MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JANUARY 6, 2015 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:30 p.m. with the following in attendance: BURGESSES: PRESS: T. Fitzpatrick, Attorney J. Stewart, Public Works Director V. Healy, Pension Board R. Pugliese, NEDC CEO 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meetings of November 5, 2014 and December 2, 2014 and the special meetings of December 9, 2014 and December 16, 2014. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of December. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 6:31 p.m. for discussion on the following: Real Estate Negotiations (Parcels A, B and C) and Pending Litigation inviting in Attorney E. Fitzpatrick, Naugatuck Economic Development Corporation CEO R. Pugliese and Public Works Director James Stewart. Motion rescinded. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to add to the agenda under Executive Session: Real Estate Negotiations (properties located in front of the high school). For the record: Mayor Mezzo: “Just for the record, that was added and voted unanimously.” VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to recess to Executive Session at 6:33 p.m. for discussion -2- Minutes – Board of Mayor and Burgesses Regular Meeting – January 6, 2015 on the following: Real Estate Negotiations (Parcels A, B and C, properties located in front of the high school) and Pending Litigation inviting in Attorney E. Fitzpatrick, Naugatuck Economic Development Corporation CEO R. Pugliese and Public Works Director James Stewart. Mayor Mezzo reconvened the meeting at 7:09 p.m. 6. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to authorize a referral to the Planning Commission under 8-24, possible purchase of homes in front of Naugatuck High School on Rubber Avenue. 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 7:10 p.m. Mayor Mezzo reconvened the meeting at 7:13 p.m. 8. Public Comment A resident thanked Burgess Neth for inviting him to the High School Building Committee meeting. Even after attending the meeting, he is still against purchasing the homes in front of the high school. A member of the Naugatuck Environmental Network said the group voted to oppose the proposed power plant in Oxford. The board should consider installing solar roofs on all schools and public buildings. 9. Burgess Comments – Open Topic Burgess Neth said the Five Year Capital Committee looks at the cost effectiveness of solar roofs before applying. Deputy Mayor Rossi said there will be a fundraiser on January 24th from 3-8 p.m. for Board of Education member Jim Jordan who has fallen ill. Burgess Scully wished everyone a Happy New Year. Burgess Vitale wished everyone a Happy New Year. He complimented the Public Works Department for the wonderful tree lighting ceremony. 10. Mayor Mezzo shall appoint Charles Marenghi, 241 City Hill Street, Naugatuck, CT 06770 as a regular member of the Arts Commission, filling the unexpired term of D. Santos, term to expire April 1, 2016. Motion tabled. 11. Mayor Mezzo approved the appointment of Lisa Dias, 55 Golden Hill Street, Naugatuck, CT 06770 as a member of the Day Care Board of Directors, filling the expired term of D. Luna, term to expire April 1, 2015. -3- Minutes – Board of Mayor and Burgesses Regular Meeting – January 6, 2015 12. Mayor Mezzo approved the appointment of Erica Osborne, 55 Morris Road, Prospect, CT 06712 as a member of the Day Care Board of Directors, filling the expired term of D. Manfredi, term to expire April 1, 2015. 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Robert A. Mezzo to sign the Release of Easement Agreement Lot 45 Fawn Meadow Subdivision and execute all related documents to effectuate the release of said easement for the benefit of the Grantees, James J. Ryan and Christine P. Ryan. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Robert A. Mezzo to execute an agreement and any related documents with the Connecticut Department of Transportation for the installation of Emergency Vehicle Pre-Emption (EVPS) Equipment at Route 63 (Church Street) and Route 68 (Bridge Street). 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses waive the bid process for the “Disposal of Engine 2” and authorize Fire Chief Kenneth Hanks to advertise and sell the fire truck through a broker. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize Mayor Mezzo to execute all contracts and related documents for the “Fireworks Display” to Pyrotecnico, 533 North Street, Jaffrey, NH 03452 in the amount of $13,500 as recommended by Public Works Director James Stewart. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize the Mayor to execute all contracts and related documents for the “Refuse and Recycling Carts” to Cascade Engineering Inc., 4950 37th Street SE, Grand Rapids, MI 49512 as per bid as recommended by Public Works Director James Stewart. 18. Ocean Trace Demolition was awarded Contract #14-18 – Building Demolition – 146 Walnut Street and was notified on November 18, 2014 to begin the demolition. The work was to begin ten days after notification and completed within sixty days. The company has not performed any work at the location. Public Works Director James Stewart tried contacting the company and has been unable to reach them. A letter was sent to Ocean Trace Demolition stating the work had to be completed by January 17, 2015. Mr. Stewart is looking for authorization from the board to award the bid to the -4- Minutes – Board of Mayor and Burgesses Regular Meeting – January 6, 2015 second lowest bidder, Connecticut Dismantling, 70 Chase Street, Bridgeport, CT 06606, should Ocean Trace Demolition fail to complete the job. Motion by Burgess Scully and seconded by Burgess Neth that the Board of Mayor and Burgesses through Mayor Mezzo, authorize Public Works Director James Stewart to go to the second bidder if the first one fails to complete the contract. Mayor Mezzo abstained. 19. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Assistant Controller Patricia A. Public Comment – None -7- Minutes – Board of Mayor and Burgesses Regular Meeting – January 6, 2015 21. Burgess Comments/Sub-Committee Reports Burgess Vitale said the Fire Commission voted to fill three openings. A new female firefighter will be starting in June. Deputy Mayor Rossi reported the Fire Department responded to eighty-one incidents in November. The emergency generator at the East Side Fire House was replaced. Engine 5 is nearing completion. A back order on the seats is holding up the project. Burgess Neth asked if it was true that the borough is paying for people to attend the fire and police academies and then they are leaving Naugatuck because they don’t like our new pension program. He wanted to know if we could make people stay employed in the borough a certain length of time before we even sign them up for the academy. Burgess Olbrys asked if we could charge other towns that take our trained employees. Mayor Mezzo said unfortunately at the current time there is nothing we can do to stop people from leaving after we’ve paid for their training and we cannot charge the town that hires that employee. 22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to adjourn the meeting at 7:58 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
