THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday August 3, 2022 Council of the Municipality of Murrysville held a Regular Voting Meeting on Wednesday, August 3, 2022, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Dayne Dice, Jamie Lee Korns, Jason Lemak, Jamie Lingg, Mac McKenna, Tony Spadaro, Carl Stepanovich, and Mayor Synan. Also, present were Chief Administrator, Michael Nestico, Community Development Director, James Morrison, Director of Public Works, Bill Paiano, and Solicitor George Kotjarapoglus. Mayor Synan recognized the Murrysville American Legion Junior State Champions. They defeated Upper Perkiomen 8-3 in the championship game Tuesday in Homer City. This was the Eagles’ first trip to the state tournament. Several of the players, parents, coaches, and representatives from the American Legion were in attendance. The Mayor stated that he will be signing a Proclamation later this week declaring August 2, 2022 as Murrysville Junior American Legion Day. Congratulations to each and every one of you! Mr. Spadaro made a motion to approve the Consent Calendar Items. Mr. Stepanovich seconded. All those present voted aye. Motion approved. MAYOR’S COMMENTS: Mayor Synan presented the following slides: The Stories of Bill Hillgrove: Bill Hillgrove has been a longtime resident of Murrysville. Join the Murrysville Lions and Recreation Department as they host Bill for an evening of behind the scenes tales of his life as one of Pittsburgh’s most notable broadcasters on Thursday, August 11 at 7:00 p.m. at the Murrysville Community Center. Murrysville Farmers’ Market is Thursdays from 3:00 – 7:00 pm and continues through September on Sardis Road down by the Murrysville Fire Department and Medic One. The Rotary Club of Murrysville-Export is having a Car Cruise on Saturday, August 27th from 11 a.m. – 3 p.m. at the Lamplighter Restaurant, Route 22, Delmont. This benefits Rotary’s local community charities. Tickets will also be available for a corvette raffle with drawing October 1st. vmp -1- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday August 3, 2022 Delmont and Murrysville Lions Clubs are hosting a Car Show on Sunday, August 28 from 11 a.m. – 4 p.m. at the Delmont Fire Department, 2360 PA-66, Delmont. Donation is $10 with trophies, dash plaques to first 100, basket raffle, 50-50, and food and drinks will be available. The Murrysville Library will host a car parade for “Queen of Storybooks” on Tuesday, August 16th from 5:30 to 7:30 p.m. at the library. Area organizations and businesses will set up tables through the library offering information and their services to children and families. All children who attend will receive a free book and cookies. All ages are welcome, and no registration is needed. Franklin Regional School District will hold Kindergarten open house on August 18th at 6 p.m. at the district’s primary school, 4121 Sardis Road. Families can tour the new school and meet teachers and classmates. Kindergarten will have a staggered start of August 24-26. Families can sign up for a start date at open house. The first full day of kindergarten will be August 29th. For more information call 724-327- 5456. Murrysville Concert in the Park is Saturday, August 13th at Murrysville Community Park, 4056 Wiestertown Road, Export, from 3:00 pm till dark. There will be fireworks, food, games, and live music. Fireworks are normally right at dusk. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Nestico stated that Westmoreland County is conducting a Broadband Feasibility Study. Crews with Michael Baker International will be in the community this week doing some of those studies. They won’t be going into homes, but some residents may see door hangers that give literature on their testing in the area. We have had contact with the County and hopefully we can play a role in getting a wider range or capacity of broadband internet here in our community as well. COMMUNITY INPUT: None LIAISON COMMENTS AND COMMITTEE REPORTS: Mr. McKenna: The Parks and Recreation Committee was moved from August 9th to August 16th because of Tuesdays at Townsends being that night. The Parks and Recreation Foundation is putting a cornhole league together for the fall/winter at possibly the Community Center. If anyone is interested, get in contact with him and he will put you in touch with the person in charge of that. Mrs. Lingg: She attended the School Board Meeting this past Monday. There were no issues or concerns for Council. The next meeting is August 15th. Dr. Lee Korns: Pension did not meet. Just a reminder that meetings have been moved to Thursdays instead of Wednesdays. The next meeting will be Thursday, August 11th. Mr. Spadaro: Medic One did meet this week. They had 1,084 trips, 364 wheelchair transports, 126 ambulances to hospitals. Their subscription drive is on-going. Medic One is going to start advertising their trips so that people of Murrysville know how many trips they make every month and what they are doing. They discussed getting a new parking lot which would cost them $191,000. They got a new ambulance and are waiting for the decals. Medic One is waiting for a relief grant from Pennsylvania of $37,000. On a positive note, they had a cardiac arrest call at Bob’s Inn and fortunately they were able to save the person. vmp -2- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday August 3, 2022 Mr. Stepanovich: The Planning Commission and the Parks Foundation had nothing new since the last Council meeting Mr. Lemak: The Library met last Thursday. The Murrysville Library Foundation is looking for volunteers to help process donations and they are also seeking additional Board members. If interested, contact them on their website. This Friday is the children’s End of Summer Reading party between 11 a.m. – 2 p.m. There will be face painting, Kona Ice, and a magician. No registration is needed. The following Friday, August 12th from 1 p.m. – 3 p.m. is the CWCTC Road Show which is hands-on learning with virtual reality 3-D computers and other equipment. Registration is recommended but not required. On August 16th is Cookies & Community from 5:30 – 7:30 p.m. This is part of their back-to-school resource fair. A variety of children’s activities will be offered, and all children will receive a free book and cookie. On Wednesday, August 17th from 1:30 – 2:30 p.m. the Pittsburgh Ballet Theatre will present Dane the Story: Sleeping Beauty. Mr. Dice: FTMSA did have their regular meeting in July. Overall, they are still well ahead of the DEP Consent Order. WORKSHOP ITEMS ADMINISTRATION: None ENGINEERING: None COMMUNITY DEVELOPMENT: None PUBLIC WORKS AND PARKS: None COUNCIL ACTION ITEMS ADMINISTRATION: 13.A. Consider approval of the Joint Petition and Stipulation of Settlement under Tax Assessment Appeal No. 5729 of 2019 for the property located at Tax Map No. 49-21-00-0-057 bearing a physical address of 1 Wesco Lane. 13.B. Consider authorizing staff to file a Community Development Block Grant application with Westmoreland County to construct an ADA accessible restroom at the site of the amphitheater at Murrysville Community Park in the amount of $188,050 and commit a matching share of funds in the amount of $16,650. Dr. Lee Korns seconded. Mr. Morrison stated that last year, staff recommended postponing the project due to cost increases due to the pandemic. Since that time, staff has pursued other funding sources to support the project and vmp -3- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday August 3, 2022 submitted an updated application to the state for funding through the Department of Conservation and Natural Resources in the amount of $623,000 and are waiting for a response. The Parks Foundation so far has raised around $70,000. This is a continuing effort to look for all sources of money that is available. Total cost of this project is $221,000; originally this facility was planned to be around $165,000. The grant required a 15% match of the total project costs which will come from two sources; $16,650 from the Capital Reserve funds already committed to the project and $16,500 from the DCNR grant. Mrs. Lingg stated that under the project narrative, it states that the municipality is constructing an amphitheater beginning in the spring of 2023. Is that something as a Council was discussed and agreed upon? Mr. Morrison stated that the application is looking for a target date. As we continue to raise the funds towards the project, Council will have to authorize the advertising of the project. When staff receives notification from the state that they have granted the additional funds, this will be brought back to Council to authorize the bidding of the project. Mr. Stepanovich noted that the Parks Foundation is looking at establishing a matrix for naming rights for facilities like the amphitheater. There is going to be significant incentive for individuals and companies in the community to help pay for the amphitheater. All those present voted aye. Motion approved. 13.C. Consider authorization to advertise for a Public Hearing for the 2023 – 2027 Capital Improvements Program on August 17, 2022 at 7:00 P.M. with a workshop immediately following. Ms. Milchak has been working very diligently to get this done and will be ready to present and answer questions at the workshop meeting. All those present voted aye. Motion approved. COMMUNITY DEVELOPMENT: None ENGINEERING: 15.A. Consider reducing the letter of credit held to insure completion of the required improvements at the Regan Ridge Development in the amount of $97,231.20. Dr. Lee Korns seconded. Mr. Nestico stated that the developer is requesting a reduction of $97,231.20. The amount remaining is $615,241.27. The Regan Ridge contractor has completed a portion of the required improvements. Motion approved. 15.B. Consider award of a contract for DPW-5-22, 2022 Road Surface Treatment Project to Russell Standard Corporation in the amount of $254,812.50. Dr. Lee Korns made a motion to award a contract for DPW-5-22, 2022 Road Surface Treatment Project to Russell Standard Corporation in the amount of $254,812.50. Mr. Lemak seconded. Mr. Paiano stated that last Wednesday, staff opened bids for the road surface treatment project. Only two bids were received from Russell Standard and Midland Asphalt, which is pretty standard. The unique operation that we do here is infusing fiberglass fibers into a seal coat. There are only a few companies in the state of Pennsylvania and New York that do this, and these are two of the best. Russell Standard has done this work for us for the last 3 years and it’s holding up. Mr. Stepanovich asked where the $250,000 estimate came from. Was it a consultant or internally? Mr. Paiano answered that it was internally, and Ms. Mallisee had done an excellent job of watching oil prices, the asphalt index. Mr. Lemak asked what road this sample surface treatment was done on. Mr. Paiano answered that this is going to be a single seal fiber mat surface. Pleasant Valley Road was done with a single seal mat surface and a fog seal and so was Mamont Road. Mrs. Lingg asked if there was a reason why the single seal was chosen over the double seal. Does the difference in the cost out weight the time factor? Mr. Paiano stated that it was a cost factor. Going with the double seal would almost put you to where you could pave it. The funding wasn’t there. Mr. Spadaro stated that we’ve used Russell Standard before. Have we used Midland Asphalt before? Mr. Paiano answered no because their bid is always a bit higher. Mr. Dice added that we are required to go with the lowest bid. All those present voted aye. Motion approved. 15.C. Consider award of a contract for DPW-6-22, Public Works Roof Restoration Project to Schultheis Roofing Inc. in the amount of $198,600.00. Mr. Paiano stated that Council authorized advertisement for bids at the April 20th meeting. Since that time, research was done and a local architect gave his time, along with a roof consultant. It was decided to go with a coating which will give a longevity of about 20 years. The bids came in under budget. All those present voted aye.
