MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING May 4, 2010 1. Mayor Robert Mezzo called the meeting to order at 7:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. Rossi H. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the regular meeting of April 6, 2010 and the special meeting of April 29, 2010. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of April. Each member received copies for review. 5. Public Comment Residents spoke on the following issues: • Automatic referendums for the Board of Education and Municipal budgets • The stop sign on Maple Street/Old Firehouse Road • The Blight Ordinance 6. Burgess Comments/Sub-Committee Reports Burgess Scully said the final plans and cost estimates for the improvements to Jesse Camille’s Restaurant should be ready by the end of the week. He asked if Alex Conroy will be attending a Borough Board meeting.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – May 4, 2010 Burgess Fragoso received a call from a resident regarding lights being left on at the ball fields. She is waiting for an answer regarding the cost per hour to have the lights on at the fields. Burgess Fragoso hopes the Board of Education puts emotion aside and does the right thing for the children. Burgess Burns said he is against the closing of Salem School. Deputy Mayor Rossi said the lighting system for the fields is more advanced than anyone believed. Public Works Director James Stewart will be looking into a way to retrofit controllers to shut off the lights or turn them on with a phone call. The dedication ceremony for Franklin Johnson, Sr. Way will be held on May 27th at 10a.m. The Deputy Mayor congratulated Union City and Peter J. Foley Little Leagues for the excellent job on opening day. She thanked her colleagues on both Boards for their hard work during the long budget process. She is upset with the Board of Education’s political comments. Burgess Woodfield is glad the Borough is getting a quote to resolve the issue on his street. Burgess Neth congratulated Burgess Ciacciarella on the clean-up effort in Union City. He said the budget process is hard work and takes a lot of energy. Burgess Neth said he was disappointed the Board of Education did not ask the union for a zero increase. Burgess Ciacciarella said there were 150 volunteers to help on Union City Clean-up Day. He thanked numerous businesses for their generous donations and the Street Department for picking up the trash on Monday morning. He also commended the Finance Board for reinstating the funding of the Social Services program in the budget. Burgess Ciacciarella said Congresswoman Rosa DeLauro has been an excellent supporter of Naugatuck. 7. Mayor Mezzo reappointed Armand Brodeur, Jr., (U) 79 Phyllis Drive, Naugatuck, CT 06770 as a regular member of the Fire Commission, term to expire May 1, 2015. 8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid for the “Cherry Street Sidewalk Replacement Project” to C.A.S. Construction Company, Inc., 500 Four Rod Road, Berlin, CT 06037 in the amount of $233,505. as recommended by James Stewart, Director of Public Works. 9. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following resolution: RESOLVED: That Robert A. Mezzo, Mayor of the Borough of Naugatuck, is empowered to execute and deliver in the name and on behalf of this municipality a contract with the Connecticut State Library for a Historic Documents Preservation Grant. Public Comment Mayoral Aide Ed Carter thanked all of the groups who have been cleaning throughout the Borough. 18. Burgess Comments/Sub-Committee Reports Burgess Kuczenski said Elm Street has become a dumping ground. Burgess Ciacciarella wished Union City and Peter J. Foley Little Leagues good luck on the upcoming season. He commends the Board of Education for deciding to keep Salem School open. Burgess Neth congratulated his daughter Rebecca for graduating from the Bridgeport Hospital School of Nursing. Deputy Mayor Rossi said the Blight Ordinance has been sent to Borough Counsel. The Beautification Committee has created a sunflower logo for their literature. She feels the NEDC seminar was very informative. The Deputy Mayor gave kudos to the Senior Center staff for the wonderful job they did hosting a volunteer luncheon. She wished Mayor Mezzo a Happy Birthday. (Deputy Mayor Rossi’s comments are attached as submitted.) Mayor Mezzo said Channel 3 will show a segment on the Naugatuck River Race the Friday before the race. He said Duck Day will be held June 6th along with an  -8- Minutes – Board of Mayor and Burgesses Regular Meeting – May 4, 2010 Earth Day Celebration. The Mayor said repairs to the bridge on Rubber Avenue by the Park Department will begin on June 18th. The traffic flow will be northbound traffic only. Burgess Burns congratulated the Mayor on having another birthday. Burgess Fragoso wished the Mayor a Happy Birthday. She congratulated Burgess Ciacciarella for the great job with the Union City clean-up. Members from her church were able to receive their community service hours for their confirmation. She thanked him on behalf of the community and the young people. The Social Services Subcommittee will finalize their report and present it at the next meeting of the Joint Boards. She reported that the Street Commission passed a policy to collect trash at four unit condominiums. She thought the NEDC seminar was very informative. Burgess Fragoso wished all the mothers a Happy Mother’s Day. Burgess Scully wished all the mothers a Happy Mother’s Day.
