Public Hearing regarding the issuance of Certificates of Obligation, Series 2025. B. Public Hearing regarding natural gas rates filed by Summit Utilities Arkansas, Inc. C. Public Hearing regarding the creation of Nash Economic Development Board and Special District #1. D. Close Public Hearings. Regular Council Meeting: E. Invocation & Pledge of Allegiance F. Call to Order, Roll Call, Establishment of Quorum: ___ Robert Bunch ___ Jason Green ___ Troy James ___ Jimmy Norwood ___ Castula Rodriguez ___ Dale Vickers Citizen Comment “Pursuant to Texas Government Code section 551.007, members of the public may speak on an agenda item during the public communication section of the meeting or at the time the agenda item is called for discussion by the mayor. Speakers shall be given three (3) minutes to speak. A speaker needing a translator and/or interpreter may be given six (6) minutes to speak. Members of the public wishing to address the Council on non- agenda items may do so pursuant to the same time constraints as agenda items. The Council will not comment on items not on the agenda; however, the Council may refer the item to City Staff for research, resolution, or referral of the matter to the Council as a future agenda item.” Agenda: G. Consideration and/or possible action to approve minutes from June 9, 2025, Regular Council Meeting. H. Consideration and/or possible action to approve Ordinance 07-2025; An Ordinance authorizing and ordering the issuance of City of Nash, Texas Certificates of Obligation, Series 2025; Prescribing the terms and form  thereof; Providing for the payment of the principal thereof and interest theron; Awarding the sale thereof; And making other provisions regarding such Certificates, inlcuding use of the proceeds thereof; and matters incident thereto. I. Consideration and/or possible action to approve Ordinance 07-2025A; An Ordinance of the City Council of the City of Nash, Texas, Amending natural gas residential and commercial rate schedules – Tariff sections part I rate schedules and part II rider schedules – Authorized in Ordinance 04-2022 & Ordinance 04-2022A; Ordering the rates to be charged by Summit Utilities Arkansas, Inc., for natural gas and natural gas services to residential and commercial customers within the City of Nash, Texas; Providing for repealer, superseding, and severability clause; Containing legislative findings; and Establishing an effective date. J. Consideration and/or possible action to approve to Ordinance of the City Council of the City of Nash, Texas; Designating an Economic Development Board, Establishing (Special District #1), Establishing a Board of Directors for the Development Board; Providing for a severability clause; Providing for a repealer clause; and Providing an effective date. K. Executive Closed Session under Government Code 551.074 – Closed Session regarding Personnel Matters. L.
