THE MUNICIPALITY OF MURRYSVILLE
Regular Voting Meeting – Tuesday, February 20, 2024
Council of the Municipality of Murrysville held a Regular Voting Meeting on Tuesday, February 20, 2024, at
7:00 p.m. in the Municipal Building. Present at the meeting were Council members Dayne Dice, Eli
Diacopoulos, Jason Lemak, Jamie Lingg, Matthew Olszewski, Carl Stepanovich, and Mayor Synan. Also
present were Chief Administrator, Michael Nestico, Director of Public Works, Bill Paiano, and Solicitor, Wes
Long. Council member Mac McKenna was absent.
REGULAR VOTING MEETING
AGENDA
ROLL CALL/VOTING ORDER: Mac McKenna-absent, Eli Diacopoulos, Matthew Olszewski, Carl Stepanovich,
Jason Lemak, Jamie Lingg, Dayne Dice and Mayor Synan.
PLEDGE OF ALLEGIANCE: Council President, Dayne Dice led the audience in the Pledge of Allegiance.
UNISTED AMENDMENTS: Mr. Nestico stated that an Executive Session was held after the last Council
meeting, February 7th, which was not listed on the agenda. Also, we will be removing item 14.A. from this
evening’s agenda. The applicant was unable to attend tonight and asked if this could be rescheduled to the
March 6th meeting agenda.
CONSENT CALENDAR ITEMS:

Mrs. Lingg made a motion to approve Consent Calendar Items A, B, & C. Mr. Stepanovich seconded. All
those present voted aye. Motion approved.
MAYOR’S COMMENTS: Mayor Synan announced that the Easter Drive-Thru will be March 27th from 3:30 to
4:30 p.m. at the Murrysville Municipal Complex.
Egg My Yard – Egging will be Monday, March 25th. Register to have your yard egged with candy-filled plastic
eggs for your own at home egg hunt. Quantities, prices, and registration are available on Murrysville
Recreation Department website at https://murrysvilleparecreation.com/195/egg-my-yard. Registration
closes on Wednesday, March 20th.
AARP Tax Prep Services will be held at the Murrysville Community Center on February 9 and 23, March 15
and 22, and April 5. Appointments are required in advance at 724-374-8176. If no answer, leave a
message. No walk-up service will be accepted.
CHIEF ADMINISTRATOR’S COMMENTS: None
COMMUNITY INPUT:
Ronald Wolfe, 3644 Forbes Trail Drive: Mr. Wolfe stated that there was another spill on Forbes Trail Drive
on the 26th of January with sewage going into the creek again. He still wants to know why FTMSA isn’t going

to do the Haymaker Run sewer replacement. Why haven’t they gotten money from the infrastructure
fund? Also, how many lawsuits are still pending against FTMSA, especially at Blue Spruce? Can Council
force FTMSA to move their meeting to the Municipal Building and have them televised? He would like to
get some of these questions answered someday. Mr. Dice stated that he tells FTMSA to look into these
questions every time Mr. Wolfe comes to the meetings and makes comments. Mr. Dice asked if anyone
from FTMSA had reached out to him. Mr. Wolfe answered - never. Mr. Dice stated that he would reach out
to FTMSA again and try to get him answers.
Mr. Long stated that the FTMSA meetings are public meetings and suggested that Mr. Wolfe attend the
FTMSA public meetings and present his questions directly to the FTMSA representatives, rather than using
Murrysville Council as the conduit to get his questions answered. The next FTMSA meeting is Wednesday at
6:00 p.m. at the FTMSA building on Meadowbrook Road.
LIASONS COMMENTS AND COMMITTEE REPORTS:
Mr. Lemak: The Library met February 15th. There will be a solar eclipse viewing event in April. Their
program attendance was up 56% in January. The Library was busy visiting different organizations to talk
more about their capabilities. They are looking at some potential grant writing.
Mr. Stepanovich: Medic One met on February 15th. There were 1,224 total calls; 977 were regular and 247
were handicapped. Subscriptions, to be a member of Medic One, will be mailed this week. In 2023, the
subscription rate was 30.6% meaning that 4,000 residents subscribed. There was a new mechanic hired,
Eric Wilson. They will be applying for two grants; One for nitrous oxide unites and one for power stair
chairs.
Mrs. Lingg: She had a conflict and could not attend the Planning Commission meeting on February 13th.
Once the minutes are up for review, she will have a report for the March 6th meeting. The next Planning
Commission meeting is March 12th.
Mr. Dice: FTMSA meets tomorrow at 6:00 p.m. at the FTMSA building.
WORKSHOP ITEMS
ADMINISTRATION:
9.A. Discussion - Volunteer of the Year
Mr. Nestico stated that they did receive two nominations for Volunteer of the Year. Two nominations were
received from Council members. Currently the nominees are Pia Vande Venne, Bob Mitall, and Shelly Tichy.
Council has the discretion to consider any other individual that they deem worthy of the award. Would
Council like to make the award at an upcoming Council meeting?
Mr. Dice suggested having Volunteer of the Year on the March 19th meeting agenda. This will give Council
time to review the applicants. Mr. Diacopoulos asked if there was any criteria for Volunteer of the Year.
Mr. Nestico stated that he wasn’t aware of any defined criteria but would look into that. Mrs. Lingg suggest
that if we don’t have something set up like that, that we should set something up moving forward.

13.A. Authorize approval of the 2023 Volunteer Service Credit Program notarized eligibility list for
Murrysville Volunteer Fire Company and White Valley Volunteer Fire Company.
Mrs. Lingg made a motion to authorize approval of the 2023 Volunteer Service Credit Program notarized
eligibility list for Murrysville Volunteer Fire Company and White Valley Volunteer Fire Company. Mr. Lemak
seconded.
Mr. Nestico stated that the Volunteer Service Credit Program is an opportunity for volunteers from the
three local fire departments to receive a credit on their earned income tax for the preceding year. This
year, there are 17 eligible individuals from Murrysville Fire Department and 8 eligible individuals from
White Valley Fire Department. Sardis did not submit a list for this year.
Mr. Stepanovich asked why Sardis hasn’t participated in this program in the last couple of years. Mr.
Nestico stated that he didn’t know the reasoning. They have never participated but were reminded that if
they had eligible individuals they could do so.
Mr. Paiano noted that Sardis is a transient department. He is probably the only member that resides in
Murrysville. They have the membership, but most of them are from out of the area.
Mrs. Lingg asked what the average tax credit was. Mr. Nestico stated that cumulatively, it is roughly around
$12,000 a year. It would be around $500 per individual depending on how much they pay in earned
income taxes. There is a long list of criteria for an individual to be eligible which is based on a point system.
If they score over 50 points, then they are eligible for the credit.

13.B. Authorize a contract assignment for pension plan advisory services from AndCo Consulting, LLC to
Mariner, LLC.
Mrs. Lingg made a motion to authorize a contract assignment for pension plan advisory services from
AndCo Consulting, LLC to Mariner, LLC. Mr. Stepanovich seconded.
Mr. Nestico stated that everything remains the same from a contractual standpoint regarding the rates,
conditions within the contract, and services provided. It would just be under a new name.

COMMUNITY DEVELOPMENT:
14.A. Approve SP-6-23, Whispering Woods subdivision, a major land development application, 3304 Logan
Ferry Road, a six-lot subdivision, 19.3 acres, Tax Parcel 49-10-13-0-014, R-2 zoning.

14.B. Approve SP-1-24, Pickleball Harbor, Murry Corporate Partners LLC, 5201 Mellon Road, Tax Parcel 49-
21-00-0-033, for relief on parking requirements for the development of indoor pickleball courts.
Mr. Lemak made a motion to approve SP-1-24, Pickleball Harbor, Murry Corporate Partners LLC, 5201
Mellon Road, Tax Parcel 49-21-00-0-033, for relief on parking requirements for the development of indoor
pickleball courts. Mrs. Lingg seconded.
Mr. Nestico stated that this is for relief from the parking requirements set forth in the zoning ordinance.
There was a traffic study completed on behalf of the applicant and was reviewed by the Municipal Traffic
Engineer. Their recommendation from the study was 50 parking spaces instead of the 143 required spaces.
This was discussed at the planning meeting and the applicant was agreeable to that number of parking
spaces, which would be more than sufficient for their needs. Pickleball will be by membership only with
reservations to use the courts.
Mrs. Lingg asked if any tournament which would include spectators would be taking place there. Bill
MacIntosh, owner of Pickleball Harbor, stated that they would not be doing tournaments. It will be
member focused and per reservations. There will be 24 players if all courts are in use.
Mr. Lemak asked if this facility could be used in the future for some other type of sport other than
pickleball. Mr. MacIntosh answered, no – not under his lease agreement. It is pickleball only.

ENGINEERING:
15.A. Approve the Excess Maintenance Agreement for Olympus Energy LLC to utilize 0.18 miles of
Thompson Road to construct a temporary waterline from one project site in Salem Township to another
project site in Washington Township.
Mrs. Lingg made a motion to approve the Excess Maintenance Agreement for Olympus Energy LLC to utilize

Mr. Nestico stated that the Maintenance Agreement requires a bond. In this case, $2,250.00, for utilization
of the road to ensure that no damage occurs. The anticipated truck traffic varies from 7-10 trucks per day
during construction.
Mrs. Lingg asked about the estimated time from and when this would start. Mr. Nestico stated that it looks
like the project would be around two weeks, but he didn’t have the specific dates.
All those present voted aye. Motion approved.
15.B. Approve the Excess Maintenance Agreement for Olympus Energy LLC to utilize 0.08 miles of Logan
Ferry Road, 0.21 miles of Hankey Church Road, and 0.80 miles of Beighley Road to construct a temporary
waterline and two gas lines from one project site in Salem Township to interconnect/well pad site in
Murrysville.
Mr. Stepanovich made a motion to approve the Excess Maintenance Agreement for Olympus Energy LLC to
utilize 0.08 miles of Logan Ferry Road, 0.21 miles of Hankey Church Road, and 0.80 miles of Beighley Road
to construct a temporary waterline and two gas lines from one project site in Salem Township to
interconnect/well pad site in Murrysville. Mr. Lemak seconded.
Mr. Nestico noted that the anticipated truck traffic varies from 11-17 trucks per day during construction,
and 65-75 trucks at the beginning of construction over a two-week period. Olympus has provided
Murrysville with a bond in the amount of $13,625.00 for the utilization of the roads.
All those present voted aye. Motion approved.
PUBLIC WORKS AND PARKS:
16.A. Authorize advertisement for bids the sale of used municipal vehicles and equipment.
Mr. Lemak made a motion to authorize advertisement for bids the sale of used municipal vehicles and
equipment. Mrs. Lingg seconded.
Mr. Paiano stated that he is here to get authorization to sell some of their used equipment through
Municibid. This would include a tandem dump truck, a 5-ton dump truck, two 1-ton dump trucks, a Ventrac
mower, brine sprayer, tire machine and one bat wing mower. Mr. Nestico stated that one additional item
will be added to this motions which would be a chair cart from the Recreation Department.
All those present voted aye. Motion approved.
OLD BUSINESS: Mr. Stepanovich stated that if we have volunteers at Sardis Fire Department who can’t
apply for the tax credit because they are not Murrysville residents, maybe a letter or some communication
can be sent to Plum to see if any of the volunteers can be eligible where they reside.
