OFFICERS: 4.A. Election of President of Council: Mr. Kase nominated Dayne Dice for President of Council. Hearing no further nominations, Mayor Synan closed the nominations. Upon a roll call vote: Mr. Dice – yes, Mr. Spadaro – yes, Mr. Kase – yes, Ms. Brockway – yes, Mr. McKenna – yes, and Mr. Stepanovich – yes. Dayne Dice was elected President of Council for the Municipality of Murrysville for the Year 2021. 4.B. Election of Vice-President of Council: Ms. Brockway nominated Loren Kase for Vice-President of Council. Hearing no further nominations, Mayor Synan closed the nominations. Upon a roll call vote: Mr. Dice – yes, Mr. Spadaro – yes, Mr. Kase – yes, Ms. Brockway – yes, Mr. McKenna – yes, Mr. Stepanovich – yes, and Dr. Lee Korns – yes. Loren Kase was elected Vice-President of Council for the Municipality of Murrysville for the Year 2021. 4.C. Presentation of the Gavel: Mayor Synan presented the gavel to Council President Dayne Dice who then took control of the meeting. ANNOUNCEMENT OF UNLISTED AMENDMENTS: None CONSENT CALENDAR ITEMS: 7.A. December 16, 2020, Council Meeting Minutes 1 vmp COUNCIL OF THE MUNICIPALITY OF MURRYSVILLE Reorganizational Meeting – Monday, January 4, 2021 Mr. Stepanovich moved to approve the Consent Calendar Items. Ms. Brockway seconded. All those present voted aye. Motion approved. COMMUNITY INPUT: None COMMENTS BY MAYOR SYNAN: Mayor Synan stated that the million dollar question right now is, “When can I get my shot (vaccine)?” Our information is very limited. Hospitals at this time are only giving shots to their high priority staff and emergency services personnel. The State is supposed to issue news on Wednesday, January 6th, as to what the next stage will be. The PA Department of Health is in charge of this operation and we will let you know as soon as we hear something. COMMENTS BY THE CHIEF ADMINISTRATOR: Mr. Morrison stated that in following up with the Mayor’s comments, there have been five police officers who had COVID-19. All have recovered and are back on the job. There have been five public works employees who tested positive for COVID. Two are still off. The Municipality is trying to prioritize in getting the police vaccinated. Dr. Lee Korns asked if it was going to be required that police and other personnel get the vaccine or just strongly encouraged. Mr. Morrison stated that we would strongly encourage them to get the vaccine once the local pharmacies like CVS or Walgreens receives the vaccine for distribution. The National Labor Relations Board has not issued a statement yet on where they stand on this issue, so it is wide open at this point. It would come down to personal liberty issues versus mandate from the employer. No decision has been made and this will be brought to Council when the time comes for their input. 11.A. Appointments to Boards and Commissions Environmental Advisory Council (2 slots for 3 years): Mr. Stepanovich moved to appoint Graham Brown to the EAC. Mr. McKenna seconded. All present voted aye. Appointment approved. Mr. Morrison noted that another application was received for the EAC and will be brought back at a future meeting. Franklin Township Municipal Sanitary Authority (1 slot for 5 years): Mr. McKenna moved to appoint William Bell to FTMSA. Mr. Spadaro seconded. All present voted aye. Appointment approved. Library Board (3 slots for 3 years): Dr. Lee Korns moved to appoint Susan Long, Theo van de Venne, and Charles Greenberg to the Library Board. Ms. Brockway seconded. All present voted aye. Appointments approved. Parks and Recreation Commission (2 slots for 3 years and 1 slot for 1 year): Mr. McKenna moved to appoint Michael Caruso and Dave Metzgar for three year terms and Herb Yingling (FRSD) for one year. Mr. Stepanovich seconded. All present voted aye. Appointments approved. Pension Plan Investment Management Committee (2 members 1 year): Dr. Lee Korns moved to reappoint Larry Schultz and Mark Miller to the Pension Plan and Investment Committee. Mr. Spadaro seconded. All present voted aye. Appointments approved. Personnel Board (1 slot for 3 years): Dr. Lee Korns moved to reappoint James Drnjevich to the Personnel Board. Mr. Spadaro seconded. All present voted aye. Appointment approved. Planning Commission (1 slot for 4 years): Dr. Lee Korns moved to appoint Robert Mitall to the Planning Commission. Mr. Kase seconded. Establish Council Meeting Dates and Times Mr. McKenna moved to set the Council meeting dates and times, with Council Meetings to be held on the first and third Wednesday of each month, with the Regular Business Meeting beginning at 7:00 p.m. Public Hearings will begin at 7:00 p.m., with the Regular Voting Meeting immediately following the Public Hearings. Mr. McKenna moved to reaffirm the bonding of Officials in the amounts as listed in item 13.F. 1 through 7. Ms. Brockway seconded. Mr. Dice abstained, because he is listed as being bonded. All others present voted aye. Motion approved. ADMINISTRATION: 14.A. Reaffirm the Police Captain’s Agreement Between the Municipality of Murrysville and Captain Charles Tappe Dr. Lee Korns moved to approve the Police Captain’s Agreement between the Municipality of Murrysville and Captain Charles Tappe. Mr. Kase seconded. All present voted aye. Motion approved. 14.B. Accept the resignation of Terry Black from the Parks and Recreation Commission Mr. Spadaro moved to accept the resignation of Terry Back from the Parks and Recreation Commission. Mr. Kase seconded. All present voted aye. Motion approved. Mr. Dice stated that she should be sent a thank you letter for her services.
