City of Nashua Division of Public Health & Community Services 18 Mulberry Street, Nashua, NH 03060 BOARD OF HEALTH MEETING June 8, 2011 12:30 PM 18 Mulberry Street Nashua, NH 03062 MEETING MINUTES - DRAFT BOH Members Present: Dr. Anthony Storace Aldermen Present: None Staff Present: Kerran Vigroux, Patty Crooker, Ashley Conley, Howard Price, Bob Mack, Nicole Losier, Corinn Dembkoski, Barbara Scacco The Board was given the meeting Agenda, monthly departmental reports, current Board of Health budget and the April and May 2011 BOH Meeting Minutes. Meeting called to order at 12:30 p.m. by Dr. Storace - Quorum was not met (Informal Meeting held) 1. Vote on April 2011 Minutes was postponed until the August 2011 meeting due to lack of a quorum. 1 Department Reports Community Services – Presented by Kerran Vigroux  Chris Lister has retired, and Kerran will provide Dr. Storace with a draft of a letter of appreciation from the Board.  Community Health Assessment Conference will be held June 28th, and will be video taped o Invited BOH members to the conference.  BOH Stipend letters are in each member‟s folder. o Dr. Storace signed his letter. o Letters for Dr. Klementowicz and Dr. Sharma will be mailed.  The Mediation Program has been closed. o This is due mainly to a decline in service requests, as well as budget issues. o Discussion is ongoing with the Mayor regarding possible alternatives. o Sandy Mulcahy‟s position was eliminated and her last day will be June 30th. Community Health – Presented by Nicole Losier  Reviewed the 22 communicable diseases contained in the report  Discussed children‟s vaccinations in schools – none for this month.  Currently screening for lead  HIV Prevention o 19 people completed the program o 22 people completed all sessions, including follow-ups and interviews. o 3 people were arrested before evaluation  Strep in 3 month old child, who has now recovered  Lyme disease cases at zero, but this will probably change because there are a number of suspect cases still open o Press release from DHHS indicates that we are the 3rd highest in the country; Delaware is 1st and Connecticut is 2nd.  TB Program o Active TB case in an elderly post mortem male living in a retirement home.  Doing contact investigation  Testing being done on contacts; so far one person has tested positive Health Education and Tobacco – Presented by Corinn Dembkoski  Working with Bobbie Bagley and Victoria Alabi on pertusis adult immunization initiative education and awareness, as well as Infection Control Practitioners.  Helping Ashley with the upcoming Community Health Assessment  Working with Summer Fun events  Continuing to work with the community  Invited to participate in St. Joseph‟s health blog.  Attended the Opening Day at the YMCA. o High school students made an „anti-drug‟ mural which appeared there; and it‟s hopeful that this mural will travel throughout the City.  Tobacco: Focus is on the “Dear Me” campaign, effective 5/31/11 o Ownership is on the smoker 2 Environmental Health – Howard Price presented  April 2011 o One restaurant temporarily closed because of no hot water; re-opened the following day o Howard attended the FDA Conference in Boston o April Torhan and Meredith Lyons attended a DES Workshop o Food results were all good for the month of April o Several indoor pool inspections were conducted in April o Rabies  One positive grey fox was rabid o Increase in dog bites during the month of April o Participated in ICS Emergency Preparedness Training  May 2011 o Food results for ice cream were held in May, and everything is good o Still receiving bed bug complaints o Ticks – Receiving requests for information o Pools are opening and we have had several outdoor pool inspections o Participated in the “Taste of Downtown”, and it went quite well Emergency Preparedness – Patty Crooker and Ashley Conley presented  Patty and Ashley were invited to attend a certification program which was sponsored by the NH Hospital Association. o Both passed and are certified for Health Care Emergency Preparedness.  In April we hired two warehouse coordinators who have been working three days a week, for a total of 24 hours per week. o They made huge improvements in the warehouse on Gilson Road, and in each of the two POD trailers. The trailers will now be equipped with the necessary supplies for four PODs.  Patty will be participating in a Red Cross Exercise this coming Saturday.  In April, Ashley attended and presented at an EPI luncheon at DHHS on CHA  Ashley also gave a presentation in Merrimack, NH on the CHA results.  The UNH and MPH students worked on the Capstone project for Healthy Homes and Environmental Health and presented it to our CHA Advisory Board. o They produced a 25 page document covering a variety of subjects.  On June 28th, we are having a half-day conference at Nashua Community College to share the results of the Community Health Assessment. o Forty people are registered as of today o The Board of Health members will each receive a hard copy of the final document  Ashley will co-moderate a session at the Council for State and Territorial Epidemiologists next week.  Dr. Storace stated that he would like to have a video of the June 28th CHA Conference. 3 Mediation – Bob Mack presented for Sandy Mulcahy  As mentioned by Director Vigroux, changes will be taking place for the next fiscal year.  This month there were three family mediations and one workshop which was put on by Sandy. Welfare - Bob Mack presented  No significant changes in the past couple of months – close to being at the same level as last year.  Expenditures are down a little bit from last year, and plan to return unexpended funds back to the City.  Paying close attention to the cuts in the State FY12 Budget.  Anticipating a significant change to the Unemployed Parent Program, which will reduce benefits for approximately 300 people throughout the state.  We have been connecting people to other resources in instances when we have not been able to help them.
