MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES FEBRUARY 5, 2013 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:45 p.m. with the following in attendance: BURGESSES: PRESS: T. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the regular meeting of January 8, 2013 and the special meeting of January 22, 2013. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of January. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 6:46 p.m. for discussion on the following: Collective Bargaining (Police Bargaining Unit). No one outside of the board was invited in. Mayor Mezzo reconvened the meeting at 7:00 p.m. 6. There were no motions emanating from Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses recess to the Retirement Board at 7:01 p.m. Mayor Mezzo reconvened the meeting at 7:04 p.m.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – February 5, 2013 8. Public Comment A taxpayer requested a reduction of the interest fees on their late real estate tax payment. 9. Burgess Comments – Open Topic Burgess Scully thanked everyone for their condolences on the death of his brother. Mayor Mezzo reported Blum Shapiro will be scheduling meetings with department heads, commissions and burgesses regarding Strategic Planning. Deputy Mayor Rossi encouraged the public to become involved in the strategic planning process. She said it will enable Blum Shapiro to create as rich of a report as they can. She thanked Fire Commission Chairman Wayne Malicki, Deputy Fire Chief Ellen Murray and Captain James Trzaski for a fantastic Firefighters’ Recognition Ceremony. Nardelli’s Deli was recognized with the Harold Webster Smith Award. The Deputy Mayor wished Canine Pete well on his retirement. Burgess Bronko reported the furnace was not working in the Naugatuck Youth Services’ building. He questioned the Mayor regarding last month’s appointment of a Democrat into the seat of an outgoing Republican Finance Board member. Mayor Mezzo explained that the Charter states Finance Board vacancies are filled according to the member’s original party affiliation when appointed. The outgoing member was appointed as a Democrat but changed to a Republican during his term on the board. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Judy Anderson, 701 Beacon Valley Rd #21, Naugatuck, CT 06770 as a regular member of the Board of Assessment Appeals, term to expire February 1, 2016. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Catherine Aresta (U), 85 Marbern Lane, Naugatuck, CT 06770 as a regular member of the Water Pollution Contaol Authority, term to expire February 1, 2018. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize the sale of “Canine Pete” to Kevin Zainc, 211 Spring Street, Naugatuck, CT 06770 in the amount of $1.00 as recommended by Deputy Police Chief Joshua Bernegger. 13. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Fire Rescue/Pumper” to Northeastern Fire Equipment, 128 Blacks Road, Cheshire, CT 06410 in the amount of $488,500 as recommended by Fire Chief Kenneth Hanks. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Nozzles, Adapters, Small Tools and Safety Equipment for Fire Rescue/Pumper” to New England Fire Equipment and Apparatus Corporation, 10 Stillman Road, North Haven, CT 06473 in the amount of $18,069 as recommended by Fire Chief Kenneth Hanks. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Paratec 10-ton Air Bag Rescue System for Fire Rescue/Pumper” to Shipman’s Fire Equipment, 172 Cross Road, Waterford, CT 06385 in the amount of $6,439 as recommended by Fire Chief Kenneth Hanks. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Stihl Ventilation Saw for Fire Rescue/Pumper” to New England Fire Equipment and Apparatus Corporation, 10 Stillman Road, North Haven, CT 06473 in the amount of $1,450 as recommended by Fire Chief Kenneth Hanks. 17. Motion by Burgess that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for “Two (2) Thermal Imaging Cameras for Fire Rescue/Pumper” to AAA Emergency Supply, 635 North Broadway, White Plains, NY 10603 in the amount of $23,990 as recommended by Fire Chief Kenneth Hanks. Motion tabled. 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Hydraulic Rescue Ram for Fire Rescue/Pumper” to New England Fire Equipment and Apparatus Corporation, 10 Stillman Road, North Haven, CT 06473 in the amount of $1,430 as recommended by Fire Chief Kenneth Hanks. 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $24,559.12 from Contingency to the Fire Department Employee Retirement Account as recommended by Fire Chief Kenneth Hanks.  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – February 5, 2013 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $4,000 from Contingency to the Fire Department Clothing and Uniforms Account as recommended by Fire Chief Kenneth Hanks. 21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses add to the agenda a motion to execute an agreement with FirefighterApp.com. 22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents with FirefighterApp.com regarding a service agreement that allows the Borough of Naugatuck to access the website for job recruitment and application review tools as recommended by the Human Resources Department and subject to borough attorney review and approval. 23. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Joint Board of Mayor and Burgesses and Board of Finance a transfer request of $12,875 from Contingency to the Human Resources Contractual Services Account under the 2012-2013 Budget for Fire Department Promotional Testing as recommended by Human Resources and the Naugatuck Fire Department. 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $13,000 from Contingency to the Motor Vehicle – Parts Account as recommended by Public Works Director James Stewart. 25. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $6,000 from Contingency to the Tires Account as recommended by Public Works Director James Stewart. 26. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $29,000 from Contingency to the Tree Spray and Removal Account as recommended by Public Works Director James Stewart.  -5- Minutes – Board of Mayor and Burgesses Regular Meeting – February 5, 2013 27. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $12,000 from Contingency to the New Account – Demolition of 122 Aetna Street Garage as recommended by Public Works Director James Stewart. Motion withdrawn. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $12,100 from Contingency to the New Account – Demolition of 122 Aetna Street Garage as recommended by Public Works Director James Stewart. 29. Mayor Mezzo was contacted by a production company that produces a Communities of Distinction program. He explained it is an opportunity to profile the borough through Fox News. The initial cost would be $20,000. No action was taken. 30. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all contracts and related documents between the Naugatuck Visiting Nurses Association and HEALTHCAREfirst as recommended by Naugatuck Visiting Nurses Association Director Theresa Stieber. 31. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following resolution: RESOLVED: that the Mayor, Robert Mezzo, is empowered to enter into and amend contractual instruments in the name and on behalf of this Contractor with the Department of Social Services of the State of Connecticut for a Social Services Block Grant Program, and to affix the corporate seal; RESOLVED: that the Borough of Naugatuck hereby adopts as its policy to support the nondiscrimination agreement and warranties required under Connecticut General Statutes 4a-60(a)(1) and 4a-60a(a)(1), as amended. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses adopt the following resolution: RESOLVED, that the Naugatuck Board of Mayor and Burgesses may enter into with and deliver to the State of Connecticut Department of Emergency Management and Homeland Security any and all documents which it deems to be necessary or appropriate; and FURTHER RESOLVED, that Robert A. Mezzo, as Mayor of the Borough of Naugatuck, is authorized and directed to execute and deliver any and all documents on behalf of the Naugatuck Board of Mayor and Burgesses and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents. Motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize the Mayor to enter into the following Memorandum of Understanding between the Borough of Naugatuck and the Greater Waterbury Transit District Board of Directors for a municipal grant program for seniors and disabled demand responsive transportation, as if read: The Greater Waterbury Transit District member Borough of Naugatuck enters into an agreement with the Greater Waterbury Transit District Board of Directors to jointly apply for the Municipal Grant Program for Senior and Disabled Demand Responsive Transportation (CGS 13b-38bb) FY 2014 (starting July 1, 2013 and ending June 30, 2014) from the Connecticut Department of Transportation. This Matching Grant Program is not intended to replace funds previously spent by municipalities on transporting the elderly or persons with disabilities. This program is intended to expand a coordinated transportation system for the elderly and persons with disabilities.  -7- Minutes – Board of Mayor and Burgesses – Regular Meeting – February 5, 2013 The maximum amount each municipality can receive is based on two parts: 1.) The 2010 U.S. Census count of people 60 years and older in the municipality relative to the state’s population of people 60 years or older is 50%, and 2.) The municipality’s square acreage relative to the state’s total square acreage is 50%. The municipality agrees to provide the Connecticut Department of Transportation with financial records of expenditures on transportation for the elderly and disabled and documentation of the level of ridership and hours of service, when requested to do so. The eight Greater Waterbury Transit District member municipalities will apply to the Municipal Grant Program for Senior and Disabled Demand Responsive Transportation (CGS 13b-38bb) as a group to provide coordinated transportation. These eight municipalities are Cheshire, Middlebury, Naugatuck, Prospect, Thomaston, Waterbury, Watertown and Wolcott. The Greater Waterbury Transit District will administer the grant, providing additional and coordinated transportation services to the elderly (60 years and older) and to persons with disabilities within the Greater Waterbury Transit District area. The grant will be used to cover administrative cost and operational cost relative to this program. The Greater Waterbury Transit District will coordinate with the municipal senior transportation service to perform this program. The Greater Waterbury Transit District will be responsible for required reporting information. The Greater Waterbury Transit District will be the recipient of the grant and will disburse the grant. The Greater Waterbury Transit District will be responsible for negotiating operational service or services. The Greater Waterbury Transit District administrative cost includes but is not limited to, office supplies and equipment, utilities, outreach, bookkeeper, auditor, travel, liability insurance and meetings. The Greater Waterbury Transit District will provide operational policies and procedures for this program. Public Comment A vendor, who was not awarded the bid for the fire rescue/pumper truck, commented on the bidding process and his displeasure with the bid being awarded to a higher bidder. 36. Burgess Comments/Sub-Committee Reports Deputy Mayor Rossi reported the Fire Department responded to 123 calls in the month of January. Two new firefighters started last week and will be departing for the Fire Academy Recruitment Program. The Fire Department started a new work schedule on January 1st, twenty-four hours on and seventy-two hours off. The Fire Department roof lost shingles during the high winds last week. Mayor Mezzo said the budget process will begin on February 25th and continue for three months, every Monday at 6:30 p.m. in Commissioners Corner. Burgess Burns thanked Chief Hanks for the invitation to the Firefighters’ Recognition Ceremony. He thanked VNA Director Theresa Stieber for an excellent VNA meeting.  -11- Minutes – Board of Mayor and Burgesses Regular Meeting – February 5, 2013 Burgess Jackson said the Parks Commission is in the process of discussing the field situation. The Naugatuck Education Foundation is holding a 5K Road Race on March 9th. The Police Commission hired two new officers. Burgess Jackson congratulated Danielle Parady and wished her well on returning back to work. 37.
