BOARD OF MAYOR AND BURGESSES
MAY 24, 2016
1. Mayor N. Warren “Pete” Hess called the special meeting to order at 6:00 p.m. with the
following in attendance:

2. Burgess Hoff led in the Pledge of Allegiance to the flag.
3. Motion by Burgess ___________________ to recess to Executive Session at _____ p.m.
for discussion on the following: Real Estate Negotiations (Parcel C, Acquisition of
Chemtura property) inviting in ____________________________.
Mayor Hess will reconvene the meeting at _________ p.m.
4. Discussion/possible action on matters emanating from Executive Session.
The board did not recess to Executive Session.
5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully that the Board of Mayor and Burgesses grant a Municipal
Option additional exemption for Totally Disabled Persons per CGS
§81i as recommended by Assessor Carol Ann Tyler.
6. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully that the Board of Mayor and Burgesses grant a Municipal
Option additional exemption for Blind Persons per CGS §81j as
recommended by Assessor Carol Ann Tyler.
7. Motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor
and Burgesses phase out the Twenty-five percent Additional Benefit of the State
Circuit Breaker Program as follows, as recommended by Assessor Carol Ann Tyler:
2015 Grand List year 20% additional benefit
2016 Grand List year 10% additional benefit
2017 Grand List year 0% additional benefit
Burgess Herb and Burgess Jackson opposed.

8. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully that the Board of Mayor and Burgesses extend for one
year the Elderly and Totally Disabled Municipal Option Freeze
Program per CGS §12-170w on the 2015 Grand List with the following
change; the tax freeze amount is computed based on the 2012 Revaluation
Grand List year, taxes that were due July 1, 2013 as recommended by
Assessor Carol Ann Tyler.
9. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully that the Board of Mayor and Burgesses authorize Public
Works Director James Stewart to sign the required documents to
participate in the Department of Administrative Services (DAS) and
Department of Transportation (CONNDOT) 2016/2017 Winter Season
Contract for Road Salt.
10. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully to adjourn the special meeting at 6:33 p.m.
