THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday June 7, 2023 The Council of the Municipality of Murrysville held a Regular Voting Meeting on Wednesday, June 7, 2023, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Dayne Dice, Jason Lemak, Jamie Lingg, Mac McKenna, Tony Spadaro, Carl Stepanovich, and Mayor Synan. Also, present were Chief Administrator, Michael Nestico, Director of Finance, Jacie Milchak, and Solicitor Wes Long. Council member Jamie Lee Korns was absent. LIBRARY SUMMER READING PROGRAM UPDATE Amy Riegner, Director of the Murrysville Community Library, stated that her staff has done a lot of hard work over the last couple weeks to present a wonderful summer reading program which is both virtual and in person to the communities of Murrysville, Export and Washington Township. They want to make sure they fill their mission to bring literacy and enjoyment to the community. All programs are free. Her staff is here to present the programs that are going to be offered to kids, teens, and adults. Melanie Moore, Children’s Librarian, stated that this year’s reading theme is “All Together Now”. Each year they present a different theme which is chosen by the Collaborative Summer Library Program, a national organization which provides much needed resources and tools for the library to use to have an engaging summer program. There are two age groups in the Children’s Summer Reading Program. The Read to Me group is for kids in preschool - kids who aren’t reading yet. The Independent Reading group is for children in kindergarten through sixth grade. We love involving the community in our programming. A few of the children and family events hosted by local organizations include performances by Stage Right, STEM Programs by Natureology, Yes You Can Recycle with Westmoreland Cleanways, The Murrysville Garden Club is hosting a butterfly story time and a butterfly release, there will be a performance by the East End Kids, a fieldtrip to the Rewind Reuse Center in Export and the Carnegie Science Center will be visiting the library. This is just a small sampling of what is being offered. The summer will end with a summer reading party on Friday, August 4th. Kat Neidg stated that she does Teen Programing at the Library. The Teen Program this year for “All Together Now” will hybrid with options for participating in person and virtually on Beanstack. To complete the reading challenge, teens are asked to read 20 hours and attend at least 2 of the special programs. However, they only need to read 10 hours and attend 1 program to be invited to the end of summer pizza party on Monday, July 31st. Some of the special programs include making friendship bracelets, a silkscreen printing demonstration by the Andy Warhol Museum, an author talk with Chris Miskis, Teen Advisory Board programs to decorate the teen space, weekly read-ins at the library, a zoomobile featuring live animals from the Pittsburgh Zoo and Aquarium, a teen center field trip to Rewind Reuse Center, and two sessions with an inflatable planetarium from the Carnegie Science Center. Kelly George, Adult Services Librarian, stated that the Adult Summer Reading Program has the option to participate either on-line via Beanstack or by completing a take home paper packet. Adults can complete the reading challenge by completing 25 hours. There will be special programs at the library and activities that adults can do at home. All of which will be more chances to win raffle tickets for prize baskets. Three programs that they will be hosting this summer are: 1) A Barbershop Quartet called the Three Rivers Four, 2) Learning about community and defining home with author Jemma Stemley, 3) Stan Gordon will be doing a presentation on Local UFO and Bigfoot encounters. Kelly mentioned that Melanie, Kat and she were very excited to plan a number of intergenerational programs on what “All Together Now” can mean. These are fun events that can appeal to any age and include crafts, a game night, and a movie matinee. This is their 10 year anniversary. The Splash Pad opened Monday, June 5th. Water fountains are now on at the park, but some will be replaced with bottle fillers so please still bring enough drinking water with you. Small Fry Scramble is a non-competitive fun run for children ages 12 and under offering a half-mile, one mile, or two mile course option. This will be Wednesday, June 14, 6:30 p.m. at Townsend Park. Medic One Station 610 will recognize their crew members on June 10. Also, with their staff and families they gather to celebrate by having a cookout to commemorate all they do for the communities they help keep safe. Murrysville Medic One covers 88.3 square miles including Murrysville, Export, Washington and Upper Burrell Township and supports many volunteer fire departments in Westmoreland County. Murrysville is very lucky to have Medic One as part of our community and would like to recognize them on June 10th on Celebration 610 Day. We thank them for their continued service to our community. Glass Recycling “Pop-Up” Collection Event will be Saturday, June 10th at Veterans Field parking lot, 4200 Sardis Road from 9:00 a.m. – 2:00 p.m. Residents are also encouraged to support the Loaves and Fishes Emergency Food Pantry by donating non-perishable food items. Help Wanted: Murrysville is looking for seasonal workers capable of hard physical labor outdoors for work in the parks and on the roads. Applicants must be at lease 18 years old, available to work a 40-hour work week and have a current PA driver’s license. Also, a full-time skilled laborer in the Public Works Department is needed. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Nestico stated that the Municipality is looking for both seasonal and full-time employees in the Public Works Department. COMMUNITY INPUT: None LIAISON COMMENTS AND COMMITTEE REPORTS: Mr. Lemak: The Library gave a presentation this evening and will meet in two weeks. Mr. Stepanovich: The Parks and Recreation Foundation met on May 22. In summary, it was indicated that they would be best served by having a full-time coordinator which will be considered. Mr. Spadaro: He missed the meeting last month. The Mayor did a nice presentation about Medic One so that pretty much covers it. Mrs. Lingg: The next School Board meeting is June 17th. Mr. McKenna: Parks and Recreation meet next Tuesday, June 13th. Authorization for the Murrysville Police Department to advertise for the acceptance of applications to establish a police officer eligibility list. Mr. Nestico stated that this was brought up at the last meeting. The Police Department maintains a list of police officer eligibility and to establish this list, testing has to be conducted every couple years. The list is about to expire this month, so the Chief would like to retest new candidates for any potential future hires. All those present voted aye. Motion approved. 13.B. Approve Ordinance No. 1074-23, the Fee Ordinance, Chapter 112-6, an ordinance amending existing Fee Ordinance No. 1062-22. Mr. Nestico stated that this ordinance was advertised and this would be for the adoption of adding in the kitchen area to the Leftwich Pavilion as an opportunity for folks to rent at a fee of $100. All those present voted aye. Motion approved. 13.C. Approve Resolution No. 776-23, a resolution for plan revision of a single residence sewer treatment facility located at 4923 Sardis Road. Mr. Nestico noted that this is for a property on Sardis Road that has a failed septic system. They are unable to tie into the FTMSA system and need an on-lot replacement. The sewage officer reviewed and approved this application. Mr. Stepanovich asked who the sewage officer was. Mr. Nestico answered that it is our Building Inspector, Dave Jobe, who is also the Sewage Enforcement Officer. Mr. Lemak asked who pays for that repair. Authorize the proposed upgrade of the Municipal Accounting Software to AccuFund in the amount of $17,152. Mrs. Lingg made a motion to Authorize the proposed upgrade of the Municipal Accounting Software to AccuFund in the amount of $17,152. Mr. McKenna seconded. Mr. Nestico stated that Jacie from the Finance Department is here to answer any questions. This item was discussed at the last meeting to update the municipal accounting software system which is an antiquated system that doesn’t have some of the capabilities for reporting purposes and exporting data into excel spreadsheets. The total cost is $17,152 which would be split out over a two-year period. All those present voted aye. Motion approved. COMMUNITY DEVELOPMENT: 14.A. Authorization to advertise for a Public Hearing on July 19, 2023 for proposed ordinance #1075-23, an ordinance of the Municipality of Murrysville amending Chapter 22-31 – Standards for Specific Uses, adding subsection EE Injection Well to the Code of the Municipality of Murrysville. Mr. McKenna made a motion for authorization to advertise for a Public Hearing on July 19, 2023 for proposed ordinance #1075-23, an ordinance of the Municipality of Murrysville amending Chapter 22-31 – Standards for Specific Uses, adding subsection EE Injection Well to the Code of the Municipality of Murrysville. Mr. Spadaro seconded. Mr. Stepanovich noted that there was a clerical error where present contamination should be prevent contamination. Mr. Nestico stated that will be corrected. All those present voted aye. Motion approved. ENGINEERING: 15.A. Approval of an Excess Maintenance Agreement with Olympus Energy LLC to utilize 0.82 miles of Logan Ferry Road for the purpose of constructing and maintaining a shale well pad and interconnect pad. Mr. Lemak made a motion for approval of an Excess Maintenance Agreement with Olympus Energy LLC to utilize 0.82 miles of Logan Ferry Road for the purpose of constructing and maintaining a shale well pad and interconnect pad. Mr. Stepanovich seconded. Mr. Nestico stated that this is standard access maintenance agreement. Olympus Energy will need to utilize .82 miles of Logan Ferry Road to haul to a shale well pad and interconnect pad. This item has to be approved by Council. They will be posting a bond in the amount of $10,250 for utilization of the road for the additional truck traffic. All those present voted aye.
