CALL TO ORDER: 3:31 P.M. 1.A. Roll Call: Present: 5- Councilmember Gentry, Councilmember Mott, Councilmember Sedgley, Vice Mayor Inman, and Mayor Techel 2. AGENDA REVIEW AND SUPPLEMENTAL REPORTS: City Clerk Roberts announced the following supplemental items: Item 5A: PowerPoint presentation by city staff. 3. PUBLIC COMMENT: Mayor Techel called for public comment. James Hinton, resident - commented on his attendance at a recent Bay Area Air Quality Management District, and expressed concern regarding Assembly Bill 398 and the proposed extension of California's cap and trade program. Eve Kahn, resident - voiced concern over a code enforcement issue that she stated had gone on for years, specifically an abandoned pool and mosquito problem. 4. CONSENT CALENDAR: Mayor Techel pulled Item 4 C, requesting an update from staff. Approval of the Consent Agenda A motion was made by Councilmember Sedgley, seconded by Councilmember Mott, to approve the Consent Agenda with the exception of item 4.C., which was pulled for discussion. Councilmember Mott and Vice Mayor Inman stated that they would vote no on Item 4.B. The motion carried by the following vote: CITY OF NAPA Page 1 Printed on 9/7/2017 CITY COUNCIL MEETING MINUTES - Final August 15, 2017 Aye: 5- Gentry, Mott, Sedgley, Inman, and Techel 4.A. 1007-2017 City Council Meeting Minutes Approved the August 1, 2017 Regular City Council Meeting Minutes. 4.B. 1051-2017 Senza Hotel Project Amendment, for Property Located at 1022 Bella Drive Vice Mayor Inman and Councilmember Mott voted no on Item 4B. Approved the second reading and final passage, and adopted Ordinance O2017-12 amending the Zoning Map established under Section 17.04.050 of the Napa Municipal Code pertaining to the rezoning of property located at 1022 Bella Drive from RS-10, Single Family Residential District to CT, Tourist Commercial District and determining that the actions authorized by this Ordinance were adequately analyzed by previous CEQA actions. Enactment No: O2017-012 4.C. 888-2017 River Park Marina Dredging Project Indexes: Dredging Pulled for discussion. Public Works Director Jack LaRochelle explained that dredging work was necessary in the Napa River and the Kennedy Boat Launch due to the heavy rains and infill that occurred during the 2017 winter rainfall season. Staff felt it was prudent to combine the River Park Marina Dredging Project with the River project to avoid delays, and that they were currently working with Federal Emergency Management Agency and Congressman Thompson's office for reimbursement on the river Napa River/Kennedy Boat Launch portion of the costs. Discussion and comments ensued. A motion was made by Vice Mayor Inman, seconded by Councilmember Sedgley, adopting Resolution R2017-107 approving a construction contract with The Dutra Group for the River Park Marina Dredging Project in the bid amount of $538,800, authorizing the Public Works Director to approve contract amendments and charges for project services up to a total amount not to exceed $2,100,000, and determining that the actions authorized by this resolution are exempt from CEQA. The motion carried by the following vote: Aye: 5- Gentry, Mott, Sedgley, Inman, and Techel Enactment No: R2017-107 4.D. 1048-2017 Amending the Salary Schedules for Full-Time Public Safety Employees and Part-Time, Limited-Term and Extra Help Employees Adopted Resolution R2017-108 adopting the salary schedules for full-time public safety employees and the City of Napa part-time, limited-term and extra help employees. CITY OF NAPA Page 2 Printed on 9/7/2017 CITY COUNCIL MEETING MINUTES - Final August 15, 2017 Enactment No: R2017-108 4.E. 1055-2017 School Resource Officers Provided to the Napa Valley Unified School District Adopted Resolution R2017-109 authorizing the Police Chief to execute agreements to provide three School Resource Officers to the Napa Valley Unified School District. Enactment No: R2017-109 5. ADMINISTRATIVE REPORTS: 5.A. 1033-2017 Hotel Activity and Housing Development Rick Tooker, Community Development Director, gave a status report on current and future lodging projects and housing activity. He discussed the local impacts on housing cost and the rental market, the City's response to the challenges and future approaches to support housing, hotel market conditions and related impacts, and lodging numbers and rooms built and permitted. He concluded his remarks by presenting potential next steps including updating the Lodging Policy and Market Study, a policy integration into the Downtown Specific Plan, and discussion on the existing permit extensions. Mayor Techel called for public comment. Michael Setty suggested forming Tourist Impact Districts to address the local impacts on residential housing. . Patricia Damery, downtown property owner, recommended forming a citizen committee to address challenges. Joe Fischer, spokesman for the Gasser Foundation, supported undertaking a new market study and analyzing different market segments. Eve Kahn, resident, stated the issue of unpermitted vacation rentals should be addressed and stated increasing fees on hotels could create an imbalance of the type of hotels available. Gary Margadant , Mt Veeder resident, stated that many Napa County employees commute to work and suggested researching data on the current affordable housing stock and unemployment rate. Michael Bell voiced support of a program that would provide affordable housing to teachers. There being no further requests to speak, the public comment period concluded. Lengthy discussion ensued. Councilmember Gentry stated the CIty needed a policy to reduce entitlement period for hotels, and agreed with previous comments regarding vacation rentals. Councilmember Mott stated he felt the City should be marketing Accessory Dwelling Units more aggressively and suggested hotels should formulate assistance plans for their employees. He voiced concern that the City's current guidelines allow some proposed developments to move forward without Council approval. Vice Mayor Inman agreed that Council should consider changing policy guidelines as stated by Councilmember Mott. She suggested addressing the question as to how to incentivize hotel developers to provide employee housing, and stated the City should consider dedicating a portion of Transient Occupancy Tax toward housing. She also suggested the CIty use some of its land for affordable housing, and that the City should develop hotels downtown and not in industrial zones, and that the building mass and volume in the Oxbow zone should be reviewed. Councilmember Sedgley voiced concern regarding providing public land for private development for affordable housing. He agreed with the need for higher wages for hospitality workers and that the city should support industries that provide livable wages. He noted there were no union hotels in Napa. He agreed the Lodging Policy should be updated. Mayor Techel stated the City needs the best projects to come forward but must first communicate what that means. She agreed that the City should update its Lodging Study and policies. She stated the City needed more information regarding how to build without overbuilding and further data on hospitality workers’ wages and commuter practices. Brief comments ensued. Mr. Tooker stated that since current projects were moving forward, staff would need to return for more information and direction from Council regarding the industrial area before the Market Study could be completed. 6. ADMINISTRATIVE REPORTS: 11.A. 1041-2017 Sierra Avenue Extension Project John Ferons, Senior Civil Engineer, gave the report detailing the initial project planning, design objectives, details on the previous public meeting introducing the project to the neighborhood, community input and concerns voiced at the meeting, and the purpose and need for the extension. Mayor Techel called for public comment. Ron Lemos, resident, spoke in opposition citing traffic concerns. Gary Thompson, resident, spoke in opposition and stressed the need for neighborhood walkability. Mario Scalise, resident, stated the project would ease the traffic created by school and hospital traffic. Dorothy Sue Glenn, resident, spoke in opposition citing various concerns. David Eade, resident, spoke in opposition and suggested Trancas should be the main project. Kerry Murphy, resident, spoke in opposition voiced concerns regarding the current highway offramp. Stewart Boyd, resident, spoke in opposition to the project. Lorraine Rawser, resident, spoke in opposition stating the funds should be used for Trower and Trancas. Robert Grace, resident, spoke in opposition and cited various environmental concerns. Nichole Landis, resident, spoke in opposition to the project. Gerhard Reisacher, resident, spoke in opposition voicing concerns about CEQA “piecemealing”. Geoff Wood, resident, spoke in opposition citing the need for updated information. Ryan Ross, resident, spoke in opposition citing traffic concerns and concerns regarding “The Farm”. Ana Ortiz, resident, spoke in opposition and citied concerns regarding flooding. Susan Rushinghart, resident, spoke in opposition citing various concerns. The public comment period ended. Lengthy discussion and individual Council comments ensued regarding the overall project, the environmental study, the offramp at Sierra Blvd and 29, issues concerning the need for traffic connectivity, the General Plan projects and the Circulation Element, the need for sidewalks, issues concerning the pedestrian gate at the High School and Willis Drive. CITY OF NAPA Page 6 Printed on 9/7/2017 CITY COUNCIL MEETING MINUTES - Final August 15, 2017 In response to request for direction from Mr. LaRochelle regarding parking on Villa Lane, Vice Mayor Inman suggested there may be a need for Class 2 bike lanes and a review the parking demand. Councilmember Sedgley added that Villa Lane was heavily parked, and that eliminating parking at that area may not be feasible at this time. A motion was made by Vice Mayor Inman, seconded by Councilmember Sedgley, to receive the report and update of the Sierra Avenue Extension Project and provide direction to staff on the advancement of the project design to completion, advertisement and construction. The motion carried by the following vote: Aye: 4- Mott, Sedgley, Inman, and Techel No: 1- Gentry 12. COMMENTS BY COUNCIL OR CITY MANAGER: Vice Mayor Inman announced that while it had been an honor to be elected three times to the CIty Council, she would not be running for re-election in 2018 ( see her prepared statement under "Meeting Details" August 15, 2017 City Council meeting, Supplemental II). Councilmember Gentry asked for review of review of Muncipal Code 17.62.020 regarding the Planning Commission and hotels. Mayor Techel stated Mr. Tooker would come back at a later time to provide options. Councilmember Sedgley commented on development projects that do not come before City Council. 13.
