AFTERNOON SESSION 1. CALL TO ORDER: 3:30 P.M. 1.A. Roll Call: Present: 4- Councilmember Gentry, Councilmember Krider, Vice Mayor Mott, and Mayor Techel Absent: 1- Councilmember Sedgley 2. AGENDA REVIEW AND SUPPLEMENTAL REPORTS: City Clerk Roberts announced the following supplemental reports and communications: Item 6A: PowerPoint presentation by city staff. 3. SPECIAL PRESENTATIONS: 3.A. 1571-2018 “Imagine A Day Without Water” Proclamation Mayor Techel and Councilmembers read the proclamation along with Keith Sedgley, Councilmember Sedgley's son, who read Councilmember Sedgley’s portion in his absence. Deputy Utilities Director Joy Eldridge accepted the proclamation on behalf of the City. Mayor Techel stated that the following week she would attend the 2018 Mayor’s Water Council Summit in Flint Michigan. PUBLIC COMMENT: Student Trustee of Napa Valley College Huzaifa Khawaja provided information regarding upcoming Board of Trustees Candidate Debate scheduled for Friday October 5th from 6 to 8 pm at the Napa Valley College. James Hinton, resident, stated at the last City Council meeting, Councilmember Sedgley proposed Council consideration of an emergency ordinance to ban small cell antennae and encouraged Council consideration and adoption of such an ordinance. Lin Marie deVincent, resident, voiced opposition to the placement of small cell antennae in the neighborhoods and stated quick action to ban the equipment was warranted due to pending FCC regulations and state legislation to limit local authority. Clark Brandt, resident, thanked Council for quick action on previous issues he had brought forward for follow-up, and suggested that city staff examine a dead redwood tree across form Carl's Junior on Imola, which he thought may pose a safety problem in the future. Linda Brown, resident, voiced opposition to the placement of small cell antennae and cited adverse health effects as detailed in her letter to City Councilmember dated October 2nd. Mayor Techel noted that staff would follow-up on the Mr. Brandt’s concern. 5. CONSENT CALENDAR: Krider motion to approve, Mott second. MUC sedgley absent. Approval of the Consent Agenda A motion was made by Councilmember Krider, seconded by Vice Mayor Mott, to approve the Consent Agenda. The motion carried by the following vote: Aye: 4- Gentry, Krider, Mott, and Techel Absent: 1- Sedgley 5.A. 1566-2018 Bicycle and Trails Advisory Commission Membership Appointed incumbents, Jeremy Sill and Jimmy Kawalek, and new member, Matthew Glynn, to the Bicycle and Trails Advisory Commission for terms effective immediately and ending on September 30, 2020. 5.B. 1567-2018 Community Development Block Grant Citizens’ Committee Membership Appointed new applicant, Patricia Lynch, to the Community Development Block Grant Citizens’ Committee for a term effective immediately and ending on September 30, 2021. CITY OF NAPA Page 2 Printed on 10/17/2018 CITY COUNCIL MEETING MINUTES - Final October 2, 2018 5.C. 1568-2018 Housing Authority of the City of Napa Board Membership Appointed incumbents, Carol Hamilton and Johanna Moore, to the Board of Commissioners of the Housing Authority of the City of Napa for terms effective immediately and ending on September 30, 2020. 5.D. 1572-2018 Senior Advisory Commission Membership Appointed four members to the Senior Advisory Commission for terms effective immediately and ending on September 30, 2020; including incumbent Margaret Klick as the representative of senior service agencies, and incumbents Linda Leonard and Steve Rodriguez as at large representatives, and new member Mark Lucas as an at large representative. 5.E. 1553-2018 SB1 - Street Rejuvenation Project 2018 Adopted Resolution R2018-121 authorizing the Public Works Director to award and execute a construction contract with Intermountain Slurry Seal, Inc. for the SB1 - Street Rejuvenation Project 2018 in the bid amount of $237,299.33, authorizing the Public Works Director to approve contract amendments and charges for project services up to a total amount not to exceed $278,826, and determining that the actions authorized by this resolution are exempt from CEQA. Enactment No: R2018-121 5.F. 1569-2018 Emergency Storm Drain Repair of Minahen Street, Locust Street and Solano Avenue Determined there is a need to continue the emergency action to perform the Emergency Storm Drain Repair of Minahen Street, Locust Street and Solano Avenue, and determine that the actions authorized by this item are exempt from CEQA. 6. ADMINISTRATIVE REPORTS: 6.A. 1541-2018 2018 City of Napa Standard Specifications and Standard Plans John Ferons, Senior Civil Engineer, provided the staff report. He detailed why the city standards were needed, how they were used and who uses them. He stated the standards would be available both in hard copy and electronic form and would be available on the city's website. Brief comments and questions ensued. A motion was made by Councilmember Gentry, seconded by Councilmember Krider, to adopt Resolution R2018-122 delegating authority to the Public Works Director to approve and update the City of Napa Standard Specifications and Standard Plans.The motion carried by the following vote: Aye: 4- Gentry, Krider, Mott, and Techel Absent: 1- Sedgley Enactment No: R2018-122 CITY OF NAPA Page 3 Printed on 10/17/2018 CITY COUNCIL MEETING MINUTES - Final October 2, 2018 7. PUBLIC HEARINGS/APPEALS: 7.A. 1549-2018 Acknowledge SEIU Local 1021 as the Recognized Employee Organization to Represent Employees within the Updated Part-Time Temporary Employees Bargaining Unit Mayor Techel asked Councilmembers if any had disclosures to report; no disclosures were provided. Jennifer Brizel, Human Resources Director, provided the staff report. Mayor Techel called for public comment. Amanda Steiner, SEIU representative, voiced support for the Resolution. She was joined by a small group of part-time workers who supported the action; also present was Jennie Latham, city employee and the NCEA Vice President. There were no further public comments. A motion was made by Councilmember Krider, seconded by Councilmember Gentry to close the Public Hearing. The motion was unanimously carried. A motion was made by Vice Mayor Mott, seconded by Councilmember Gentry, to adopt Resolution 2018-123 acknoledging SEIU Local 1021 as the Recognized Employee Organization to Represent Employees within the Updated Part-Time Temporary Employees Bargaining Unit. The motion carried by the following vote: Aye: 4- Gentry, Krider, Mott, and Techel Absent: 1- Sedgley Enactment No: R2018-123 8. COMMENTS BY COUNCIL OR CITY MANAGER: Vice Mayor Mott stated there were a few Elementary Schools visiting City Hall and stated it was an enjoyalbe experience to meet with them and he acknowledged their letters and artwork. 9. REPORT ACTION TAKEN IN CLOSED SESSION: City Attorney Barrett stated there was no reportable action from Closed Session. 14. PUBLIC COMMENT: David Aten, resident, stated neighborhoods in west Napa were steadily declining due to insufficient parking, proliferation of boats and cars on front lawns, and the amount of unregistered and abandoned vehicles. Barbara Barstad, resident, agreed with the previous speaker (her son) and stated the neighborhood has experienced steady decline. She cited unregistered cars moving to various locations, speeding, and the overall density of the neighborhood. James Hinton, resident, commented on the adverse health effects of cell phones and cell phone towers; on a separate subject, he talked about the removal of his campaign signs. Valerie Wolf, resident, thanked Councilmembers Sedgley and Gentry for their support of the consideration of an urgency ordinance to regulate small cell antennae. Bill Bennam, resident, came forward to support an urgency ordinance to regulate small cell antennae. 15. ADMINISTRATIVE REPORTS: CITY OF NAPA Page 5 Printed on 10/17/2018 CITY COUNCIL MEETING MINUTES - Final October 2, 2018 15.A. 1577-2018 Housing Update Rick Tooker, Community Development Director, provided a detailed report on the Housing, which included information on the various components of the Comprehensive Housing Program, he also explained how projects get funded, how funds are used, a funding activity summary, and the progress of affordable developments throughout the city. Brief comments ensued. Mayor Techel noted that the proposed Measure F on the November Ballot would provide funding to use for affordable and workforce housing.
