Mayor Bronko reconvened the meeting at 7:57 p.m. 6. The following motion emanated from Executive Session. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor M. Bronko to sign the Contract between the Naugatuck Teacher’s League and the Naugatuck Board of Education September 1, 2009 to August 31, 2012. RESULT OF VOTE: FOR: OPPOSED: ABSTAIN: Mayor M. Bronko D. Mayor’s Monthly Report Mayor announced that Jay Carlson was honored by the Chamber of Commerce and received the Lewis A. Dibble Award. He congratulated Jay for a well deserved honor. The Borough held its Christmas tree lighting ceremony on the green. The town honored our war veterans by lighting a military tree on the gazebo and then followed Santa to the large tree and lit it after a short countdown. There was a bon fire, music playing and several hundred residents enjoying a fun time especially taking rides on the horse drawn carriage and hay ride wagon. Mayor attended the United Way’s Festival of Trees held at the Naugatuck Savings Bank. Mayor thanked everyone who donated their decorated trees for this worthy organization. The Community Choir held their Christmas Around the World Concert and it was a beautiful event. Many joined in the carol singing and enjoyed a time of fellowship at the reception that followed. Mayor Bronko announced the State DOT is conducting a study for the improvements along the Route 8 corridor. The initial meeting gave some productive insight to some issues the town has been dealing with throughout the years. Mayor will keep everyone informed as the study progresses. Mayor Bronko was pleased to announce that the newly renovated Salem Court was dedicated to long time Park Commissioner Joe Healy. It was a special honor to a very worthy recipient. He congratulated Mr. Healy and his family.  -3- Minutes- Board of Mayor and Burgesses Regular Meeting-January 6, 2009 The Community Band held its Christmas Concert at Holy Savior Church and despite the inclement weather many people attended and enjoyed their beautiful music. Mayor thanked the many dedicated musicians and singers who gave of themselves to do something special for the community. The Borough has submitted a list of shovel ready projects to the Governor for inclusion in a federal economic stimulus package. It’s a great plan that will help our Town and the Mayor looks forward to the day we actually see the money. Mayor Bronko offered his condolences to Burgess Bob Woodfield and his family for their loss of Mrs. Woodfield. Mayor offered his prayers and thoughts to Bob. 8. Public Comment Four residents spoke on the following topics: Why are Inland Wetland fees being used for Gunntown property? Successful basketball game between town employees and Board of Education employees resulting in raising funds for High School basketball teams; should be zero increase in taxes this coming fiscal year since departments have to keep their budgets with a zero increase. 9. Renaissance Place - E.I.E. Update by Michael O’Connor. Mr. O’Connor gave an explanation of the Draft Environmental Impact Evaluation (EIE), dated December 2008, that has been prepared by Fuss & O’Neill for the proposed Naugatuck Renaissance Place. The document is available for review in the Mayor’s Office for a minimum of 45 days. This comment period will begin on January 6, 2009 and end on February 20, 2009. A public hearing is scheduled for February 5, 2009 at Naugatuck Town Hall. In case of inclement weather cancellation, the public hearing will be held on February 18, 2009. 10. VOTED: Unanimously on motion by Burgess Scully and seconded by Burgess Burns to add to the agenda an amendment to Ordinance 121 changing verbage in Section 1- Advisory Committee. 11. VOTED: Unanimously on motion by Burgess Scully and seconded by Burgess Burns that in section 1-Advisory Committee – (The Advisory Committee shall consist of five (5) members of voting age.) change to (The Advisory Committee shall consist of (5) residents of voting age, of the Borough.) 12. Burgess Comments/Sub-Committee Reports -Burgess Neth - He reported they finally removed the telephone poles on City Hill Street that were in the middle of the sidewalk. Once they removed the poles, they didn’t really fill the holes up to the quality that was needed and he feels we are setting ourselves up for a liability issue if we don’t correct this problem. We have to address this now. Burgess Neth is concerned as to when we are going to get the solar roof at the High School electrified. They are having problems with  -8- Minutes- Board of Mayor and Burgesses Regular Meeting-January 6, 2009 the switch gear which is the main switch to shut the power off. It was suppose to be electrified during the Christmas Holiday. A representative from GE was at the High School today to look over the problem and they will come back to us with the availability and cost of the unit. In order to put the unit in, they have to shut down the power for 12 hours. If they have to do that they will also do the connection for the solar energy. CL&P will shut the power off at the street in order to make the initial set-up for the solar. Once that is done we will be all set. A preliminary number that was given to Burgess Neth for this unit was $100,000. He asked Superintendent Gibson if we had a preventive maintenance program and the answer was no we don’t. They are going to work on an in-house program with the electrician to look at all the schools. We have done major outlay work in our schools and it is up to them to implement plans so we don’t have major problems down the road. It is imperative we file paper work with the State to start getting our reimbursements from the State. This has been neglected in the past. -Burgess Kogut is concerned with our Pension Fund especially with the economy the way it is and would like a report from the controller at next month’s meeting concerning this. -Deputy Mayor Rossi- NAUGATUCK TRIAD The Triad will hold its January meeting tomorrow on January 7th. If the Naugatuck Schools are closed due to weather than our next meeting will be February 4th . I want to stress the value of the Yellow Dot Program. As I was leaving St Vincents on Christmas Day, a woman was laying unconscious in a snow bank. She was older and had no ID at all in her purse. The Yellow Dot is a great safety tool for everyone and includes the option of a wallet card. Anyone interested in participating can contact me directly, the Police Department or Senior Center. This program alerts the first responders of your participation and they look for your yellow info card. They are able to quickly establish your vital information which has the potential of saving your life. VNA The last meeting took place November 24th . As of November 20th the revenue was at $414,753 – this is currently $14,000 below last year’s revenue. The agency has been working on marketing of the agency’s services. Brochures, pamphlets and packets of information have been delivered to physician’s offices, nursing homes and significant other places in an effort to expand the referral base. The numbers of referrals continue to decline as well as total visits to date. A new nurse began at the VNA: Jennifer Jones, RN started at the VNA on October 27th. I wish her much luck and welcome to the VNA. The FYE 2008 cost report has been completed and filed with CMS and the State Department of  -9- Minutes- Board of Mayor and Burgesses Regular Meeting-January 6, 2009 CON and Rate Setting. The cost of operating the agency did not increase significantly, however this year there will be new cost centers. The next meeting will be held at the VNA building January 26th. NAUGATUCK SCHOOL READINESS COMMITTEE The last meeting was held on December 10th . There was discussion over the concern of other programs throughout the state fearful of cuts due to parents losing their jobs and the fact that employment is a requirement for the program. Janice Mons reported she was showing no trend in that direction and that the program was fully enrolled with 15 students and a current waiting list of 20 students. The program is level funded at $107,000 and have their classroom at City Hill Middle School. The students at City Hill have been incredible to the younger ones and there were comments at how the younger ones presence at the school has been a good impact on the middle schoolers as well. The program has been busy and the children have had several programs going on in the classroom including the combination of the letter of the week being coordinated with a healthy snack food that the children have created themselves in the kitchen. SENIOR CENTER Carriage House Board of Directors: Attended meeting on Monday, January 5th The officers were nominated and are as follows: Helen Lang, Chair, Richard Pierce Vice Chair and Daisy Ostrander Secretary/ Treasurer. The policies for the Board of Directors that was distributed to all seniors at the Center is the old policy. Chairperson Helen Lang will be contacting the Mayor to ask for a copy of the new policies that he had changed regarding membership. She asked that the Mayors office ensure that the updated Carriage House Board of Director Policy be copied and distributed to the Center so everyone will have a copy. If she could have a copy as well she would appreciate it as no one has received these changed policies. Lastly, I would like to extend my condolences to Burgess Robert Woodfield on the loss of his wife. Bob, please know that all of our thoughts and prayers are with you. -Burgess Burns questioned if Mayor has talked to Mr. Matthews regarding Little League Parking Lot. Do we have any figures on the repairs to the World War 1 Monument? Congratulated Mr. Joe Healy on having Salem Park named after him. No one is more deserving then him in our town! Happy and Healthy New Year to everyone. -Burgess Fragoso – There is an account set up at Naugatuck Valley Savings and Loan for the World War I Monument where people can donate to help with the cost to repair it. Mr. Fisher is helping get this project off the ground and they have  just started with the meetings. A packet is going to be put together to present to the Borough Board and other organizations in town for participation in this -10- Minutes- Board of Mayor and Burgesses Regular Meeting-January 6, 2009 endeavor. Burgess Fragoso has contacted the National Park Service. Someone will be coming in to speak with this Board and give us an idea on what we have to do and the cost. We know the monument was donated by the Whittemore family and if anyone knows anything about the construction of the monument please contact me or Mr. Fisher. The Naugatuck Grange is involved in helping with this project and they are going to have a picture book contest. There will be a monetary prize. The Naugatuck Youth Services building is not up to code. The Fire Chief and Building Inspector are looking into the problem. A new firefighter has been sworn in. There is a fire program in the schools called Fire Jeopardy to educate our children. There was an article in the newspaper regarding a new program promoted by CCM in setting new taxes in towns to make up differences we are not getting from the state. It does not sound like something we should be supporting and I urge the burgesses to read the information on this. Taxing locals more than they are being taxed now is ludicrous. She gave her condolences to Burgess Woodfield and his family. -Burgess Scully gave his sympathy to the Woodfield family. He feels that there is still a problem with bad sand going on the streets this winter. What is the status with the transfer of Uniroyal property? Congratulated Mayor Bronko on submitting his projects to the State for consideration. He would like the Borough to go to the State or Federal Government and get our Memorial Bridge, the gateway to our community, and open it up as an eight lane bridge. -Burgess Campbell gave condolences to Bob Woodfield and his family. Some seniors have asked that we restore the Senior Bus back to its original hours. Burgess Campbell wondered if it would be possible to sell the old bus and use the money to offset the hours. He knows of situations where after 2:30 p.m. the bus was not there to take seniors home which caused some problems. If it were possible to sell the old bus he would like to see it done. -Burgess Neth – Some taxpayers told him of their concerns that sidewalks on City Hill Street are not being shoveled. 19.
