MINUTES TOWN OF NAGS HEAD RECESSED MEETING - STRATEGIC PLANNING (COVI D-19) BOARD OF COMMISSIONERS RETREAT/WORKSHOP WEDNESDAY-FRIDAY, SEPTEMBER 23-25, 2020 The Nags Head Board of Commissioners met in the Villas Clubhouse located at 500 W Villa Dunes Drive in Nags Head, North Carolina on Wednesday, September 23, 2020 at 9:00 a.m. Board members Mayor Ben Cahoon; Mayor Pro Tem Michael Siers; Comr. Renée Cahoon; Present: Comr. Webb Fuller; and Comr. Kevin Brinkley Board members None Absent: Others present: Facilitators Richard Fursman and Irina Fursman; Interim Town Manager Greg Sparks; Dep Town Manager Andy Garman; Finance Officer Amy Miller; Public Information Officer Roberta Thuman; Town Clerk Carolyn Morris; Water Super- intendent Nancy Carawan; Facilities Maintenance Supervisor Mike Norris; Town Engineer David Ryan; Fire Chief Randy Wells; Police Chief Phillip Webster; Planning & Development Director Michael Zehner; Dep Finance Officer Brooke Norris; Dep Police Chief Perry Hale; Dep Fire Chief Shane Hite; Dep Planning & Development Director Kelly Wyatt CALL TO ORDER The Board of Commissioners Strategic Planning Retreat Workshop, recessed from the September 2, 2020 Board meeting, began at 9:00 a.m. and was conducted by Facilitators Richard Fursman and Irina Fursman. SUMMARY The first two days were with Board members and Dept Heads and the last day was with Dept Heads and Deputy Dept Heads. Results from this three-day workshop were the following documents as prepared by Facilitators Richard Fursman and Irina Fursman: - The Vision 2025 document - A working document that creates an implementation plan/chart for the priorities that were established, and - The Strategic Plan 2020-2025 document - A public facing document that details the Town’s priorities with First Year and Second Year results. Nags Head Board Retreat Minutes September 23-25, 2020 The Vision 2025 working document builds upon previously established priorities of the Board by creating three overarching goals: 1 - Reforming Processes to Tackle Technical Issues - which includes integrated master plans for all infrastructure needs, long-term focused shoreline management, and integrated groundwater management; 2 - Empowering the Delivery of Consistent and Exemplary Public Service - which includes high performing strategic organization, well informed and engaged public and staff, and streamlined, efficient public works services, and 3 - Facilitating Collaboration to Address Community-wide Regional Issues - with collaboration to identify housing needs and develop solutions. The Vision 2025 working document establishes results through an implementation chart with projected dates and staff responsibilities for each objective. The Town of Nags Head Vision 2025 is attached to and made a part of these minutes as shown in Addendum “A”. The Town of Nags Head Strategic Plan 2020-2025 is attached to and made a part of these minutes as shown in Addendum “B”.
