MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING NOVEMBER 3, 2010 1. Mayor Robert Mezzo called the meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of October 5, 2010 and the special meetings of October 12, 2010 and October 26, 2010. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of October. Each member received copies for review. 5. VOTED: Unanimously on a motion by Burgess Scully and seconded by Deputy Mayor Rossi that the Board of Mayor and Burgesses add to the agenda for executive session. 6. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth to recess to Executive Session at 6:05 p.m. for discussion on the following: Personnel (Deputy Police Chief Contract, Assessor Employment Agreement) Collective Bargaining (UPSEU/Clerical Collective Bargaining Agreement) Collective Bargaining/Personnel (Fire Marshal) Real Estate (Potential Disposition of Land on Union City Road) inviting in Human Resources Director J. Deschesnes. Mayor Mezzo reconvened the meeting at 7:13 p.m.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – November 3, 2010 7. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to enter into an employment agreement between the Borough of Naugatuck and Joshua Bernegger for the position of Deputy Chief of Police. Campbell Motion carried 7-0-1 VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to enter into an agreement between the Borough of Naugatuck and George C. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to Retirement Board at 7:15 p.m. Mayor Mezzo reconvened the meeting at 7:18 p.m. 9. Public Comment Residents spoke on the following issues: • Petitions were presented in opposition to the zone change for the development on Prospect Street/Maple Hill Road. There were accusations of threats by the Developer, Borough Officials and Borough Commissioners to residents. • Pipes on Neumann Street are clogged. • Questioned the process of the dog park committee. • Requested the formation of a Conservation Commission.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – November 3, 2010 10. Burgess Comments/Sub-Committee Reports Burgess Kuczenski said the Senior Center is getting ready for their Christmas Bazaar on Friday and Saturday. The sign in front of the center was vandalized. He said the Housing Authority completed work at Oak Terrace and the issue at Weid Drive was addressed by the Zoning Enforcement Officer. Burgess Ciacciarella thanked the following business owners for their contributions to the Union City Clean-Up Day on October 16th: Pat Mallane’s Dog Shack, Coca Cola, Yofarms, Reynolds Café, Anna Donte’s Restaurant and Sheila Baummer for providing the clean-up supplies. He commended the Street Department for doing an excellent job maintaining the area. There has been less and less to clean each time. Burgess Ciacciarella said a food drive was also held that day and many bags of food were donated to the Naugatuck Food Bank. He is volunteering to be the liaison to the proposed Conservation Commission. Burgess Neth said Union City Road between Prospect Street and the Industrial Park needs to be addressed prior to snow fall. He stated the Long Term School Building/Facility Planning Committee’s first meeting went well. It is a good group with excellent ideas. He asked if the Hall of Burgesses is available for November 15th from 6:30-8:00 p.m. to hold a public information forum for the Charter Review Potential Issues Subcommittee. Burgess Neth said there is a disturbing perception that the Borough of Naugatuck is not business friendly when it comes to the Land Use Commissions. As far as a dog park, he stated Beacon Falls found that the liability issues are huge regardless of signed insurance waivers. Deputy Mayor Rossi commended Lieutenant Harrison and Officer Pugliese for attending the senior meetings at Weid Drive. TRIAD will be doing a safety presentation for the seniors. She is impressed at the lengths the Police Department will go for the community. Mayor Mezzo told everyone the annual tree lighting will be held on December 6th. He responded to Burgess Neth’s comments regarding the Land Use Commissions. He said increased communication between the NEDC and the Land Use bodies would be helpful. The Mayor thinks a pre-application process would lessen the frustration for businesses. Burgess Burns thanked Mayor Mezzo for appointing new members to the Pension Board. He thanked Deputy Mayor Rossi for helping him on a problem, Burgess Kuczenski for helping him with a police matter on Church Street, Burgess Neth for his assistance with street lights and Burgess Scully also. He hated to see Tamath Rossi lose her bid for state senate but he is glad she is still on this Board. Burgess Scully said the roadway on Union City Road is a mess and something needs to be done to repair it. He said the work at Jesse Camille’s has begun. He said it is getting worse each and every day. He would like to know the opinion of our insurance company in regard to a dog park. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Robert Mezzo to execute all contracts and documents for the “Mercedes Textile Hose” to New England Fire Equipment & Apparatus Corporation, 10 Stillman Road, North Haven, CT 06473 in the amount of $8,972.63 as recommended by Kenneth Hanks, Fire Chief. 12. Discussion/possible action regarding the proposed Alarm Ordinance Revision. Tabled. 13. Burgess Burns wished all the best to everyone. Mayor Mezzo said Happy Thanksgiving, Go Greyhounds! Deputy Mayor Rossi thanked the community for their support. She is grateful for her colleagues’ support even from the opposing party. She said she is a proud Naugatuckian and it has been an incredible honor to serve this community as Deputy Mayor. Burgess Neth commented on business owners downtown who park in front of their business all day. Burgess Ciacciarella sent condolences to Donna Grello, owner of Anna Donte’s Restaurant, on the passing of her husband. He congratulated Congresswoman Rosa DeLauro on her win in the recent election. He wished everyone a Happy Thanksgiving. He hopes Burgess Mindy Fragoso feels better. Burgess Kuczenski said the present Borough Board is not a political board, they all work together.
