MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES FEBRUARY 2, 2016 1. Mayor N. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of January 5, 2015. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of January. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully to recess to Executive Session at 6:34 p.m. for discussion on the following: Collective Bargaining (Firefighters Union, UPSEU Union) and Real Estate Negotiations (Acquisition of additional industrial/commercial parcels, Parcels A and B). No one was invited into executive session. Mayor Hess reconvened the meeting at 7:13 p.m. 6. There were no motions emanating from Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses recess to the Retirement Board at 7:14 p.m.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – February 2, 2016 Mayor Hess reconvened the meeting at 7:17 p.m. 8. Public Comment Parent School Council is having a Community Showcase Event on Saturday, February 20th from 6 p.m. to 9 p.m. at City Hill Middle School. Several residents spoke in favor of the dog park and community garden. A dog park is a great place for dogs to exercise and for people to interact. Goes to dog parks in other communities and patronizes their businesses. If there was a dog park in Naugatuck, people would come to shop and eat at our businesses. 9. VOTED: Unanimously on a motion by Burgess Vitale and seconded by Burgess Scully that the Board of Mayor and Burgesses add the Dog Park, Community Garden and Walking Trails to the Local Capital Improvement Program (LOCIP) and further authorize Mayor Hess to take appropriate action to utilize available funding from prior years in the LOCIP Account to complete the Dog Park, Community Garden and Walking Trails on the Andrew Mountain Open Space Parcel. For the record: Mayor Hess: “All of the funding for this project come from unutilized funds in the LOCIP Account over the past several years.” 10. Mayor Hess appointed John Manuel Alves (D), 42 Jarvis Street, Cheshire, CT 06410 as an alternate member of the Police Commission, filling the unexpired term of H. Kuczenski, term to expire October 1, 2018. 11. Mayor Hess shall appoint Caroline J. Hennessey (R), 46 Sande Avenue, Naugatuck, CT 06770 as an alternate member of the Police Commission, filling the unexpired term of W. Bertotti, term to expire October 1, 2017. Motion tabled. 12. Mayor Hess appointed Raymond J. Savoy (R), 1081 New Haven Road 2A, Naugatuck, CT 06770 as an alternate member of the Fire Commission, filling the expired term of J. Rotella, term to expire December 1, 2017. 13. Mayor Hess appointed Mark Massaro, Eversource Energy Representative, 250 Freight Street, Waterbury, CT 06702 as a member of the Local Emergency Planning Committee (LEPC/NEMAC), indefinite term. 14. Mayor Hess reappointed Frederick Scott Valente (D), 115 Marbern Lane, Naugatuck, CT 06770 as a member of the Code of Ethics Commission, term to expire February 1, 2018. 15. Mayor Hess reappointed Katherine J. VOTED: Unanimously on a motion by Burgess Herb and seconded by Deputy Mayor Neth that the Board of Mayor and Burgesses appoint Gary C. Charette as a member of the Renewable Energy Committee. 17. VOTED: Unanimously on a motion by Burgess Vitale and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Roberta C. Bennett, 332 May Street, Naugatuck, CT 06770 as an alternate member of the Conservation Commission, term to expire November 1, 2018. 18. VOTED: Unanimously on a motion by Burgess Hoff and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Necole Morrissey, 35 Glendale Court, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Board, filling the expired term of M. Pelletier, term to expire January 1, 2018. 19. VOTED: Unanimously on a motion by Burgess Herb and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Pastor Peola Hicks, 214 Meadow Street, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Board, filling the expired term of Reverend T. Leggett, term to expire January 1, 2018. 20. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Deputy Mayor Neth that the Board of Mayor and Burgesses approve the appointment of Dr. Robert Matusz, 464 Hillside Avenue, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Board, filling the expired term of Dr. S. Dudrick, term to expire January 1, 2018. 21. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Sandra Heller, 29 Coventry Lane, Naugatuck, CT 06770 as a member of the Saunders Trust Advisory Board, term to expire January 1, 2017. 22. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the appointment of Wendyann C. Fowler (R), 361 Field Street, Naugatuck, CT 06770 as a regular member of the Zoning Commission, filling the unexpired term of K. Donovan, term to expire November 7, 2017. 23. VOTED: Unanimously on a motion by Burgess Vitale and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “Fireworks Display” to Atlas Advanced Pyrotechnics, P. O. Box 498, Jaffrey, NH 03452 in the amount of $13,500 as recommended by Public Works Director James Stewart. 26. VOTED: Unanimously on a motion by Burgess Herb and seconded by Deputy Mayor Neth that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $64,293.00 from Contingency to the Fire Department – Employee Retirement Account as recommended by Interim Fire Chief Ellen Murray. 27. VOTED: Unanimously on a motion by Burgess Vitale and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $7,500.00 from Contingency to the Fire Department – Protective Clothing Account as recommended by Interim Fire Chief Ellen Murray. 28. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Burgess Scully that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $2,900.00 from Contingency to the Fire Department – Clothing and Uniform Allowance Account as recommended by Interim Fire Chief Ellen Murray. 29. VOTED: Unanimously on a motion by Burgess Jackson and seconded by Deputy Mayor Neth that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $1,700.00 from Contingency to the Fire Department – Medical Exams Account as recommended by Interim Fire Chief Ellen Murray. 30. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses add to the agenda a motion authorizing the distribution of money from the 2nd Five Year Capital Fund for the Lower Level Ceiling Replacement at Hillside Intermediate School. 35. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize $309,177.00 to be paid out of the Fund 51 which is the 2nd Five Year Capital Fund, for the Lower Level Ceiling Replacement at Hillside Intermediate School and assign the project to the Building Committee for the Hillside School Roof Replacement Project. 36. Public Comment – None 37. Burgess Comments/Sub-Committee Reports Burgess Herb reported the Planning Commission approved a hair salon on Golden Court. Burgess Donovan reported the Zoning Commission took no action on the Route 68 Corridor. Residents spoke about their lighting concerns at the Apple Hill Estates ball park. Burgess Wisniewski looks forward to moving along with the Industrial Park Committee. Burgess Hoff reported the Arts Commission is working on their summer concert series and scheduled the Arts Festival for August. The Historical Society is holding their Savor CT Event on February 13th, 7 p.m. at the Elks Lodge. Burgess Neth said the high school renovation is nearing the end. He attended his first NEDC meeting. He said the plans are exciting and encouraging so people have to hold on and be patient. They will be excited to see all that will be happening. The LED Lighting Committee went on a road trip to Middletown, Southington and Prospect to see their LED lights. It is a process but the long term effect will be dramatic in five years. Mayor Hess said the State of Connecticut and Governor Malloy has committed to a $350,000,000 upgrade to the Waterbury Branch Line. It’s anticipated to take about five years to complete. There will be two lines with one train every half hour during peak times  -7- Minutes – Board of Mayor and Burgesses Regular Meeting – February 2, 2016 and one train every hour the rest of the time from Waterbury to Shelton to Bridgeport. They’ve also committed to spend $35,000,000 to relocate the train platform to Parcel B. There will be an elevator to a second floor level along with a snack shop. Mayor Hess has never seen the State of Connecticut as helpful, cooperative and excited about transit oriented development in Naugatuck. He said we need to act, the money is there now. We have to move full steam ahead. Burgess Burns said the Street Lighting Committee’s road trip was very educational. Burgess Scully said the next Tax Incentive Committee meeting will be February 10th. Naugatuck Economic Development Corporation CEO Ron Pugliese was invited to attend. Burgess Jackson attended the Police Commission meeting and said it will be a tough budget this year. Burgess Vitale attended the Park Commission meeting and said people spoke about starting an adult football league. The Police Department retirement payout in the budget is high. The state is requiring officers to carry a license to operate the body cameras. It is increasing from $3,500 to $11,000 per officer. He is very concerned about the new car tax issue with the state. He is requesting the board invite our state delegation to come speak to the board regarding it. 38.
