MINUTES OF NASHVILLE VILLAGE COUNCIL REGULAR SESSION HELD APRIL 11TH, 2024 ___________________________________________________________Kayce Nelson, Clerk Nashville Village Council Regular session was called to order by President Kenyon on April 11th, 2024 at 7:01 p.m. in the Council Chambers. Pledge of Allegiance Roll Call Present: Bonnie White, Sherry Hummel, Steve Priddy, Lori Courtney, and Mike Kenyon Absent: Henry Felder and Johnny Hartwell. Agenda White moved to add 14.A.c – Committees. Motion by White, seconded by Hummel to approve the agenda as amended. Ayes –Hummel, White, Priddy, Courtney, and Kenyon. Nays – None. Absent – Felder and Hartwell. Motion passed. Minutes Motion by Courtney seconded by White to approve the minutes as written from March 14th 2024. Ayes –Hummel, White, Courtney, Priddy and Kenyon. Nays –None. Absent – Felder and Hartwell. Motion carried. Communications – None. Bills The attached list of bills totaling $97,442.64 were presented. A Motion by White seconded by Courtney to allow the April bills as listed to be paid and have orders drawn on the treasurer for the same. Roll Call Vote: Ayes –White, Courtney, Priddy, Hummel, and Kenyon. Nays – None. Absent – Felder and Hartwell. Motion carried. Department Reports Written reports for March were provided for DPW and POLICE department. Barry County Commissioners report – Mike Callton gave his report. Lloyd Elliston and Tom Taylor are officially on the Planning Commission board for Barry County. COA event will be quarterly after a successful event in March. The senior meal choice is not known well in Nashville, it is available to anyone over the age of 60. The County has eliminated the Surveyor position, it will now be contracted. A lot of activity will be seen in the community garden. Audience Questions and Comments – Gary White provided a packet to the council with FOIA’d documents pertaining to the Barry County funds, Commissioners statements and GLSEN Inc. tax exempt documents. Road closure: M-43 over Coldwater creek, April 15th to early October. Also road closure M66 over Quaker Brooke, May 28th until the end of August. Updated information can be found on MiDrive. Appointments Motion by Courtney supported by White to appoint Josh Pierce as the DPW Director. Motion by Courtney supported by Priddy to appoint Johnny Hartwell as Pro-Tem. Motion by Courtney supported by White to keep committee boards the same. Ayes – Courtney, Hodge, Priddy, Callton and Kenyon. Nays – None. Absent – Hartwell and Felder. Motion carried Full-Time DPW employee A motion was made by Courtney, supported by Priddy, to move Jonthan Halliwill into the fulltime DPW opening. Ayes – Hummel, Priddy, White, Courtney, and Kenyon. Nays – None. Absent – Hartwell Felder. Motion Carried. Pay Scale Recommendation Finance Committee presented a 9 step pay scale to be used for Village employees. A motion by White, seconded by Hummel to accept the 9 step pay scale as presented. Roll Call Vote: Ayes – Courtney, White, Priddy, Hummel and Kenyon. Nays – None Absent – Felder and Hummel. Ordinance No 72 amendment A motion was made by Courtney and supported by Hummel to approve Ordinance # 4-11-2024 amending Ordinance No 72 as presented. Ayes –White, Courtney, Hummel, Priddy, and Kenyon. Nays – None. Absent – Felder and Hartwell. Motion Carried. Ordinance No 2-14-80-B A motion was made by White and supported by Hummel to approve Ordinance #4-11-2024-1 amending ordinance No 2-14-80-B as presented. Ayes –White, Courtney, Hummel, Priddy and Kenyon. Nays – None. Absent – Hartwell and Felder. Motion Carried. Employee Policy amendments. A motion by Courtney, supported by White to accept the amendments for employee policies: 183 – compensation plan, 201 – employment categories, 305 – holidays, 403 – paydays, 502 – work schedules and 512 – business travel expenses. Ayes – White, Hummel, Courtney, Priddy and Keyon. Nays – None. Absent – Felder and Hartwell. Water-Sewer Deposit and Payment Policy A motion was made by Courtney and supported by White to accept the Water-Sewer Deposit and Payment Policy as amended. Ayes – Courtney, White, Hummel, Priddy and Kenyon. Nays – None. Absent – Hartwell and Felder. Motion Carried. Finance discussed the 9 step pay scale. Roundtable Courtney – May 4th 2024 is the Antique Festival. Car show is June 15th 2024. We did get approved for our building project! White – April 20th 2024 is Dumpster Days at the VFW. Priddy – Not a lot, Thanks Kayce for handing everything! Kenyon – County has been in town, notifying those in violation for zoning. Motion by White, seconded by Courtney to adjourn at 7:50pm. All ayes.
