REVISED MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES FEBRUARY 3, 2015 1. Mayor Robert A. Pugliese, NEDC 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the minutes of the regular meeting of January 6, 2015. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of January. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:02 p.m. for discussion on the following: Contract Negotiations (EMS), Real Estate Negotiations (Parcels A, B and C, Naugatuck Train Station, Prospect Street School) and Pending Litigation inviting in Attorney E. Fitzpatrick and Naugatuck Economic Development Corporation CEO R. Pugliese. Mayor Mezzo reconvened the meeting at 7:00 p.m. Mayor Mezzo asked everyone to observe a moment of silence in memory of Board of Education member James Jordan who unfortunately passed on yesterday. The Mayor said Jim was a good friend and fought a short but courageous battle with an awful disease. Our thoughts are with his family, wife Colleen and children James and Rylee, and the extended Jordan and Scully families. 6. There were no motions emanating from Executive Session. 7. Public Comment Several residents voiced their opposition to the proposed power plant in Oxford.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – February 3, 2015 Concerns about the pollution plume reaching Naugatuck. Naugatuck has intervener status. The town needs to oppose the power plant. A Conservation Commission would study the issues. 8. Burgess Comments – Open Topic Burgess Olbrys expressed his condolences to the Jordan and Scully families. Burgess Olbrys rode with plow drivers. He said we have awesome people working in our community. He expressed concern for the power plant. There will be a decrease in housing values within two miles of the power plant. Burgess Bronko asked about the borough’s intervener status and if it was related to the environmental pledge the board took. Deputy Mayor Rossi said the DPW did a fantastic job with the snow. The Deputy Mayor would like to recognize the loss of a tremendous member of our community, Jim Jordan. She sends her thoughts and prayers to his young children and wife. Burgess Burns sends his condolences to Jim Jordan’s family. He will miss Jim. Burgess Burns is against polluting the air. Burgess Jackson said she will miss Jim Jordan. Her heart goes out to Colleen and the family. Burgess Vitale said we have a duty to Naugatuck to say we do not want the power plant. He understands it is a complicated situation. This is the first time without exception that people are complimenting the DPW and private contractors on the snow removal. 9. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Mark Bakstis (D), 10 Pinewood Crossing, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2019. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the reappointment of Marcia Puc (R), 17 Webb Road, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2019. Mayor Mezzo swore Marcia Puc into office as a member of the Inland Wetlands Commission. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the reappointment of Tracy L. DeBarber (R), 815 Maple Hill Road, Naugatuck, CT 06770 as a regular member of the Inland Wetlands Commission, term to expire January 1, 2019.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – February 3, 2015 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the reappointment of Nancy Barton (D), 29 Fairfield Court, Naugatuck, CT 06770 as a regular member of the Golf Course Commission, term to expire June 1, 2017. 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Glenn R. Petelle (R), 24 Hickory Lane, Naugatuck, CT 06770 as a regular member of the Golf Course Commission, term to expire June 1, 2017. 14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Ronald Merancy (D), 1074 Andrew Mountain Road, Naugatuck, CT 06770 as a member of the Water Pollution Control Authority, term to expire February 1, 2016. 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the reappointment of Rimas Balsys (R), 33 Phoenix Avenue, Naugatuck, CT 06770 as a member of the Water Pollution Control Authority, term to expire February 1, 2020. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Christine Kuczenski (D), 310 North Hoadley Street, Naugatuck, CT 06770 as a member of the Board of Assessment Appeals, term to expire January 1, 2018. 17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Olbrys that the Board of Mayor and Burgesses approve the reappointment of Mary Pelletier, 23 Fuller Street, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Committee, term to expire January 1, 2016. 18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the reappointment of Reverend Timothy Leggett, 207 Millville Avenue, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Committee, term to expire January 1, 2016. 19. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Olbrys that the Board of Mayor and Burgesses approve the  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – February 3, 2015 reappointment of Dr. Stanley Dudrick, 40 Beecher Street, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Committee, term to expire January 1, 2016. 20. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the reappointment of Katherine Carten, 23 Coventry Lane, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Committee, term to expire January 1, 2017. 21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the reappointment of Loraine Shea, 88 Rockwell Avenue, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Committee, term to expire January 1, 2017. 22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses add to the agenda the appointment of Jill Mahoney and Johnna Hunt, both of Naugatuck, as additional members of the Long Term School Facility Planning Committee. 23. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the appointment of Jill Mahoney and Johnna Hunt, both of Naugatuck, as additional members of the Long Term School Facility Planning Committee. 24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $11,242.00 from Contingency to the Human Resource Development Agency as recommended by Controller Robert W. Butler, Jr. 25. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following resolution; as if read: BE IT RESOLVED, the Board of Mayor and Burgesses hereby approves the cooperative purchasing of electricity through the CCM Energy Purchasing Program to take advantage of increased purchasing power of a collective purchasing group; BE IT FURTHER RESOLVED, upon the recommendation of the Board of Mayor and Burgesses, Mayor Robert A. Mezzo and/or Controller Robert W. Butler, Jr., in their sole discretion, are authorized to execute, on behalf of the Borough of Naugatuck, a retail  -5- Minutes – Board of Mayor and Burgesses Regular Meeting – February 3, 2015 electric supply agreement. Where practical, the Mayor and/or the Controller shall submit the agreement to the Board of Mayor and Burgesses for review; however if time does not permit such a review by the Board of Mayor and Burgesses, the Mayor and/or the Controller are authorized to execute the agreement, in which case the Mayor and/or the Controller shall provide the Board of Mayor and Burgesses with a copy of the executed agreement at the Board of Mayor and Burgesses’ next regularly scheduled meeting. Hooker and Holcomb have been used for actuarial services for over thirty years. This particular service will allow borough employees to find their pension calculation on Hooker and Holcomb’s website. Currently a borough finance department employee has to manually pull the file and calculate the pension amount the employee is eligible for. It is a three year contract and the sixteen to nineteen thousand dollars annual fee has been approved in the current budget. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Robert A. Mezzo to enter into an agreement for Actuarial and Consulting Services with Hooker & Holcombe 65 LaSalle Road, West Hartford, CT 06107 and execute all contracts and related documents. 27. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following Borough of Naugatuck Hazard Mitigation Plan Update, 2015 resolution; as if read: WHEREAS, the Borough of Naugatuck has historically experienced severe damage from natural hazards and it continues to be vulnerable to the effects of those natural hazards profiled in the plan (e.g. flooding, high wind, thunderstorms, winter storms, earthquakes, dam failure, and wildfires), resulting in loss of property and life, economic hardship, and threats to public health and safety; and WHEREAS, the Naugatuck Board of Mayor and Burgesses approved the previous version of the plan in 2009; and WHEREAS, the Borough of Naugatuck has developed and received conditional approval from the Federal Emergency Management Agency (FEMA) for its Hazard Mitigation Plan Update, 2014 under the requirements of 44 CFR 201.6; and  -6- Minutes – Board of Mayor and Burgesses – Regular Meeting – February 3, 2015 WHEREAS, committee meetings were held in 2013 and 2014 and public input was gathered by several methods regarding the development and review of the Hazard Mitigation Plan Update, 2015; and WHEREAS, the plan specifically addresses hazard mitigation strategies and Plan maintenance procedure for the Borough of Naugatuck; and WHEREAS, the plan recommends several hazard mitigation actions/projects that will provide mitigation for specific natural hazards that impact the Borough of Naugatuck, with the effect of protecting people and property from loss associated with those hazards; and WHEREAS, adoption of this plan will make the Borough of Naugatuck eligible for funding to alleviate the impacts of future hazards; NOW THEREFORE BE IT RESOLVED by the Board of Mayor and Burgesses: 1. The plan is hereby adopted as an official plan of the Borough of Naugatuck; 2. The respective officials identified in the mitigation strategy of the plan are hereby directed to pursue implementation of the recommended actions assigned to them; 3. Future revisions and plan maintenance required by 44 CFR 201.6 and FEMA are hereby adopted as a part of this resolution for a period of five (5) years from the date of this resolution. 4. An annual report on the progress of the implementation elements of the plan shall be presented to the Board of Mayor and Burgesses. ROLL CALL VOTE: FOR OPPOSE ABSTAIN Mayor Mezzo L. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses waive the bid requirements and accept the Connecticut Conference of Municipalities’ Request for Qualifications (RFQ) #52014 “Street Light LED Retrofit, Management and Maintenance” as recommended by Public Works Director James Stewart. 29. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Jackson that the Board of Mayor and Burgesses authorize Controller Robert W. Box 871 Middlebury, CT 06762 2013-03-58211 Over payment on Real Estate 30. Public Comment – None 31. Burgess Comments/Sub-Committee Reports Burgess Vitale said the skating rink is extremely popular. Congratulations to Linda Ramos, the new chairwoman of the Park Commission. Mayor Mezzo appreciates everyone who came to speak regarding the power plant. The Mayor supports a Conservation Commission. He said an electric charging station is now in Beacon Falls. Deputy Mayor Rossi reported the Fire Department responded to 81 incidents in January. One of the new firefighter recruits resigned and is going to another municipality with a pension. The annual ice training was held at Baummer’s Pond. 32.
