Regular Voting Meeting – Tuesday, March 18, 2025
Council of the Municipality of Murrysville held a Regular Voting Meeting on Tuesday, March 18, 2025, at
7:00 p.m. in the Municipal Building. Present at the meeting were Council members Dayne Dice, Jason
Lemak, Jamie Lingg, Matthew Olszewski and Carl Stepanovich. Also present were Chief Administrator
Michael Nestico, and Solicitor Wes Long. Council members Eli Diacopoulos, Mac McKenna and Mayor
Synan were absent.
REGULAR VOTING MEETING
AGENDA
ROLL CALL/VOTING ORDER: Matthew Olszewski, Jason Lemak, Jamie Lingg, Mac McKenna-absent, Eli
Diacopoulos-absent, Dayne Dice, Carl Stepanovich, and Mayor Synan-absent.
PLEDGE OF ALLEGIANCE: Council President, Dayne Dice led the audience in the Pledge of Allegiance.
UNISTED AMENDMENTS: Mr. Nestico asked, that in conjunction with item 16.D., for Council to consider a
motion to add 16.E. Approve the Release of the Escrow being held for Site Work at the Sloan School. Mr.
Dice stated that Council will consider that during the Action Items on the agenda.

Mrs. Lingg made a motion to approve the Consent Calendar Items A through C. Mr. Lemak seconded. All
those present voted aye. Motion approved.
MAYOR’S COMMENTS: Chief Administrator Michael Nestico made the following announcements for Mayor
Synan.
AARP Tax Prep Services: Appointments are required in advance. Call 724-374-8176. If there is no answer,
leave a message. No walk-up service will be accepted. This will be held at the Murrysville Community
Center, 3091 Carson Avenue. There are two dates left - March 28 and April 11.
Studio Mini Dance for ages 2-5 years: The Mini Dance Class for ages 2-3 will be Tuesdays, March 11 – April
15 from 9:30 am – 10:15 am. The Mini Dance Class for ages 4-5 will be Tuesdays, March 11 – April 15 from
10:15 am – 11:00 am. Classes are held at the Murrysville Community Center with Instructor Sarah
MacIntyre. The fee is $108.
Murrysville Clean-Up Week will be April 7th through April 12th at the Pleasant Valley Landfill. Murrysville
residents may take items to the Valley Landfill on Pleasant Valley Road April 7-11 from 6:00 am to 3:00 pm
and on Saturday, April 12 from 7:00 am to 11:00 am. Permit passes are available at the Reception Desk,
here at the Municipal Building for anyone that would like to participate.
Joey Gombosh Fishing Derby will be Saturday, April 5th from 8 am – 4 pm at Townsend Park for children up
to age 15.

Westmoreland County Sheriff’s Office – Firearms Division will hold a Satellite License to Carry Event on
Thursday, March 20th from 12 PM – 7 PM at the Murrysville Municipal Building, 4100 Sardis Road,
Murrysville. The applicant must provide a completed application, updated PA Driver’s License or PA Photo
Identification Card, and $20 cash or check made to James Albert, Sheriff. Conceal permits will not be
printed at satellite location. You will receive your gun permit in the mail 5-10 business days from the day it
was approved.
Get to Know Your Library. Join us for the Annual Joint Meeting of the Murrysville Library and Library
Foundation on Thursday, April 10th at 7:00 pm at the Murrysville Community Library, 4300 Sardis Road.
Welcome our new Director, Kat Neidig. Light food and drinks will be available.
CHIEF ADMINISTRATOR’S COMMENTS: Mr. Nestico stated that the Duff Park restroom project is moving
along. The concrete was poured today. Work on that project will continue to have it ready for spring.
Two items will be set up for public hearings at next month's Council meeting. One is for the Verizon cell
tower and the other is for the Mr. Handyman business on Route 22 relating to their parking lot.
COMMUNITY INPUT: None
LIAISON COMMENTS AND COMMITTEE REPORTS:
Mr. Lemak: The Library meets on Thursday so he will have a report at the next meeting.
Mr. Stepanovich: Medic One meets this Thursday. The Parks and Recreation Foundation meeting will be on
a Monday, but the date hasn’t been decided yet.
Mrs. Lingg: The Planning Commission met last Tuesday, March 11th. There was a public hearing for a
communications tower at 4900 Lasher Court. A Conditional Use application in the R-R residential zoning
was discussed that the entire height of the tower, including the lightning rod, will be within the 125 feet
height limitation. A motion was made to forward this to Council. There was a discussion for Summerhill
Phase II, a 64-lot residential development on 22.8 acres. No planning modules have been submitted yet. A
traffic study needs to be conducted. The Land Development Plan is complete. There was also a discussion
for Mr. Handyman at 5608 William Penn Highway, a Conditional Use application for a parking lot. A motion
was made to move this to Council after much discussion. The next meeting for Planning Commission will
be Tuesday, April 8th.
Mr. Olszewski: The Environmental Action Committee’s next meeting will be Tuesday, March 25th.
Mr. Dice: FTMSA meets Thursday at 6:00 pm.

COUNCIL ACTION ITEMS
ADMINISTRATION:
13.A. Approve renewal of the property, casualty, and automobile insurance coverages with MRM and the
public officials and police professional liability with Greenwich Insurance in the total amount of $169,456
for the period April 1, 2025 to March 31, 2026.
Mr. Lemak made a motion to approve renewal of the property, casualty, and automobile insurance
coverage with MRM and the public officials and police professional liability with Greenwich Insurance in the
total amount of $169,456 for the period April 1, 2025 to March 31, 2026. Mr. Stepanovich seconded.
Mr. Nestico stated that they had reached out for quotes, not only on property, casualty, and automobile
insurance coverage, but also the public officials and police professional liability coverage. MRM only went
up 1.84% from last year. No one else could compare to MRM. A dividend of $17,873 was received from
MRM for the 2024 policy year. MRM continues to do well for us and is the best option for the municipality.
All those present voted aye. Motion approved.
13.B. Approve the 2025 Cost of Living (COLA) adjustment in the amount of 3.0% for eligible retired
members of the Uniform Pension Plan.
Mrs. Lingg made a motion to approve the 2025 Cost of Living (COLA) adjustment in the amount of 3.0% for
eligible retired members of the Uniform Pension Plan. Mr. Olszewski seconded.
Mr. Nestico stated that this is approved annually based on the Collective Bargaining Agreement which
dictates the maximum COLA (3%) increase permitted for eligible retired members of the Uniform Pension
Plan.
All those present voted aye. Motion approved.

ENGINEERING:
15.A. Approve Ordinance No. 1099-25 West Penn Power Easement
Mr. Stepanovich made a motion to approve Ordinance No. 1099-25, an ordinance granting an electric right-
of-way and easement to West Penn Power Company across municipal land known as Duff Park for
installation of a utility pole and underground electrical conduit. Mr. Olszewski seconded.

Mr. Nestico stated that this, in conjunction with the next two ordinances, was advertised. This particular
ordinance is for West Penn Power to be able to install a pole on municipal property near Duff Park to
supply power to the proposed restroom. Staff recommends approval.
All those present voted aye. Motion approved.
15.B. Approve Ordinance No. 1100-25 FTMSA Easement at Tax Map Number 49-10-13-0-035
Mr. Olszewski made a motion to approve Ordinance No. 1100-25 FTMSA Easement at Tax Map Number 49-
10-13-0-035. Mr. Lemak seconded.
Mr. Nestico stated that this ordinance and the next are FTMSA easements for the installation of a lateral
sewer line for the Haymaker Run Interceptor Rehabilitation project. This project has been talked about
several times in this room and have had the public voice frustration on the sewage issues in that area. This
will help rectify that.
Mr. Nestico noted that, as the solicitor was reviewing this item, we learned that there is one additional tax
map number in that area that is municipal property and a right-of-way will be needed for that area also.
Another Ordinance will need to be advertised for the right-of-way, all in conjunction with the same project.
Once these documents are in place, FTMSA will be able to move their project forward.

15.C. Approve Ordinance No. 1101-25 FTMSA Easement at Tax Map Number 49-10-13-0-140
Mrs. Lingg made a motion to approve Ordinance No. 1101-25 FTMSA Easement at Tax Map Number 49-10-
13-0-140. Mr. Olszewski seconded.
All those present voted aye. Motion approved.
15.D. Approve the release of the escrow being held to ensure completion of the Post-Occupancy Traffic
Study as required by the Developer’s Agreement with the Franklin Regional School District dated July 3,
2019
Mrs. Lingg made a motion to approve the release of the escrow being held to ensure completion of the
Post-Occupancy Traffic Study as required by the Developer’s Agreement with the Franklin Regional School
District dated July 3, 2019. Mr. Olszewski seconded.
Mr. Nestico stated that this is relating to the school project across the street. The School District had to
conduct a Post-Occupancy Traffic Study. The traffic study was prepared by Trans Associates Engineering
Consultants in December 2023 and concluded that no traffic improvements were required outside of the
school site. There were some on-site traffic improvements relating to queueing of vehicles by re-routing
on-site vehicle traffic. Police have monitored the situation of when school begins and when it’s dismissing.
There are some minor traffic issues, but most clear up in a few minutes. The Developers Agreement

required FRSD to post financial security in the amount of $2,300,000 and are requesting release of those
funds.
All those present voted aye. Motion approved.
15.E. Approve the release of the escrow being held to ensure completion of the Sloan School Site Work as
required by the Escrow Agreement with the Franklin Regional School District dated August 5, 2019.
Mr. Stepanovich made a motion to add Item 15.E. to the agenda. Mr. Olszewski seconded. All those present
voted aye. Motion approved.
Mr. Olszewski made a motion to approve the release of the escrow being held to ensure completion of the
Sloan School Site Work as required by the Escrow Agreement with the Franklin Regional School District
dated August 5, 2019. Mr. Olszewski seconded.
Mr. Nestico stated that the escrow being held is for completion of the Sloan School site work. It is being
held pursuant to the Escrow Agreement dated August 5, 2019, between Murrysville and the School District.
The site work was estimated to be $5,656,000. Murrysville requires developers to post 110% of the
estimate. As of February 2021, Murrysville released $4,272,000. FRSD is requesting release of the
remaining funds in the amount of $1,949,000.

PUBLIC WORKS AND PARKS:
16.A. Advertise bids for various road materials, signs, and line painting
Mrs. Lingg made a motion to advertise bids for various road materials, signs, and line painting. Mr.
Stepanovich seconded.
Mr. Nestico stated that this is for a contract spanning from June 1, 2025 to May 31, 2026. It is an annual
item with Export Borough, through the Cooperative Purchasing Agreement; Export will be able to piggy-
back on our contracts. Salt is contracted through COSTARS for 2025-2026. This bid will be for road
materials, signs and line painting.
All those present voted aye. Motion approved.
OLD BUSINESS: Mr. Stepanovich stated that he spoke with Darrick Gerano, Director at Medic One. In an
emergency of someone calling 911 and Medic One being in their territory, most people’s health insurance
will be a flat fee for covering the cost of Medic One picking up the individual and transporting them to a
health care facility. Some insurance companies will cover the ride back – others don’t. When they don’t,
Medic One has to bill them. This can become problematic because some people are not aware of this.

Mrs. Lingg made a motion to adjourn to an Executive Session regarding a litigation matter. Mr. Olszewski
seconded. There was no action anticipated coming out of the meeting. All those present voted aye.

ADJOURNMENT: The meeting was adjourned at 7:30 p.m.
