1-2. The City Council dispenses with the three (3) reading rule of Idaho Code 50-902 for all
ordinances
1-3. Plat Approvals
a. Action Item: Subdivision Final Plat approval for Crosswoods Estates Phase 1
on three parcels #R32317010F0, R32317010C0, R3231701000, addressed
as 0, 1619 & 1835 Southside Blvd, (located in the SE 1/4 of Section 35,
T3N, R2W, BM) for Triple Crown Development (SPF-00322-2026). Original
Concept: 15 single-family residential detached dwelling units with 2
common lots.
b. Action Item: Subdivision Short Plat approval for Devlin No. 2, in an IL (Light
Industrial) zoning district, on parcel #R31223100A0, addressed as 0 E
Karcher Road, (located in the NE 1/4 of Section 15, T3N, R2W, BM) for
Knorpp Properties, LLC (SPS-00067-2026). Original Concept: Short plat to
facilitate the lot split for 2 industrial lots.
1-4. Authorize Public Hearings
a. Action Item: Authorize public hearing on the Fiscal Year 2027 Budget, to be
considered by City Council on August 17, 2026.
b. Action Item: Authorize public hearing on the recovery of Forgone Property
Tax Revenue for Fiscal Year 2027, to be considered by City Council on
August 17, 2026.
c. Action Item: Authorize public hearing for Variance of NCC10-10-5.A for a
reduced front yard setback, NCC 10-22.3.B to allow vehicle maneuvering in
a front yard setback and NCC10-33-4.C.3.c to allow a reduction in
landscape buffer requirements, to allow the landscaping to be installed in
the area between the property and the edge of pavement to provide space
for the required parking for an existing in-home daycare, in an RD (Two-
Family Residential) zoning district on one parcel #R3242900000, addressed
as 3424 E Greenhurst Road (located in the SW 1/4 of Section 36, T3N,
R2W, BM) for Migdy Sanchez representing Dionisia Navarro/Magic Stars
Childcare (VAR-00226-2026). To be considered by City Council on August
17, 2026.
d. Action Item: Authorize public hearing for Zoning Map Amendment from BC
(Community Business) to BN (Neighborhood Business) and RD (Two-Family
Duplex Residential) zoning districts, Development Agreement Modification,
and Subdivision Preliminary Plat approval for Spring Shores Commons,
addressed as 0 Cherry Ln, parcel #R2093300000 (located in the SE 1/4 of
Section 2, T3N, R2W, BM) for Trilogy Development representing Endurance
Holdings LLC (ZMA-00210-2026, DAMO-00068-2026, SPP-00177-2026).

5-2. Action Item: Authorize Mayor to sign professional services agreement to replace the Harward
Recreation Center weight room carpet with new sport impact rubber flooring with Wall to
Wall Flooring for $103,686.00, not to exceed. (Approved by Legal) (Approved in FY26
Budget; # 26-6040-002)

6-1. Action Item: Annexation & Zoning to RA (Suburban Residential) zoning district with
corresponding right-of-way, potential development agreement, and Subdivision Preliminary
Plat approval for Lake Lowell Estates addressed as 0 Lake Lowell Avenue, parcel
#R3301901000 (located in the SE 1/4 of Section 25, T3N, R3W, BM) for Breckon Land
Design representing Ronald Lester (ANN-00355-2026, SPP-00176-2026). Original Concept:
24 single-family detached units, 6 common lots, and right-of way.

6-2. Action Item: Variance of NCC 10-4-3, 10-22-3.B, and 10-33-4.C.3.c, restricting vehicular
parking, movement and drive aisles in the 10 foot (10') front yard setback and the 5 foot (5')
side and rear setbacks, and requiring a twenty foot (20') landscape buffer from the right-of-
way, addressed as 90 2nd Street S, parcel #R1444701100, in the GB1 (Gateway Business)
zoning district (located in the NW 1/4 of Section 22, T3N, R2W, BM) for NFLP LLC (VAR-
00224-2026). Original Concept: Redevelopment of the property with drive aisles and parking
within the setbacks and required landscape buffer for a rebuild of a Burger King restaurant.
6-3. Action Item: Vacation of a 20 foot by 21.97 foot by 29.71 foot, 219.7 sq. ft. portion of a
public utility easement on parcel #3107910100, addressed as 15715 or 0 Idaho Center Blvd
(located in the NE 1/4 of Section 13, T3N, R2W, BM) for Kendall Hyundai of Nampa
representing Gracon LLC (VAC-00080-2026). Original Concept: Relocation of water line due
to expansion of existing auto dealership building.
6-4. Action Item: Annexation & Zoning to RS22 (Single-Family Residential) zoning district,
potential development agreement, and Subdivision Preliminary Plat approval for Isa Ridge
Estates Subdivision addressed as 8230 & 8054 Ustick Road, parcels #R3436601000,
R3436601100 (located in the SE 1/4 of Section 34, T4N, R2W, BM) for Robert Lightfeldt
(ANN-00353-2026, SPP-00174-2026). Original Concept: Two (2) existing single-family
homes and seven (7) additional single-family detached dwelling units.

(8) Executive Session
Action Item: Motion to Adjourn into Executive Session Pursuant to Idaho Code 74-206 (1):
(a) To consider hiring a public officer, employee, staff member or individual agent, wherein
the respective qualities of individuals are to be evaluated in order to fill a particular vacancy
or need.
(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges
brought against, a public officer, employee, staff member or individual agent, or public
school student.
(c) To acquire an interest in real property not owned by a public agency.
(d) To consider records that are exempt from disclosure as provided in chapter 1, title
74, Idaho Code.
(e) To consider preliminary negotiations involving matters of trade or commerce in which the
governing body is in competition with governing bodies in other states or nations.
(f) To communicate with legal counsel for the public agency to discuss the legal ramifications
of and legal options for pending litigation, or controversies not yet being litigated but
imminently likely to be litigated.
(i) To engage in communications with a representative of the public agency’s risk manager or
insurance provider to discuss the adjustment of a pending claim or prevention of a claim
imminently likely to be filed.

(j) To consider labor contract matters authorized under section 74-206A (1)(a) and (b),
Idaho Code.
