CALL TO ORDER The meeting was called to order by President Humphreys at 5:30pm. PLEDGE OF ALLEGIANCE ROLL CALL Present were President Humphreys, Vice President Foundos, Trustee Boylan, Trustee Lissmann, Trustee Plassmeyer, Trustee Schroeder, Trustee Woodward, Director Butterfield, Head of Reference Quail. Alderperson Duelge and Trustee Wied were excused. Also present was Alderperson Bryce. STATEMENT OF PUBLIC NOTICE This meeting was noticed in accordance with the Open Meeting Law on July 17, 2026. PUBLIC COMMENT CONSENT AGENDA Trustee Foundos made a motion to approve the Consent Agenda. Trustee Lissman seconded. Discussion ensued. Motion passed, all in favor. Approval of Minutes - June 16, 2026 June 2026 Financials PRESIDENTS REPORT DIRECTOR'S REPORT 1  July 2026 Director's Report UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following: NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: Discussion/Action: Part-Time Children's Assistant Job Description Trustee Boylan made a motion to discuss and approve the Part- Time Children's Assistant Job Description. Trustee Foundos seconded. Discussion ensued. Motion passed all in favor. Discussion/Action: Full-Time Circulation Supervisor Job Description Trustee Boylan made a motion to discuss and approve the Circulation Supervisor Job Description. Trustee Woodward seconded. Discussion ensued. Trustee Lissmann moved to amend the original motion to add verbiage in all job descriptions that employees must pass a background check. Trustee Schroeder seconded. Motion passed to amend, all in favor. The vote on the amendment passed, all in favor. Discussion/Action: 2027 Operating Budget Review (2nd Read) Trustee Foundos made a motion to discuss and approve the 2027 Operating Budget. Trustee Lissmann seconded. Discussion ensued. Motion passed, all in favor. Discussion/Action: Allowable Costs Worksheet for 2027 Trustee Boylan made a motion to discuss and approve the Allowable Costs Worksheet for 2027. Trustee Woodward seconded. Discussion ensued. Motion passed, all in favor. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Director Butterfield informed the board that the next meeting would hopefully take place in the Council Chambers, or Meeting Room 1 at City Hall. Location of the next meeting will be communicated before the meeting. ADJOURNMENT Trustee Foundos made a motion to adjourn. Trustee Woodward seconded. Motion passed, all in favor. Meeting adjourned at 6:35pm.
