MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING FEBRUARY 2, 2010 1. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of January 5, 2010 and the special meeting of January 12, 2010. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of January. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth to recess to Executive Session at 6:01 p.m. for discussion on the following: Real Estate (Jesse Camille’s, Potential Lease), Personnel/Collective Bargaining (Police Dispatchers, AFSCME, Recreation Director, Naugatuck Teacher's League Contract and Naugatuck Administrator's Union Contract) inviting in Human Resource Director J. Deschesnes and Attorney N. W. Hess III. Mayor Mezzo reconvened the meeting at 7:00 p.m.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – February 2, 2010 6. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a lease agreement with Clear Wireless, LLC as recommended by Borough Attorney N. W. Hess subject to final legal review by Borough Counsel, Borough Engineer and/or Naugatuck Board of Education. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to accept the Memorandum of Agreement filed with the Borough Clerk between the Naugatuck Board of Education and the Naugatuck Teachers League. Public Comment Residents spoke on the following issues: • Thanked everyone for attending the services for Franklin Johnson, Sr. • A memorial tribute to Franklin Johnson, Sr. • Thanked the Fire and Police Departments for their time spent during a fire in his neighborhood Mayoral Aide Ed Carter said the Fire and Ice Event will be held on Saturday, February 27th from 4 to 8pm. There will be music, a bonfire, ice sculptures and refreshments sold by the eighth grade middle school classes. He said a basketball game between the two middle schools will be held on February 3rd at Naugatuck High School. He is organizing a March Madness Walk a Thon on March 20th at  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – February 2, 2010 the Naugatuck High School track to raise money for the artificial fields. He announced a program to assist residents with foreclosures, the Neighborhood Housing of Waterbury 203 753-1896. 8. Presentation by Gary St. Amand, Health Program Associate from the Connecticut Department of Public Health designating the Borough of Naugatuck as a Heart Safe Community. Sherri Hopkins and Lisa Herchenroether accepted the award on behalf of the Borough. Both women were the driving force in implementing defibrillators throughout the Borough. 9. Burgess Comments/Sub-Committee Reports Burgess Scully lost two good friends this past month, Franklin Johnson, Sr. and Thomas McGuire. Burgess Fragoso said the Street Commission debated the new trash policy at their recent meeting. She said the Blight Committee is close to having an ordinance ready for adoption. She told everyone of New Opportunities’ temporary rental assistance, Homeless Prevention Rapid Re-housing Program. Burgess Fragoso thanked Jim Braziel for his help during an ice storm. She acknowledged Jim Stewart and the excellent work he is doing in his new position. She spoke on the passing of Frank Johnson and Tom McGuire. She thanked Sherri Hopkins and Lisa Herchenroether for all that they have done to benefit the residents of Naugatuck. Burgess Burns thanked everyone for attending the meeting this evening. He said Frank Johnson was his friend and a good man. He said Tom McGuire served Naugatuck and his country well. He thanked the Mayor for appointing Jim Stewart as the Public Works Director. He acknowledged Ed Carter for helping him with street light issues. Mayor Mezzo said not every day a hero dies in our community. He told everyone he ordered the flags to be flown at half mast the day after Frank Johnson passed, only to be told the flags needed to be raised again. The Governor has the authority to order flags to be lowered. Frank Johnson was involved in passing the legislation so fallen soldiers would be honored properly and the flag lowered only for that purpose. Mayor Mezzo said we lost a tremendous individual. Deputy Mayor Rossi Thanked Mayoral Aide Ed Carter for the community updates. She thanked Sherri Hopkins and Lisa Herchenroether for being the driving force to alert this community to a need. She spoke about the passing of Tom McGuire. Frank Johnson is very near and dear to her family. She thanked everyone for coming to the services. Mr. Johnson would be upset to hear himself referred to as a hero. The Deputy Mayor said we owe him to continue promoting the causes he was involved in. Burgess Woodfield reminisced about Frank Johnson’s delivery of jokes. He missed Tom McGuire at the last few meetings.  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – February 2, 2010 Burgess Neth said he thinks we have a long, long, long hard process with the budget this coming year. He said Mr. McGuire was a fascinating person. He was able to speak his mind during a meeting and then have a laugh afterward. What can you say about Frank Johnson? Great man, legend, hero, Naugatuck, that is how we relate to Frank Johnson. Burgess Ciacciarella said the Union City Revitalization Committee will have a presentation by pro bono Attorney Kevin McSherry. He thanked the teachers and administrators for the work that they do. He said Tom McGuire was a great inspiration to him personally. He also said Frank Johnson was a hero to Naugatuck. Burgess Kuczenski said as far as Frank Johnson and Tom McGuire goes, there is nothing more to say, it has all been said. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses add to the agenda a vote regarding the local option and local freeze programs. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses extend the current local freeze program for one year. Motion rescinded. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses extend the current local freeze program for one year in compliance with any state and local law. 13. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses add to the agenda the appointment of Francis McMullen as a regular member of the Park Commission filling the expired term of Ronald Plasky. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Francis McMullen (U), 48 Coventry Lane, Naugatuck, CT 06770 as a regular member of the Park Commission, filling the expired term of Ronald Plasky, term to expire December 1, 2014. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve  -5- Minutes – Board of Mayor and Burgesses Regular Meeting – February 2, 2010 the reappointment of Judy Anderson (R), 701 Beacon Valley Rd #21, Naugatuck, CT 06770 as a regular member of the Board of Assessment Appeals, term to expire February 6, 2013. 16. Mayor Mezzo reappointed Katherine J. Carten (R), 23 Coventry Lane, Naugatuck, CT 06770 as a regular member of the Code of Ethics Commission, term to expire February, 2012. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of W. Francis Dambowsky, 35 Moonlight Circle, Naugatuck, CT 06770 as a regular member of the Emergency Planning Committee of the Council of Governments, term to expire January 1, 2013. 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Fragoso that the Board of Mayor and Burgesses approve the reappointment of Kenneth Hanks, 19 Hillcrest Avenue, Naugatuck, CT 06770 as a regular member of the Emergency Planning Committee of the Council of Governments, term to expire January 1, 2013. 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses award the “2010 Tree Trimming and Removal Contractor Services” to Bellemare Tree Service, Naugatuck Tree Service and Connecticut Tree Service of Naugatuck as recommended by James Stewart, Director of Public Works. 20. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid for “The Automatic Refuse and Recycling Truck” to Gabrielli Truck Sales LTD, 401 Old Gate Lane, Milford, CT 06460 in the amount of $496,208.80 as recommended by James Stewart, Director of Public Works. Public Comment - None 23. Burgess Comments/Sub-Committee Reports Burgess Kuczenski reported many upgrades are being done to the George B. Lewis I, George B. Lewis II and Oak Terrace Housing Complexes i.e.: new  -9- Minutes – Board of Mayor and Burgesses Regular Meeting – February 2, 2010 kitchens, roofs, vinyl siding, railings, emergency lighting, faucets, showerheads, lamps, smoke detectors, thermostats, air conditioning units and refrigerators. Burgess Ciacciarella congratulated the newly elected members of the Democratic and Republican parties. He stated the Zoning Commission is working on updating the Plan of Conservation & Development and the Subdivision Regulations with an attempt to preserve more landscaping. Burgess Woodfield congratulated the committee on finally moving forward with the plans to renovate Jesse Camille’s Restaurant. Deputy Mayor Rossi questioned Burgess Ciacciarella about the role of the Union City pro bono attorney. She said there will be a Shred-It event at the Senior Center on April 22nd for the public to have their paperwork shredded safely. The Deputy Mayor said this year will be horrendous for the budget. She encouraged the public to attend the weekly budget meetings even though there is no public comment. (Deputy Mayor Rossi’s comments are attached as submitted.) Mayor Mezzo said Monday budget meetings are the crust of the process of how things work in the town. Burgess Burns said the next two years will be tough budgets. Burgess Scully believes it was the correct way to vote to allocate $900,000. for the Board of Education budget. He did not feel it was appropriate to make a vote of no confidence in the Superintendent which is why he was the only one who opposed the vote. 24.
