VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of May, each member having received copies for review. 5. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth to recess to Executive Session at 6:02 p.m. for discussion on Real Estate inviting in Attorney N. Warren Hess.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – June 2, 2009 Mayor Mezzo reconvened the meeting at 7:00 p.m. 6. The following motion emanated from Executive Session. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a Lease Agreement with Youghiogheny Communications-Northeast LLC, d/b/a Pocket Communications, 1 Federal Street, Building 111-1, Springfield, MA 01105, to locate telecommunication equipment (Cell Tower ) on Conrad Street. 7. Mayor’s Comments 8. Burgess Comments - Open Topic -Burgess Campbell - questioned if Mayor Mezzo issued an executive order to stop work at Gunntown. Joint Boards voted unanimously to use $75,000. for the work and feels we should take another vote. -Burgess Fragoso - The town needs a new Jaws of Life. Cost of a new one is $40,000 to $60,000. The East side of town needs a new water line. The Peter J. Foley Parking Lot issue has to be taken care of soon. The Town should have a gasoline depot. There should be a Grant Writer for our town. -Burgess Burns – Upset over the vandalism and damages at the golf course. -Deputy Mayor Rossi – The Business Merchants Association are planning a Firemen’s Chili Cook-Off, A Taste of Naugatuck, First Night in Naugatuck and looking forward to the car show in August. She attended the Dare Program on May 6th. and participated in the Naugatuck River Race. She attended a COG meeting with a storm water presentation. She attended the YMCA Banquet honoring Kevin DelGobbo, Kevin Knowles and Kevin McSherry. She was very happy to attend the Adult Education Graduation and very proud of the graduates. She attended the Riverwalk Greenway meeting and the 120th. anniversary of Beacon Valley Grange. -Burgess Woodfield – He stated the upper parking lot of the Town Hall is starting to get potholes and is definitely need of repair. He is concerned about the Police Department getting tasers. The water problem at the bottom of Field Street is a large problem. He thinks there is stimulus money to help this project. -Burgess Neth- Suggested IT Department and Controller look into certain cost savings programs. Handed out information regarding Connecticut Region 12 School District on how they cut costs with implementing new software.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – June 2, 2009 A representative from Veolia Water should come and speak with the Burgesses to talk about the stench that is coming from the Waste Treatment Plant. There are many complaints from citizens. He was very upset that the Ice Cream shop on Church Street was closed by the Building Department for a minor issue. He feels common sense should be used. He does not believe in caucuses. Thinks they are a waste. Regarding the Peter J. Foley Parking Lot – when the liens are released, the town gets the lot officially. -Mike Ciacciarella - I'd like to congratulate Mayor Bob Mezzo and welcome him to his first meeting of the Board of Mayor and Burgesses. I look forward to working together with him with our team. He spoke to a couple of residents on Meadowbrook Place regarding the issue with odors from the treatment plant. There have been issues that we’ve been cited on by the DEP. I will be following this as liaison to the WPCB. I would like to encourage the public to attend the public hearings in the future. Saturday, May 16, 2009 - I attended a Health Care Forum at Griffin Hospital sponsored by Senator Chris Dodd and Congresswoman Rosa DeLauro with Nancy DePerle from the White House. Many of Connecticut's legislative members were in attendance as well as numerous residents from the valley. I have asked Congresswoman DeLauro and Senator Dodd's office for packages of information outlining President Obama's healthcare agenda and proposals in order to provide that to town residents, including our local senior citizen center. I will distribute them upon receipt, including to members of the Board of Mayor and Burgesses. Wednesday, May 20, 2009 - I attended the YMCA Annual Dinner honoring Attorney Kevin McSherry, Kevin Knowles and Kevin DelGobbo for their service to the YMCA. I'd like to congratulate them for their commitment and dedication to the YMCA that contributes so much to our community. Sunday, May 24, 2009 - Attended the memorial service at the VFW headquarters on Rubber Avenue, which is currently undergoing revitalization and funds are continuing to be sought for its restoration. Our local veterans have given so much to our country and our freedom, I believe that it is important to honor them and to help them any way we can. Monday, May 25, 2009 - Participated in the Naugatuck Memorial Day parade. It was nice to see so many people come out for the parade and local organizations and individuals participate. Saturday, May 30, 2009 - I helped out at the Prospect Street School Bottle & Can Drive. Proceeds were to benefit the local organization, Simply Smiles, who are raising money to build homes for poor people in Mexico, who are currently living in landfill conditions.  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – June 2, 2009 -Burgess Kuczenski – gave kudos to the Street Department employees for taking care of a dangerous situation with a storm drain at Western School election day. The kids involved with the vandalism have been arrested and the courts will take care of the consequences. He stated how busy the upper parking lot is all the time and you can’t find a parking place. 9. Mayor Robert Mezzo swore in Susan Ruggeri -Thornton as a regular member of the Fire Commission. 10. Public Comment Six taxpayers spoke on the following issues: Complaint about Borough employee with statements from Land Use commissions, Sandra Clark of the Naugatuck Historical Society announced there will be a celebration June 16th. on the Green in honor of Naugatuck’s 165th. Anniversary; Gunntown property remaining passive; kids should be prosecuted for vandalism. 11. Witkoski Jr., J. Deschesnes,K. Rosenfeld and P. Hayes. Mayor Mezzo reconvened the meeting at 9:15 p.m. 12. Human Resource Annual Report - Director Jeannette Deschesnes. Human Resource Director Jeannette Deschesnes entertained questions from the burgesses regarding her annual report. 13. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Ciacciarella that the Board of Mayor and Burgesses appoint Jeffrey Litke (R), 151 Andrew Avenue #17, Naugatuck, CT 06770 as a regular member of the Zoning Commission, filling the unexpired term of Matthew R. Katra, term to expire May 2, 2011. 14. Public Comment One taxpayer spoke on the following issues: Are the companies receiving bids tonight bonded? There should be a tax freeze for people 55 and over. Taxpayers who do not have children in local schools should not have to pay a school tax. 37. Burgess Comments/Sub-Committee Reports -Burgess Ciacciarella - Monday, June 1, 2009 - I attended the Jefferson Jackson Bailey Dinner sponsored by the Connecticut Democrats at the Connecticut Convention Center in Hartford. Guest speaker was the Governor of Montana, Brian Schweitzer along with members of Connecticut's democratic delegation. With my desire to revitalize Union City, I will be calling upon them to assist us in that project in grantwriting and funding. My first Quarterly Meeting will be held on Saturday, June 20 from 9am - 12 noon at Rachel's Bistro and Catering at 205 Church Street. I invite the public to come down for free coffee/doughnuts and talk with me about any concerns.  -12- Minutes – Board of Mayor and Burgesses Regular Meeting – June 2, 2009 - I would like to congratulate the new chairman of Zoning Joe Savarese along with the vice chair Diana Raczkowski and secretary Neil Mascola. - the WPCB has been fined $2600 by DEP for non-compliance as it pertains to odor issues. As part of the penalty the borough must also fund an independent study to determine the possible solutions to this problem. Veolia water did offer to stock the river with fish and perform presentations on wastewater to our kids in school but the DEP did not accept this offer. Veolia has offered to still perform this presentation at some time in the future. -Burgess R. Neth stated he just spoke with Chief Doback who explained to him some of the circumstances of why the Ice Cream Store was closed. He apologized to the Building Department for his hasty earlier comments. -Deputy Mayor Rossi - I would like to congratulate Mayor Mezzo and welcome him on board. I would like to thank the staff in the Mayors office: Judy and Nancy for all their efforts on the evening of the swearing in as well as the seamless transition. I would also like to acknowledge and thank all the volunteers that helped to make the evening of the swearing in such a family oriented and fun event. I attended the Hop Brook DARE graduation on May 6th and I want to congratulate all of the 5th graders, their teachers and families. I also want to acknowledge the Police Department and thank them for their continued involvement with this program. I wanted to recognize and thank Senior Center Director Harvey Frydman and Carole Mancini as well as all of the volunteers that put on a fantastic Mothers Day Luncheon at the Senior Center. It was a packed event and a wonderful tribute to Mothers. I attended the COG Monthly Meeting on May 8th. One of the presentations was from Jennifer March-Wackers from Capitol Region Council of Governments. I discussed the potential of participating in the program with the Mayor and am working with the Borough Controller, Mr. McAllister to see if there is an advantage to the Borough pursuing a partnership with them. I will report back to the Board. I want to recognize and commend Kevin Zak and the many volunteers that made the Naugatuck River Race on May 9th such a fantastic success. I participated for the first time this year and really enjoyed it. I hope that many people will explore the changes the river has gone through and enjoy the true beauty of it. I attended the Raymond K. Foley Award Dinner on May 12th . It was a great event.  -13- Minutes – Board of Mayor and Burgesses Regular Meeting – June 2, 2009 I attended a meeting at the COG offices on May 20th regarding the changes to Industrial Storm water permitting. The presentation was given by Chris Stone, Storm water Coordinator at DEP. I received and forwarded an electronic format of the presentation to Mayor Mezzo, Borough Engineer James Stewart and Street Department Superintendant Hank Witkoski. I want to congratulate the three Kevins: Kevin Delgobbo, Kevin McSherry and Kevin Knowles on being awarded the F.D. Zonino Volunteer of the Year Awards at the YMCA Annual Meeting May 20th I attended the Naugatuck Adult Education Graduation on May 21st. I want to thank Mr. Pompei and the rest of the staff at Adult Ed for the honor of addressing the graduates and I want to again personally congratulate all of the graduates. I want to thank the Veterans Council, The Park and Rec Department, the Street Department the Fire Department and the Police Department for another successful Memorial Day Parade. So much goes into this event and I wanted to recognize all that were involved and thank them for a truly memorable morning and a true salute to our Veterans and Soldiers. On May 28th I attended the Information meeting at the Town Hall regarding the river Green way as well as Honors Night. I wan to thank all of those that prepared for the Riverway presentation and for taking time out to hold the meeting and I want to congratulate all of the students recognized at Honors Night. We have so many talented Young people in this town and my only hope is they will return and stay in Naugatuck. May 29th I attended the 120th Anniversary of the Beacon Valley Grange. I want thank Joanne Cipriano and all of the Grange members for such a fantastic event. I enjoy attending this every year and I thank them for the honor of the invitation again this year! NAUGATUCK BUSINESS MERCHANTS ASSOCIATION The Association held their meeting on Monday, June 1st. They are looking forward to possible upcoming events. Some that are on the table for consideration include a Firemans’ Chili cook off as well as a Taste of Naugatuck. NAUGATUCK TRIAD The next TRIAD meeting will take place tomorrow at 10:00 AM at the Naugatuck PD.  -14- Minutes – Board of Mayor and Burgesses Regular Meeting – June 2, 2009 We are planning on conducting Yellow Dot Sign ups and Registrations on June 16th and August 11th and thank Lisa D’Andrea, Chair of the Arts Commission for hosting us! VNA The VNA meeting took Place on May 18th at the VNA. Although referrals were down in March – they doubled in April. Revenue is at $1,029.00. Mrs. Butler believes the anticipated $1,150,000 budgeted amount should be achieved by the end of the fiscal year. Staffing continues to be a concern with two nurses out for several months due to surgical procedures. Two new policies were accepted in the Professional Advisory Committee’s Meetings: Rubber stamps are NOT accepted however faxed, electronic or original signatures are. The second policy relates to identify theft protection. Id theft has become an issue regarding healthcare and the VNA has been working on being proactive. They have adopted some policy and are continuing to form this policy. Staff Members have been following this procedure whenever new clients are admitted to the service to verify their Medicare a/ Medicaid or other insurance coverage. In services using the new teleconference telephone in the facility has continued to save money and maximize further training and education of the staff and at a notable savings of $149.00 per session. The new phone enables a large group to attend which maximizes benefit. May 6th was Nurses Day and it was recognized at the VNA. The VNA attended the Waterbury Hospital Fair and will be in attendance at upcoming events at the Senior Center as well. The fire alarm is now in place at the building and the security system was at the time of the VNA meeting being hooked into the NPD. NAUGATUCK SCHOOL READINESS COMMITTEE The Committee will next meet on Tuesday, June 16th at 4:00 PM at the BOE SENIOR CENTER Elderly Commission I Attended the Elderly Commission Monday May 18th. Nothing remarkable to report -15- Minutes – Board of Mayor and Burgesses Regular Meeting – June 2, 2009 Carriage House Board of Directors: The group met today, June 2nd. The Mayor and Mayoral Aide Ed Carter as well as Controller McAllister were all in attendance. Concerns were brought up about some adjustments being made to the Policy and Procedures. We will be working together to make those adjustments. -Burgess Burns congratulated Ed Carter on his new position as Administrative Aide. He knows him and his family and knows what a good job he will do. -Burgess Fragoso – She reported that the Spruce Brook Bridge in Beacon Falls is shut down in need of repairs. The East Side Fire House is looking into a Safer Grant to purchase a small SUV. The Fire Department granted permission to American Legion to burn old flags. The Fire Department will be looking in the future for a new pumper and ladder truck. - Burgess Scully commended the Mayor for making great appointments this evening. He enjoyed the Soap Box Derby very much. He thanked Fran Dambowsky for his help in getting the Peter Paul Monument on our green. 38.
