(City Council and Planning Commission) A Special Joint Meeting for the City Council of the City of Napa and the Planning Commission was called on Tuesday, May 6, 2025 at 6:30 p.m. to be held at City Hall Council Chambers, 955 School Street, Napa, California, for the purpose identified on the Agenda. This Special Joint Meeting was called in accordance with California Government Code Section 54956. 1. CALL TO ORDER: 6:30 P.M. 1.A. Roll Call: PRESENT: City Councilmembers Chris DeNatale, Bernie Narvaez, Beth Painter, Vice Mayor Mary Luros and Mayor Scott Sedgley. Planning Commissioners Eryn Ebach, Lisa Massaro, Alexander Myers, Vice Chair Lindsay Owen and Chair Beverly Shotwell. 2. AGENDA REVIEW AND SUPPLEMENTAL REPORTS: City Clerk Carranza announced the following supplemental documents: Item 3.A. - PowerPoint presentation from City staff. - Email from Erika Lubensky, Community Resources for Children. ADMINISTRATIVE REPORTS: CITY OF NAPA Page 1 CITY COUNCIL OF THE CITY OF MEETING MINUTES - Final May 6, 2025 NAPA 3.A. 157-2025 City Council and Planning Commission Joint Session Regarding Planning Matters Molly Rattigan, Deputy City Manager / Interim Community Development Director, and Ricky Caperton, Planning Manager, provided a brief report outlining Planning Commission roles and responsibilities and notable past and upcoming projects. Mayor Sedgley called for public comment. There were no requests to speak. Following the report, the meeting proceeded with individual comments, considerations, and questions from both Councilmembers and Commission Members directed to staff. The discussion covered a range of topics, including a review of the annexation process, implications of AB 1033, potential housing opportunities, alignment with Council focus areas and strategies for effective public communication. In response to expressed interest from members, Andreas Booher of the City Attorney's Office delivered a concise overview of AB 1033, providing key context and clarification on the legislation. Following a productive group discussion, City Manager Potter expressed his sincere appreciation for the dedicated efforts and contributions of both the Commission and the Council, acknowledging their ongoing commitment to the community's progress. 4.
