THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday June 1, 2022 Council of the Municipality of Murrysville held a Regular Voting Meeting on Wednesday, June 1, 2022, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Dayne Dice, Jamie Lee Korns, Jason Lemak, Jamie Lingg, Mac McKenna, Tony Spadaro, Carl Stepanovich, and Mayor Synan. Also, present were Chief Administrator, James Morrison, Director of Recreation, Carly Greene, and Director of Public Works, Bill Paiano. REGULAR VOTING MEETING AGENDA ROLL CALL/VOTING ORDER: Mac McKenna (arrived after roll call), Jamie Lingg, Jamie Lee Korns, Carl Stepanovich, Dayne Dice, Jason Lemak, Tony Spadaro, and Mayor Synan. PLEDGE OF ALLEGIANCE: Mr. Dice led the audience in the Pledge of Allegiance. UNISTED AMENDMENTS: None CONSENT CALENDAR ITEMS: 4.A. Approval of May 18, 2022, Council Meeting Minutes. Dr. Lee Korns made a motion to approve the minutes of May 18, 2022. Mrs. Lingg seconded. All those present voted aye. Motion approved. MAYOR’S COMMENTS: Murrysville Farmers’ Market starts this Thursday and will be every Thursday, June thru September, at 3235 Sardis Road from 3:00 pm – 7:00 pm. The next Glass Recycling “Pop-Up” Collection Event will be Saturday, June 11th at Veterans Field parking lot, 4200 Sardis Road, from 9:00 am – 2:00 pm. This event is sponsored by the Municipality of Murrysville and Republic Services. Residents are encouraged to support the Loaves and Fishes Emergency Food Pantry by donating non-perishable food items during the same hours. Tuesdays at Townsend, free live performances in the park from 6:30 pm – 8:00 pm on June 14 and 28, July 12, and 26, and August 9 and 23. Any cancellations will be posted on the Facebook event page and our website www.murrysvilleparecreation.com. Music Moves: Hop, Skip, and Jump: This is not a traditional dance lesson. Kids 4 to 5 will spend an hour listening, enjoying, and moving to music while interacting with each other. There will be exercises emphasizing rhythm and movement to music. Tuesdays, June 14 to July 19 from 10:00 am to 11:00 am at the Murrysville Community Center. Instructor is Erica Etzler and the fee is $15. Murrysville Concert in the Park is August 13th from 3:00 pm till dark. There will be fireworks, food, games, and live music. Mark your calendar. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Morrison stated that the new Chief Administrator will be sworn in on June 7th at 9:00 am here in Council Chambers. Everyone is invited to attend. Mr. Morrison stated that this is his last meeting as Chief Administrator. COMMUNITY INPUT: None LIAISON COMMENTS AND COMMITTEE REPORTS: Mr. Lemak: The Library met two weeks ago. A lot of effort has ben put into their summer reading program. Explore Oceans of Possibilities begins June 20th with signups starting June 13th. The Summer Kick-off: Movie Afternoon featuring Luca will be June 17th from 2:30-4:40 pm in the TechNook area of the Library. Registration is required. Stage Right presents PIRATES on Saturday, June 18th at 11:00 am. This is a musical about a salty crew of colorful scallywags. It’s a Hockey Night in Pittsburgh: 1893 to Today will be June 22nd from 6:00 pm to 7:00 pm in the Murrysville Municipal Building Council Chambers. Registration is required. Information on all of these events can be found on the library website. Mr. Stepanovich: The Planning Commission meets next week, and the Parks and Recreation Foundation will meet later this month. Mr. Spadaro: Medic One did meet this past month. They had 1,632 trips: 202 trips were for Washington Township, and there were 258 wheelchair transports. A crew was sent down to help with the fires in Kentucky. A sexual harassment training program was started for all their employees. Subscriptions are at $182,000. Mr. Spadaro noted that subscriptions are not donations – you get something for your money, which is free ambulance service. In Monroeville, every time an ambulance goes to your home, the cost is $225. If you pay for a subscription in Murrysville ($55 regular/$35 senior citizen) your ambulance is free. Dr. Lee Korns: Nothing new to report from the Pension Committee. On the agenda tonight is the Consent for Assignment of Morrison’s Investment Advisory Contract for our pension funds, which was discussed at last meeting. Mrs. Lingg: She attended the May 18th School Board meeting, which had nothing to report. The next meeting will be Committee of the Whole on June 20th. vmp -2- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday June 1, 2022 Mr. McKenna: The concrete cornhole has been installed at MCP and the gaga ball is up and running. Thank you to Public Works for getting the parks open and ready for the baseball season. Meetings are still taking place at the neighborhood parks, which have been very helpful. Last night was at Pedora. Mr. Dice: FTMSA did raise their rates. It is now a flat $55 for all customers in Murrysville. They did do away with the garbage disposal fee. They are well ahead of schedule with the DEP Consent Order. They hand out a large spreadsheet every meeting. They continue with upgrades to the plant that are necessary. They did vote to conditionally hire a few new employees. WORKSHOP ITEMS ADMINISTRATION: None ENGINEERING: None COMMUNITY DEVELOPMENT: None PUBLIC WORKS AND PARKS: 12.A. A discussion concerning alcohol permits for the new Clubhouse at Murrysville Community Park Carly Greene, Director of Recreation, stated that thanks to the many people who contributed and donated, and to Public Works, the Clubhouse is going to be open for rentals starting next week. The Open House for Council and staff will be Friday at 4:00. Because it is intended for this space to be used for small meetings and events under 50 people, we would like to consider alcohol permits for rentals at the Clubhouse. The Clubhouse is located outside the main areas of the park, away from the sports fields. Mr. Dice mentioned that there are other places that we allow alcohol permits, so it would make sense to allow it at the Clubhouse. It’s a specific venue and not the park as a whole. Council saw no issues and made the recommendation to staff to allow the issuance of alcohol permits for the Clubhouse as outlined in the briefing. Ms. Greene noted that there have been no incidents in the past at the Community Center or the pavilions related to alcohol. COUNCIL ACTION ITEMS ADMINISTRATION: 13.A. Consider authorization to advertise Ordinance #1061-22, an ordinance amending Chapter 169 of the Murrysville Code, Peddling and Soliciting Dr. Lee Korns made a motion to advertise Ordinance #1061-22, an ordinance amending Chapter 169 of the Murrysville Code, Peddling and Soliciting. Mr. Spadaro seconded. Mr. Morrison stated that this was discussed at the last meeting. Council had made two recommendations which were incorporated into the ordinance. Those being “18 and under” for the exemptions and adding “school and athletic organizations”. Mr. Morrison answered that ordinance will be referenced as part of the application. All those present voted aye. Motion approved. 13.B. Consider approval of Ordinance #1058-22, an ordinance to amend the code of the Municipality of Murrysville, Chapter 210, thereof, entitled Vehicles and Traffic as follows: To add to schedule XIII: Parking Prohibited at all times on Carousel Drive from Koval Court to Manor Road. Mr. Stepanovich made a motion to approve Ordinance #1058-22, an ordinance to amend the code of the Municipality of Murrysville, Chapter 210, thereof, entitled Vehicles and Traffic as follows: To add to schedule XIII: Parking Prohibited at all times on Carousel Drive from Koval Court to Manor Road. Mr. Spadaro seconded. Mr. Morrison stated that this has been discussed at several meetings and people are still parking on that road. There has been no feedback from the residents about the ordinance. All those present voted aye. Motion approved. 13.C. Consider approval of Ordinance No. 1059-22, an ordinance accepting a lease for oil and gas rights for approximately 40.51 acres of municipally owned property, tax numbers, 49-19-00-0-044, 49-19-00-0-045, 49-19-00-0-077, 49-19-00-0-078 and 49-19-00-0-079, known as the Staymates Cabin property. Mrs. Lingg made a motion to approve Ordinance No. 1059-22, an ordinance accepting a lease for oil and gas rights for approximately 40.51 acres of municipally owned property, tax numbers, 49-19-00-0-044, 49- 19-00-0-045, 49-19-00-0-077, 49-19-00-0-078 and 49-19-00-0-079, known as the Staymates Cabin property. Mr. Lemak seconded. Mr. Morrison stated that it is staff’s recommendation that the lease payments of $81,000 go into the Capital Reserve for future recreation projects. The royalty payments are unknown at this time. All those present voted aye. Motion approved. 13.D. Consider approval of Ordinance No. 1060-22, an ordinance accepting a lease for oil and gas rights for approximately 8.87 acres of municipally owned property, tax number 49-20-00-0-007, General Forbes Court. Mr. Spadaro seconded. Mr. Morrison stated that this is for the well site over by Shramm’s Farm. Motion approved. 13.E. Consider approval of the Consent for Assignment of Morrison’s Investment Advisory Contract for the municipal non-uniform and police pension fund to AndCo, LLC. Mr. Spadaro made a motion to approve the Consent for Assignment of Morrison’s Investment Advisory Contract for the municipal non-uniform and police pension fund to AndCo, LLC. Mrs. Lingg seconded. Mr. Morrison stated that Morrison Fiduciary is looking to retire and has entered into an asset purchasing agreement to merge the company with AndCo Consulting. Per the SEC, it is required that we acknowledge and consent to the contract assignment which will begin in January 2023. The agreement is included in Council’s dropbox. Fees and prior practices will remain the same. We can withdraw at any point if the Pension Board wants to get other proposals down the road. All those present voted aye. Motion approved. COMMUNITY DEVELOPMENT: None ENGINEERING: None PUBLIC WORKS AND PARKS: 16.A. . Consider awarding a contract for asphalt products to Tresco Paving Corporation for use in the Department of Public Works during the contract year of June 1, 2022, to May 31, 2023. Mr. McKenna made a motion to award a contract for asphalt products to Tresco Paving Corporation for use in the Department of Public Works during the contract year of June 1, 2022, to May 31, 2023. Dr. Lee Korns seconded. Mr. Paiano stated that last time asphalt was discussed we rejected the bids and wanted to go with a better mix of ID2 Wearing. Three bids were sent out and just one bid was received from Tresco Paving. The price was a little high, but we are getting a better material. All those present voted aye. Motion approved. OLD BUSINESS: None NEW BUSINESS: Mr. Stepanovich, on behalf of Council, wanted to thank Mr. Morrison for his many, many years of service to the Municipality.
