THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, June 16, 2021 Council of the Municipality of Murrysville held a Regular Voting Meeting on Wednesday, June 16, 2021, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Toni Brockway, Dayne Dice, Loren Kase, Jamie Lee Korns, Mac McKenna (arrived later), Tony Spadaro, Carl Stepanovich and Mayor Synan. Also present were Chief Administrator, James Morrison, and Solicitor, George Kotjarapoglus. REGULAR VOTING MEETING AGENDA ROLL CALL/VOTING ORDER: Mac McKenna (arrived at 7:20 p.m.), Dayne Dice, Jamie Lee Korns, Loren Kase, Tony Spadaro, Toni Brockway, Carl Stepanovich, and Mayor Synan. PLEDGE OF ALLEGIANCE: Mr. Dice led the audience in the Pledge of Allegiance. UNISTED AMENDMENTS: Mr. Morrison stated that there was one proposed amendment for 16.A under Public Works and Parks, to consider approval of contract with Mackin Engineering to perform survey work at the amphitheater site at Murrysville Community Park. Mr. Stepanovich made a motion to add the Mackin Engineering proposal as item 16.A. on the agenda. Mr. Spadaro seconded. All those present voted aye. Motion approved. CONSENT CALENDAR ITEMS A. Accounts Payable B. Cash Investments and Transfers C. June 2, 2021 Council Meeting Minutes Mr. Dice noted that he will abstain from any accounts payable matters or any cash investments related to KU Resources because he has done legal work for them. Mr. Spadaro made a motion to approve the Consent Calendar Items. Dr. Lee Korns seconded. All those present voted aye. Motion approved. MAYOR’S COMMENTS: Mayor Synan stated that the Franklin Regional School District is offering Grab & Go Meals to any current student or children 18 or under who live in the Franklin Regional community. The Municipality of Murrysville and Republic Services is sponsoring a Glass Recycling “Pop-Up” Collection Event on Saturday, June 19th at Veterans Field parking lot, 4200 Sardis Road, from 9:00 a.m. – 2:00 p.m. Also at that event, residents are encouraged to support the Loaves and Fishes Emergency Food Pantry by donating non-perishable food items. Food pantry volunteers will be at the pavilion accepting drive-thru donations during the same hours. Tuesdays at Townsend got off to a bang last week with thunder and lightning. The next concert is Tuesday, June 22th. The lineup is music by the Rust Project, food by Cilantro & Ajo, and drinks and cornhole with Sly Fox Pittsburgh Taphouse. It is a free live performance from 6:30 – 8:00 p.m. vmp 1 THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, June 16, 2021 Representative Bob Brooks invites you to his Shredding Event on Saturday, June 26th from 9:00 – 11:00 a.m. at the Franklin Regional High School. Residents are encouraged to drop off documents that contain sensitive information to be shredded at no cost. You are invited to watch as your personal documents are being shredded. There is a five-box limit. No businesses please. The event will be limited to the first 150 cars. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Morrison stated that in regard to the Glass Recycling – get there early; it fills up fast. The staff has submitted the application to the State for American Rescue Funds. Notice was received that the application was received and is under review. Staff is currently working on a list of projects to present to Council in July for review and comment. COMMUNITY INPUT: None LIAISON COMMENTS AND COMMITTEE REPORTS: Mr. Stepanovich: The Parks and Recreation Foundation met last Tuesday. The Chalk the Walk project goal was $2,500 and $1,035 has been raised so far. The treasury report shows there was an excess of $63,000. The Iron Rangers Collection Box has been received and is yet to be installed. The concrete cornhole game has been ordered for Townsend Park. The fundraiser leadership team is yet to be determined. The next meeting is July 13th. The Planning Commission met last Tuesday. Discussed was the interconnection between the Titan Well pad pipe and connecting with the Eastern Gas Transmission pipeline along Route 66. Hyperion is a subsidiary of Olympus, who owns the pad. There were 3 people present: An Environmental Consultant, Project Manager, and an attorney from Hyperion. On the site there will be an interconnection which will basically clean the gas, measure the volume, and connect to the 12-inch pipe which will be buried 4 feet under the ground. Local emergency responders will be advised. Mr. Stepanovich asked Mr. Morrison if the questioned 12-foot road width had a conclusion. Mr. Morrison stated that a response has not been received yet. The next meeting of the Planning Commission will be July 13th. Ms. Brockway: Murrysville Community Library Summer Reading Program is in full swing. Register online at murrysvillelibrary.org under the Summer Reading tab or stop by the library. Other programs coming up are: June 18th at 12:00 p.m. join the National Aviary in a virtual trek across the globe discovering all 18 species of penguins, plus get an exclusive behind the scene tour of the Aviary. This is a virtual program, and the link will be sent out the day before. June 19th at 11:00 a.m. join James Zimmerman of the Pittsburgh Area Geocaching Association to learn the ins and outs of geocaching for the first time. The group will meet at Townsend Park. June 21st at 6:00 p.m. join Author Jennifer Sopko as she talks about Idlewild, Pennsylvania’s oldest amusement park. This event will be held at the library in the new TechNook area. June 23rd at 11:00 a.m. join the Murrysville Garden Club for fun with planting, singing, and stories all about pollinators. This program will be held at Townsend Park lower pavilion. Consider approval of a Five-Year Agreement with Republic Services for Refuse and Recycling Services. Mr. Stepanovich made a motion to approve the five-year agreement with Republic Services for refuse and recycling services. Mr. Spadaro seconded. Mr. Morrison stated that this was present at the last meeting. Bids were solicited with 3 responses. Republic Services was the lowest response. The program and service has not changed. Prices will stay firm for the first year. Upon a roll call vote: Mr. Dice – yes, Dr. Lee Korns – yes, Mr. Kase – yes, Mr. Spadaro – yes, Ms. Brockway – yes, and Mr. Stepanovich - yes. Motion approved. Mr. Stepanovich added that there is 10% discount for seniors. The number can be found on your bill, which is 724-887-9400. 13.B. Consider Re-Affirmation of the Police Chief’s Agreement between the Chief of Police and the Municipality of Murrysville. Mr. Spadaro made a motion to Re-Affirmation the Police Chief’s Agreement between the Chief of Police and the Municipality of Murrysville. Dr. Lee Korns seconded. Upon a roll call vote: Mr. Dice – yes, Dr. Lee Korns – yes, Mr. Kase – yes, Mr. Spadaro – yes, Ms. Brockway – yes, and Mr. Stepanovich - yes. Motion approved. 13.C. Consider Authorization to Accept Forfeited Property from the Commonwealth of Pennsylvania. Ms. Brockway made a motion to consider acceptance of real property from the Commonwealth of Pennsylvania. Mr. Stepanovich seconded. Mr. Morrison stated that this was property made available to the Municipality as a result of drug bust. Motion approved. COMMUNITY DEVELOPMENT: 14.A. Consider Approval of CU-2-21, Murrysville Racquet Club, Tax ID 49-14-05-0-072 for the construction of six (6) outdoor tennis courts located at 4062 Norbatrol Court, Murrysville, PA 15668, B-Zoning. Dr. Lee Korns made a motion to approve CU-2-21, Murrysville Racquet Club, Tax ID 49-14-05-0-072 for the construction of six (6) outdoor tennis courts located at 4062 Norbatrol Court, Murrysville, PA 15668, B- Zoning to include the waiver and the conditions of approval as identified in the briefing. Mr. Stepanovich seconded. Ms. Brockway stated that she had a question regarding the maintenance of the outdoor courts. She noted that she has had a few (3) anonymous concerns about the indoor courts not being maintained very well in regard to cleanliness, overflow of garbage, and a dead mouse being found on the court. Mr. Hafeez in response said that they have a cleaning company that takes care of the indoor courts. They have had customers that commented that the facility was very well cleaned, along with the bathrooms. The outdoor courts will be maintained on a daily basis and making sure that the garbage is emptied. Because of the fluff on the tennis ball, the courts get swept every 3 days and it is not swept into the corners. Mr. Hafeez noted that they have about 200 members and about 70-80 children. He has not heard any complaints, but 3 complaints are 3 too many and will look into that. Dr. Lee Korns asked the applicant if he accepts all the conditions that the Municipality presented. Consider Approval of Resolution 737-21, a Resolution Amending the Municipality’s Act 537 Plan, the Pennsylvania Sewage Facilities Act to permit a new sanitary sewer treatment facility, 2784 Pleasant Valley Road, Murrysville, PA. Ms. Brockway seconded. At this time, Mr. McKenna arrived. Mr. Morrison stated that this was a non-traditional sewage facility that will be installed at a property as stated in the briefing on Pleasant Valley Road for a housing construction. Mr. Stepanovich asked what non- traditional meant. Mr. Morrison answered that it would be treated on-site, not by a septic system. Motion approved. vmp 4 THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, June 16, 2021 ENGINEERING: 15.A. Consider Authorization to Approve Ordinance # 1044-21, an Ordinance Accepting Road Right-of-Way along Silvis and Bollinger Road for purposes of road widening for the Titan Well. Mr. Spadaro made a motion to consider authorization to approve Ordinance # 1044-21, an Ordinance accepting road right-of-way along Silvis and Bollinger Road for purposes of road widening for the Titan Well project. Mr. Kase seconded. Mr. Morrison stated that this was part of the Condition Use approval for the Titan Well pad for Olympus to widen the road for passing of two trucks at the same time. This is acceptance of the right-of-way for them to perform the work to widen the roads. Upon a roll call vote: Mr. McKenna – yes, Mr. Dice – yes, Dr. Lee Korns – yes, Mr. Kase – yes, Mr. Spadaro – yes, Ms. Brockway – yes, and Mr. Stepanovich - yes. Motion approved. PUBLIC WORKS AND PARKS: 16.A. Consider Approval of a Contract with Mackin Engineering to Perform Survey Work at the Amphitheater Aite at Murrysville Community Park. Dr. Lee Korns made a motion to approve a contract with Mackin Engineering to perform survey work at the amphitheater site at Murrysville Community Park in the amount of $4,600.00. Ms. Brockway seconded. Mr. Morrison stated that this is to proceed. Staff is still negotiating the design surfaces at this time, but they wanted to get the survey done to be prepared once the negotiations are complete. Upon a roll call vote: Mr. McKenna – yes, Mr. Dice – yes, Dr. Lee Korns – yes, Mr. Kase – yes, Mr. Spadaro – yes, Ms. Brockway – yes, and Mr. Stepanovich - yes. Motion approved. OLD BUSINESS: None NEW BUSINESS: Public Works Negotiating Committee Mr. Dice stated that Council members are needed to attend the Public Works negotiating sessions. Mr. Dice and Mr. Kase agreed to be on the committee and asked if everyone on Council was OK with that. Council agreed. Mr. Morrison noted that negotiations would probably begin in September.
