MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES DECEMBER 4, 2012 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:06 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. Rossi L. Jackson Five M. Bronko R. Neth R. Burns R. San Angelo PRESS: M. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the special meeting of November 1, 2012. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of November. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:07 p.m. for discussion on the following: Personnel (Golf Pro/Pro Shop Manager), Property Negotiations (GDC Property), Strategy and Negotiations (EMS Services Contract), Collective Bargaining (Update – Firefighters and Public Works Negotiations) inviting in Attorney E. Fitzpatrick, Attorney G. O’Connor, Human Resources Director J. Lawlor and Public Works Director J. Stewart. Mayor Mezzo reconvened the meeting at 7:28 p.m. -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – December 4, 2012 6. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an employment agreement between the Borough of Naugatuck and Robert Clark. 7. Public Comment A resident thanked the Mayor and the Public Works Department for their contribution to a successful “Celebration of People” sponsored by the Cultural Council. 8. Burgess Comments – Open Topic Deputy Mayor Rossi thanked the Fire, Police and Public Works Departments, along with Mayoral Aide Ed Carter, for their participation in the tree lighting ceremony. She wished the Dare Program participants well. The Deputy Mayor congratulated Dave Prendergast for being honored with the Lewis Dibble Award. Mayor Mezzo congratulated the students at Cross Street School for graduating from the Dare Program. Burgess Burns wished that the Dare graduations were held on a different night from the borough board meeting. Burgess Scully congratulated the Dare Program students. Burgess Ciacciarella thanked Joe Savarese and commended him for all the work he did for the borough on the Zoning Commission. He thanked the Waterbury Republican for telling him about his three month old car tax bill because now he gets a tax deduction. Burgess Ciacciarella also thanked the paper for reminding him why he is not a subscriber. Burgess Jackson congratulated the fifth graders at Cross Street School for graduating from the Dare Program. Mayor Mezzo touched on Burgess Ciacciarella’s comments. The Mayor said he finds that level of news reporting tasteless. Deputy Mayor Rossi read a prepared statement regarding the article in the newspaper about her late car tax payment. Burgess San Angelo said there should be a town wide policy in regard to the FOI law, not handled by individual departments. All information requested should be made available according to the Freedom of Information Law. For the record: R. San Angelo: “I’ll make it clear for the record. This is not in any way implying toward you. All I’m saying is that you are the head of the town, that the policy be extended to all departments. That’s my only comment.” 9. Tax Assessor George Hlavacek, Salim Serdah and Eric Hardy of Tyler Technologies updated the borough board regarding the 2012 Revaluation. The revaluation has been completed and the numbers will be released next week. If anything is incorrect on the mailers, owners can schedule a meeting to discuss any discrepancies. 10. Attorney Edward Fitzpatrick updated the board regarding the acquisition of a private parcel of property located near or at 144 Auburn Street property. The owners have donated the property to the borough, signed the deed and now the borough will have clear title to the road. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize the sale of vacant land on Brennan Street for the amount of $2,500.00 as discussed. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer the proposed petition to void the Fire Tank Easement, Conservation Easements, Highway Easement and any remaining details of record for the previously approved dissolution of “Westview Estates” Subdivision – Applicant - Yuravich Family, AKA Westview Estates, LLC to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes as recommended by Borough Engineer Wayne Zirolli and Town Planner Keith Rosenfeld. 13. Mayor Mezzo appointed Marianna Vagnini, 25 Vagnini Drive, Naugatuck, CT 06770 as an alternate member of the Arts Commission, filling the expired term of M. Paul-Gaston, term to expire April 1, 2014. 14. Mayor Mezzo reappointed Lucille Morrisette, 318 Quinn Street, Naugatuck, CT 06770 as a member of the Carriage House Account Committee, term to expire December 1, 2014. 15. Mayor Mezzo reappointed Dorothy Knowles, 157 Park Avenue, Naugatuck, CT 06770 as a member of the Carriage House Account Committee, term to expire December 1, 2014. 16. Mayor Mezzo reappointed Caesar Ruggeri, 70 Florence Street, Naugatuck, CT 06770 as a member of the Carriage House Account Committee, term to expire December 1, 2014. 17. Mayor Mezzo reappointed Douglas B. Brinkerhoff, 116 Walnut Street, Naugatuck, CT 06770 as a regular member of the Economic Development Commission, term to expire December 1, 2017. -4- Minutes – Board of Mayor and Burgesses Regular Meeting – December 4, 2012 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of William Stopper (D), 117 Stonefence Road, Naugatuck, CT 06770 as a regular member of the Zoning Commission, filling the unexpired term of J. Savarese, term to expire November 5, 2013. 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Dispatch Door Replacement at the Naugatuck Police Department Dispatch Center” to Naugatuck Window and Glass, 253 Prospect Street, Naugatuck, CT 06770 in the amount of $1,516.92 as recommended by Deputy Police Chief Joshua Bernegger. 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Electrical Wiring at the Naugatuck Police Department Impound Lot” to Steve’s Electrical Contracting, 508 Candee Road, Naugatuck, CT 06770 in the amount of $9,800.00 as recommended by Deputy Police Chief Joshua Bernegger. 21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses waive the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Rental of Refuse /Recycling Vehicles” to Big Truck Rental LLC, 1039 South 50th Street, Tampa, FL 33619 as recommended by Sheila Baummer, Recycling and Solid Waste Coordinator. 22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the RFP and authorize Mayor Mezzo to execute all contracts and related documents for the “Demolition of a Detached Garage Located at 122 Aetna Street” to Ocean Trace Development Corporation, 83 Greenwood Street, Watertown, CT 06795 in the amount of $8,600.00 as recommended by Public Works Director James Stewart. -5- Minutes – Board of Mayor and Burgesses – Regular Meeting – December 4, 2012 23. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses endorse the Regional Performance Incentive Program proposals (GIS Upgrades and an Economic Strategic Plan) referenced in Section 5 of Public Act 11-61 (An Act Concerning Responsible Growth). 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents for the Annual Site Host Agreement for Meals through the Senior Nutrition Program administered by New Opportunities, Inc. 25. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an Inter-Municipal Agreement with the Town of Middlebury for temporary shared Land Use Services relying on Borough Attorney and Borough Controller approval. 26. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses hold a public hearing for proposed Ordinance #124 establishing an Ordinance Creating Standards for Full-Time Elected Officials and for revised Ordinance #83, an Ordinance Creating Alternative Pension Plan and a Supplement Pension Plan for Certain Non-Union Employees. 27. Burgess Burns wished everyone a Merry Christmas and Happy New Year. Deputy Mayor Rossi reported the Fire Department responded to 94 incidents in November. She said they did an exceptional job rescuing six people at the Terrace Avenue fire. The EMS Committee’s minutes to their meetings and the complaint/compliment form are now on the town’s website. He contacted the Parks Commission to ask if they would look into using fields out of town in the interim. Work needs to be done to Rotary Field so the kids can play. Burgess Neth wished everyone Happy Holidays. Burgess Bronko reported Naugatuck Day Care received their recertification from the state so they are good for ten years. They have some openings so people can apply to have their children attend. Burgess San Angelo spoke about skateboarding on the newly renovated WWII Monument.
